Special Eligibility Criteria

   ELIGIBILITY FOR Regular/Bulk Order: 1. The bidder shall meet the requirements set out in RCF bid Document Ver- 14 clause 2.13.6. The similar item shall be "FRP lavatory module for any type of LHB coaches or MEMU coaches or Vande Bharat/Namo Bharat Rapid rail / Vande Sleeper coaches. " Note: FAI/Prototype shall be required if the supplier is manufacturing the tendered item for the first time. B) Developmental Order: The bidder shall meet the requirements set out in RCF bid Document Ver- 14 clause 2.13.6.1.Firm should have in-house infrastructure and M&P for manufacturing of the tendered item. Note:- CCA/QAP Audit/FAI shall be required if the supplier is manufacturing the tendered item for the first time. i)CCA: Capacity cum Capability Assessment: It shall be carried out after Placement of Letter of acceptance. Purchase Order shall be released only after successful completion of the CCA ii) QAP: Quality assurance Plan: To be submitted by the firm before the FAI. iii)FAI: First Article inspection: It shall be carried out at firms premises during manufacturing of the first product. NOTE: BIDDERS MAY NOTE THAT :- 1) Tender specification with latest Rev./Amendment is to be followed. 2) Manufacturing process shall be Vacuum Bagging Process /VARTM Process. Estimated Purchase value for tendered item is Rs.8,87,04,624/-

   In case of MSE firm willing to claim the benefits under Public Procurement Policy (Preference to MSE) order 2012, the firm should upload with their offer, the proof of their being MSE registered with any of the agencies mentioned in para 1.15.1 of Bid document, failing which such offers will not be liable for consideration of benefits detailed in para 1.15 of Bid document. Tenderers shall upload valid documents as per MSE policy showing that the enterprise is owned by Scheduled Castes (SC)/ Scheduled Tribes (ST)/women entrepreneurs to claim the benefit under these sub- classification. For this purpose tenderers to submit details of share holding pattern & controlling stakes with Scheduled castes (SC)/ Scheduled castes (ST)/women entrepreneurs duly certified by CA, failing which it will be presumed that they have no claim under this sub- classification.
