Special Eligibility Criteria

   Eligibility Criteria for Bulk Ordering :- A. For Bulk Ordering: The purchaser reserves the right to procure entire or bulk quantity (minimum 80% of net procurable quantity) from the following bidders: "Approved vendors of either Piston (PL No. 16120073) or Piston Ring Set (PL No. 16030618) enlisted on UVAM of BLW's VD or their authorized agents/firms subject to supply second item out of Piston/Piston Ring Set from only approved vendor of BLW's VD enlisted on UVAM". Note: Approved vendors may authorize multiple agents/firms for supply of the items for which they are enlisted in BLW VD. However, at the time of supply of material, the successful bidder/firm shall have to submit documentary evidence along with the supply for having procured the individual item from its approved vendor. B. For Developmental Ordering: Offers of Developmental vendors of either Piston (PL No. 16120073) or Piston Ring Set (PL No 16030618) enlisted on UVAM of BLW's V.D. or their authorized agents/firms shall be considered for developmental order subject to supply second item out of Piston/Piston Ring Set from either developmental/approved vendor of BLW's V.D.". No specific authorisation from the vendor as the case may be for second item is required to be attached at the time of tender opening else the case will be dealt as per Para-C below. Note: Developmental vendors may authorize multiple agents/firms for supply of the items for which they are enlisted in BLW VD under developmental category. However, at the time of supply of material, the successful bidder/firm shall have to submit documentary evidence along with the supply for having procured the individual item from its approved/developmental vendor. C. If a Developmental Vendor of either Piston (PL No. 16120073) or Piston Ring Set (PL No. 16030618) enlisted on UVAM of BLW VD, directly participates in the tender himself attaching authorization (Along with the tender) of an approved/developmental vendor of the second item (either Piston or Piston Ring Set) as the case may be, then ordering will be done as per vendor's own status on UVAM I.e. the firm will be eligible for developmental order unless he specifically gives a declaration along with the offer that both items of the kit shall be sourced by him as a Trader, from the Approved vendors enlisted on UVAM of BLW VD.. Note: Directory of approved vendors of RDSO, CLW, BLW, RCF, ICF, MCF and CORE as available on UVAM only shall be considered valid directories for all proposes by all stakeholders. Vendor directories being maintained in other forms (manual or online), if any, shall not be valid. D. Offers found technically suitable under the developmental order category may be considered for placement of "Developmental Orders" totalling up to 20% of NPQ.

   a) Requirement of a vendor to be a Class I local supplier and Class II Local Supplier (certification to be provided as per Revised 'Public Procurement (Preference to Make in India), Order 2017 dated 16/09/2020 [referred as PPP-MII order 2017 in subsequent Paras]), for the tendered item(s), shall be a mandatory condition in addition to other qualifying criteria, including status of Vendor approval, which may be applicable for purchase of the item. b) Offers of only Class-I local supplier and Class-II local supplier, as defined under the PPP-MII order 2017 or latest, shall be considered for any ordering. Bidders to comply with the requirement contained in sub clauses of clause 1.15.3 of BLW Tender Document (Rev. Year-2026 Ver-01).

   Please indicate [Y/N] whether you are interested in availing the benefits available to Micro and small Enterprises [MSEs] of their participation in Govt. procurement in reference to Clause No. 1.15.1 of BLW Tender Document Rev.Year 2026 ver-01 (copy attached). If yes, please attach the requisite registration certificate issued by appropriate agency along with the offer. Please note that in absence of the requisite certificate, such benefits may not be extended.

   Any firm quoting on behalf of OEM must submit tender specific authorization certificate along with their offer and agree for inspection by the nominated agency (as the case may be) at the premises of their principals. Further, Principal firm shall assure full guarantee and warranty obligations as per the general and special conditions of contract in the Tender Specific Authorization certificate and mandatorily provide the contact number and email of the designated person in the Tender Specific Authorization for verification. Failure to comply with any of the requirements shall make the offer liable to be rejected [Details as per Para 2.13.3 (b) of BLW Tender Document Rev. Year-2026 Ver-01 ].

   In case of Trader/Agent, the current and valid tender specific authorization certificate from their principals should be submitted. In case of O.E.M./ Manufacturer they should submit an undertaking that they are O.E.M. / Manufacturer. Offers from authorized agents will be considered only if they submit tender specific authorization from the manufacturer, failing which their offer will be ignored summarily without making any further reference to them.    Tenderer must enclose required past credential of supply of same / similar tendered item to show that they are capable of supplying the tendered item and to substantiate their capacity to develop tendered item. The firm should enclose details of infrastructure of Plant & Machinery and testing / quality control, QAP [approval status by Approving Agency ], ISO certificate details and other relevant document for the tendered item.

   The Class-I/Class-II local supplier shall be required to provide along with the offer a self -certificate giving the precentage of local content of tender item.

   Bidders must submit a certificate as per para1.26.6 of BLW Tender Document (Rev. Year 2026 Ver-01) . If such certificate given by a bidder whose bid is accepted is found to be false, this would be a ground for immediate termination and further legal action in accordance with law. Non submission of Certificate may lead to rejection of offer.

    In case, the tendered item is restricted for placement of bulk orders on approved sources, then the criteria for placement of orders on MSEs under the Public Procurement Policy for MSEs will additionally require that the MSE firms also comply and meet the conditions for eligibility of tender in tender schedule for the tendered item.
