Conversion of existing HT/LT OH line into Covered conductor/AB Cable in Bevoor, Channapatna Urban & Channapatna Rural sub-divisions in Ramanagara Division, Ramanagara Circle, BESCOM on Total Turnkey basis under Percentage Quoting basis.

The bidder should have executed the following minimum quantities of work in any one Year of the last Five Financial Years (i.e., FY 2020-21 to 2024-25) on either a Total Turnkey (TTK) or a Partial Turnkey (PTK) basis, for any DISCOMs/ Govt. Departments including Public sector undertakings (PSUs). a. 11KV Covered conductor in RKMs: 80% of the total qty. of 11KV Covered conductor proposed in the tender i.e, 172.11 RKMs. B. LT Aerial Bunched Cable in KMs: 80% of the total qty. of LT AB Cable proposed in the tender i.e, 102.85 KMs. In addition, the above-executed quantum of work must be satisfactory operation for at least 12 Months from the date of commissioning to the date of certificate issued. Documents to be submitted: a) Copy of Detailed work award(s) (DWA). B) Work Performance certificate(s) issued by an officer not below the rank of Executive Engineer or equivalent of the concerned DISCOMs/ Govt. Departments including Public sector undertakings (PSUs). The certificate(s) must clearly mention the following: a) The quantum of LT Aerial Bunched cable and HT Covered conductor in Route KMs. b) The financial year wise break up of above quantum of work executed across the contract tenure. c) The period of satisfactory performance of the executed work from the date of commissioning to the date of certificate issued.

The Bidder should be in existence as any of the following (a) Company incorporated in India under the Companies Act, 1956/2013 including any amendment thereto (b) LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto (c) Partnership Firm under Partnership Act, 1932 in India. (d) Sole Proprietorship Concern. Note: Documents to be submitted: (1) Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company. (2) Declaration from Directors of the Company in MBP-1 Form, stating that they are not disqualified to be a Director of the Company along with the list of Companies in which they are Directors as on the date of inviting tender (s). (3) Certification of Incorporation issued by Registrar of Companies as per LLP Act 2008. (4) Limited Liability Partnership Agreement of LLP. (5) Partnership Deed, GST Registration Certificate. (6) Shops & Establishment Registration Certificate, as applicable. (7) PAN/GST Registration Certificate.

The bidder should have satisfactorily completed the works involving LT AB cable and HT Covered conductor either on a Total Turnkey (TTK) basis or a Partial Turnkey (PTK) basis for any DISCOMs/ Govt. Departments including Public sector undertakings (PSUs) during the last Five Financial Years (i.e., FY 2021-22 to 2025-26) as on the date of Bid Submission. The total value of such completed works shall not be less than 50% of the Amount Put to Tender i.e, Rs.12,53,36,413.00. Note: 1) The value of the completed works shall be given a weight of 10% per year to bring them to the price level of the FY in which the tenders are invited i.e., FY 2026-27. 2) Work carried out under sub-contract will not be considered. 3) For the assessment, the date of completion will be considered. Documents to be submitted: a) Copy of Detailed work award(s) (DWA). B) Work completion certificate(s) issued by an officer not below the rank of Executive Engineer or equivalent of the concerned DISCOMs/ Govt. Departments including Public sector undertakings (PSUs).

Bidders who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tender capacity: (AxNx1.5-B) Where, A - Maximum value of works executed in any one year during the last five years (i.e., from FY 2021-22 to FY 2025-26) (updated to FY 2026-27 price level) taking into account the completed as well as works in progress. N - Number of years prescribed for completion of the works for which tenders are invited. i.e, N - 1. B - Value, at FY-2025-26 price level, of existing commitments and on-going works to be completed during the next 12 months. Documents to be submitted: Copy of the statement of total value executed and payment received in the last five years (FY 2021-22 to FY 2025-26) as per the format in the bid document duly certified by the Chartered Account along with affixing the UDIN shall be uploaded. Copy of the statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works as per the format prescribed in the bid document. The statement shall be certified by the Employer in charge, not below the rank of an Executive Engineer or equivalent of the concerned utility shall be uploaded.

The bidder should have achieved in at least Two financial years during the last Five years (i.e., FY 2020-21 to FY 2024-25), a minimum financial turnover of not less than 2 times the amount put to tender i.e, Rs.50,13,45,650.00 Note: Updated to FY 2025-26. The financial turnover shall be given a weight of 10% per year to bring them to the price level to FY 2025-26. Documents to be submitted: Copies of the audited Annual Accounts statements such as P&L statement, Balance sheets for the respective FYs shall be uploaded.

Liquid assets as on the date of issue of Notification for Inviting tenders (NIT) or later date before submission of bid consisting of Cash at Bank plus Term Deposits plus availability of fund based credit facility in any Nationalized/scheduled Commercial Bank shall not be less than 25 percent of the amount put to tender i.e Rs.6,26,68,206.00 Documents to be submitted: The cash at bank, Term Deposits and the availability of fund based credit facility shall be supported by a certificate issued by any Nationalized/Scheduled Bank with whom the Bidder has banking facilities. In case of Fund based credit facility, the certificate issued by the Nationalized/ Scheduled Bank duly mentioning sanctioned limits, funds utilized so far and balance available as on as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid. The balance available as on as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid shall be considered as availability of fund based credit facility. If the bidder has banking with more than one Bank, then the available liquid assets as mentioned above on a particular date i.e., as on as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid shall be the same date for all the banks.

Even though the Bidders meet the above criteria, they are subject to be disqualified if they have: (i) made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements: and/or (ii) record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc. and/or (iii) Participated in the previous Tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification and/or (iv) Blacklisted due to non-performance in execution of works by any DISCOMs/ Public sector undertakings (PSUs)/Govt. departments as on date of bid submission and/or (5) Defaulted/short closed due to non-performance in execution of works against the order placed by any DISCOMs/Public sector undertakings (PSUs)/Govt. departments as on date of bid submission. (6) The information with regard to the assessment of the available tender capacity furnished is correct. Documents to be submitted: Copy of the self-declaration on notarized stamp paper of Rs.500.00 as per the format in the bid document shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done

Any Bidder from a country, which shares a land with India, will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. (As per Government Order No. FD 455 Exp-12/2020 dated 25.08.2020.) A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following format. I have read the clause regarding restrictions on procurement from a Bidder of a country, which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.) Documents to be submitted: Copy of the self-declaration on notarized stamp paper of Rs.500.00 as per the format in the bid document shall be uploaded. If the Bidder from a country which shares a land with India, Registration certificate issued by the competent authority shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done

Clause 2.3, 2.4 and 2.5 of ITT

All technical and financial criteria as mentioned in the tender documents
