Special Eligibility Criteria

   Bulk Order: Bulk order will be placed on the manufacturer or its authorized agent having proven performance. The manufacturer firm must have satisfactorily executed at least of 20 percent of total tendered quantity upto date of tender opening against one single purchase order of Zonal Railways/PUs/CORE for the tendered item/similar item (Similar item is defined as Cast Iron Brake Block of different size ,shape ,drawing and specification etc used in Rolling stock) , supplied/executed during three preceding completed financial year and current year upto date of tender opening as per para 2.6 of GCC attached in tender. Para No. 2.6 of GCC attached to be referred to, for full details. Bidders are advised to read it carefully before bidding. Note:- If two or more purchase orders are issued against same Tender No. on any firm, then all such purchase orders will be treated as single purchase order issued against that tender.

   The Authorized dealer/agent of the approved vendors/OEM must upload tender specific authorization in proper format [preferably as per Annexure-4 of GCC attached], failing by which their offer will be summarily rejected.

   The procurement of the item is restricted to Class I local suppliers only and the vendors who do not qualify to be Class I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I local supplier for the tendered item and participates in the tender it does so at their own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. Requirement of a vendor to be a Class I local supplier for the this item, shall be a mandatory condition in addition to other qualifying/eligibility criteria/conditions.

If two or more bidders are found to be sister concerns or affiliates (having common partner/director/ promoter/owner/holding company decision control etc.) the offers of all such sister concerns are liable to be rejected as per relevant provisions of IRS terms and condition.
