CONSTRUCTION OF OUTER FISHING HARBOUR AT MURDESHWARA IN BHATKAL TALUK UTTARA KANNADA DISTRICT

3.2(b) Satisfactorily completed (90% of the Contract Value), similar works as prime contractor from at least one Fishing Harbour/Harbour Development / Back water Construction or Jetty/Wharf/Berth Construction/Coastal Protection structures/Marine Piling and Quay Wall Construction works / Off Shore Civil works / Construction of structures in River works of value not less than INR 151.50 Crores Note: Similar works shall include construction of marine structures, harbour structures, waterfront structures, jetties, quay walls, breakwaters, and other comparable infrastructure involving massive concrete works and construction in water environments. Note: The work completion/execution certificate shall be issued by the Competent Authority. For the purpose of this tender, Competent Authority means an officer holding the rank of Executive Engineer or above, or an equivalent rank in the concerned organization/department.

3.2 (c) Executed the following minimum quantities of work executed in any one year i) Breakwater/ RockFill-529774 Tonnes ii) Dredging-174911 Cum iii) RCC Piles/ Diaphragm Wall/ Anchor wall-2261 Cum iv) Tetrapod/PCC/ RCC-26310 Cum v)Reinforcement Steel-954 MT vi) Embankment-34896 Cum

3.2 (d) The Tenderer or his identified Sub-Contractor shall possess a valid license/registration required for executing one dredging work amounting to Rs. 4.15 Crore in any one year (2021-22 to 2025-26).

3.2 (a)Achieved in at least two financial year a Minimum Financial turnover of INR. 243.00 Crores in the last five financial years (2021-22 to 2025-26) (in all classes of civil engineering construction works only). The Consolidated Annual Financial turnover certificate for the relevant financial years certified by Statutory Auditor along with UDIN number (also the audited financial statements for each of the financial years) to be submitted. Note: The single bidder or, in the case of a Joint Venture (JV), all JV partners shall submit a consolidated turnover certificate issued by a Chartered Accountant (CA) along with a valid UDIN. The certificate shall specifically indicate the turnover details for all the five financial years. The turnover details furnished in the certificate must also be reflected and verifiable on the ICAI portal. Further, the bidder/JV partners shall submit copies of the Profit & Loss Statements, Balance Sheets, and Income Tax Return (ITR) acknowledgements for the corresponding financial years.

3.3 (b)Liquid assets and/or availability of credit facilities of not less than Rs. 30.30Crore unconditional Credit line/ letter of credit/ certificates from banks for meeting the fund requirement etc. If the Banker Certificate is conditional, then the Tender is liable for rejection. Note: An Individual Bidder shall submit a Line of Credit (LOC) equivalent to the full amount aforementioned above. In the case of a Joint Venture (JV), each JV partner shall submit a Line of Credit (LOC) subject to a minimum of not less than 25% of the required LOC. Collectively, all JV partners shall demonstrate a Line of Credit equal to 100% of the required LOC.

3.3 The Tenderer should further demonstrate: a) Availability by owning/ Lease/ Hire basis the following key and critical equipment for this work: For Lease/ Hire basis- relevant documents (commitment agreements etc., shall be scanned and uploaded).(Minimum 50% of the required machinery should be owned by the Tenderer. Remaining 50% of the required machinery may be owned / procured on Lease basis / Hire basis.). As Per Govt Order Nos: PWD 60 CRM 2021 Dt: 08-11-2021 Single bidder must demonstrate full equipment capacity as given below in the table. In case of JV, all partners combined can demonstrate the equipment capacity. 1. Hydraulic Excavator of not less than 0.9cum capacity-12 Nos (6 own & 6 Hired or leased) 2. Tipper of not less than 4 cum capacity-12 Nos (6 own & 6 Hired or leased) 3. Concrete Batching Plant of not less than 60 cum/hr Capacity -2 Nos (1 own & 1 Hired or leased) 4. Self-Loading /Transit Concrete mixer of not less than 6 Cum Capacity-6 Nos (3 own & 3 Hired or leased) 5. Earth Compactor of not less than 3 Ton Capacity-2 Nos (1 own & 1 Hired or leased) 6. Crane of not less than 20 Ton Capacity-2 Nos (1 own & 1 Hired or leased) 7. Cutter Suction Dredger -500 Dia-1 No (1 Hired or leased) 8. Barges of capacity 300-400 Cum-1 No (1 Hired or leased) 9. Survey Boat-1 No (1 Hired or leased)

3.6 Tenderer who meets the above specified minimum qualifying criteria, will only be qualified, if their available Tender capacity is more than the total Tender value (including GST). The available Tender capacity will be calculated as under Assessed available tender capacity (AXNX1.5-B) where A-Maximum value of civil engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress. N-Number of years prescribed for completion of the works for which tenders are invited 30 Months or 2.5 B Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 30 Months. Note: (i) In case of JV, values of A& B shall be the sum total of the respective figures of all the partners. (ii) The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent shall be submitted.
