“REPLACEMENT OF GALVANISED PRESSED STEEL PLATES OF OVER HEAD TANK OF CCS OF SMS-2 IN WMD at BSP,Bhilai”

• A The bidder shall fulfil the following eligibility criteria for which documentary evidence shall be submitted by the bidder in their offer: A. The bidder should have experience of having successfully completed similar work(s) during last 10(Ten) years ending last day of the month previous to the one in which tenders are invited should be either of the following :- a. One similar completed work costing not less than Rs 106 Lakhs OR b. Two similar completed works each costing not less than Rs 84.8 Lakhs

• Similar work shall have following criteria:- • Supply or Manufacturing of Tank material AND • Fabrication & Erection of steel overhead tanks or Erection of Pressed steel overhead tanks or Erection of sectional Hot Dip Galvanised tanks. • The Tank shall have minimum capacity 300 cubic meter at minimum staging height of 15 meters along with or without ereclion/ fabrication of staging structure/ platforms

• Experience should be from Govt. Organization/ PSU or Public Limited Company. In support of eligibility and experience, the tenderer is required to submit self-attested copies of Purchase Order/ Work Orders/Contract, Completion Certificate (issued by the concerned authority). ln case, completion certificate is not issued for the PO / Work Order/Contract, Bidder shall submit a document in original issued by the concerned authority certifying completion of Similar Works given in the Eligibility Criteria above against concerned PO / Work Order / Contract. In case, Similar Works has been commenced by the Bidder before the qualifying period, Bidder shall submit the proportionate value of the work completed during the qualifying period, which shall be considered for evaluation. The term 'completed work' shall mean successfully completed work(s) only. Experience of on-going contracts or Purchase orders related to Repair / maintenance jobs of overhead tank is not acceptable in this case.

• B Financial Requirements:- i) Average annual financial turnover of the bidder shall not be less than Rs.106 Lakh (Rupees one crores & six lakhs only) during the last three (03) consecutive frnancial years during 2020-21, 2021-22 & 2022-23 ii) The Bidder shall submit copy of Audited Annual Reports (financial statement) clearly evidencing the Annual Financial turn-over figure for last 3 (three) consecutive financial years as mentioned herein above in support of their meeting above stipulated financial criterion iii) The turnover certificate and the Audited profit and loss account certified by the CA members from 01.07.2019 onwards, submitted by party/tenderer in the support of the turnover against the eligibility criteria shall contain the Unique Document identification Number (UDIN). iv) Revenue from operations shall be considered for the purpose of determining the turnover. v) The net worth of the bidder should be positive in the last financial year i.e.2022-2023, as per Audited Annual Accounts.

• C. Consortium Requirements: Consortium Bidding is not allowed for this package.

• “The guidelines issued by Department for Promotion of Industry and Internal Trade, Government of India for Public Procurement (Preference to Make in India), Order, 2017-Revision dated 16.09.2020 and subsequent amendments (if any) shall be applicable. Bidders are required to indicate percentage of local content above/ below 50% and provide self-certification that the item offered meets the local content requirement for Class-I local supplier, in terms of the government guidelines, as the case may be. The bidder shall also give details of the location(s) at which the local value addition is made.

In cases of procurement for a value in excess of Rs.10 crores, the Class-I local supplier shall be required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies) or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content.

Format for the above is given at Annexure-C with this tender document and bidder shall enclose this declaration with the bid positively.

It may be noted that the bidder who do not meet the minimum domestic value addition of 50% is not eligible to participate in the tender and in case, if bidder confirms local content of less than 50%, their bid shall not be considered and/or rejected.”
