INSTALLATION, COMMISSIONING, MAINTENANCE AND REPAIR OF WEIGHBRIDGES AT CANE PURCHASE CENTERS AND ALLIED JOBS INCLUDING CIVIL WORK AT CANE DEPARTMENT FOR HBL SUGAR PLANT SUGAULI, EAST CHAMPARAN AND LAURIYA, WEST CHAMPARAN, BIHAR.

Installation, commissioning, maintenance & repair of weighbridge at cane purchase centers & allied jobs including civil works as per below scope of work. Job is required to be delivered to designated Cane Purchase Centers (CPC) under HBL Plant Sugauli, East Champaran, Bihar.

EXCAVATION: Earth work in excavation in all kind of soil/mud up to a depth of 3 m from the existing ground level. The job includes shoring, shuttering, bailing out water manually or by using dewatering pump, ramming/ rolling the bottom before laying any sub base, spreading, watering and compacting the excavated earth as direction of Officer-in-charge.

PCC 1:4:8: Providing and laying PCC of mix 1:4:8 using hard broken graded granite stone aggregate at foundation bedding at places as directed. The job includes machine mixing, providing framework, shuttering, placing, compacting by hand ramming, curing etc., all complete as per the direction of Officer- in -charge.

PCC 1:2:4: Providing and laying PCC of mix 1:2:4 using hard broken graded stone aggregates for grouting, constructing pillars post etc. as directed. The job includes machine mixing, providing formwork, shuttering, placing, compacting by hand ramming, curing etc., all complete as per the direction of Officer- in -charge.

BRICK MASONRY: Providing best quality bricks in cement mortar 1:5 (1 cement: 5 clean coarse sand). The rate should include the cost of curing, soaking of bricks, scaffolding racking of joints, making recesses for skirting etc. complete in all respects as per specification and direction.

REPAIR OF APPROACH ROAD: Job includes supply and filling with earth and pieces of bricks as required including spreading, levelling, watering, manual compaction, etc. completed from village to CPCs as well as mill gates, as per direction of HBL's officer-in-Charge.

MAINTENANCE OF WEIGH BRIDGE (BIG): Cleaning thoroughly and painting of complete set of Mechanical Weighbridges (Size 6.6 M x 2.5 M). Job includes handling, lifting and putting on stand, assisting in repairing etc. Paints will be supplied HBL.

MAINTENANCE OF WEIGH BRIDGE (SMALL): Cleaning thoroughly and painting of complete set of Mechanical Weighbridges (Size 4.8 M x 2.5 M). Job includes handling, lifting and putting on stand, assisting in repairing etc. Paints will be supplied HBL.

TRANSPORTATION OF WEIGH BRIDGES (BIG): Transportation, Loading, Unloading & Fixing of complete set of Mechanical Weighbridges (Size 6.6 M x 2.5 M) on the existing foundation including necessary civil work at out CPCs. Job also includes Loading, unloading and transportation of Weights (Av.1 MT per CPC), trunks, petromaxes etc. Contractor shall acknowledge the material receipt.

TRANSPORTATION OF WEIGH BRIDGES (SMALL): Transportation, Loading, Unloading & Fixing of complete set of Mechanical Weighbridges (Size 4.8 M x 2.5 M) on the existing foundation including necessary civil work at out CPCs. Job also includes Loading, unloading and transportation of Weights (Av.1 MT per CPC), trunks, petromaxes etc. Contractor shall acknowledge the material receipt.

Supply & fixing of 6ft length GI filter jali for hand pump pipe. The rate includes fixing the jali, provision of tools, tackles, labor etc. complete.

Supply of GI, 1.5" dia pipe of Tata L-ISI-1239 make including necessary fittings.

Supply of HLC 14-16 Kg (per pump) hand pump made of CI, no.6.

Boring and installation of 1.5" GI pipe at Cane Purchase Centers. The rate includes transportation, tools, tackles, labor etc., complete. (Each bore 60 to 100 feet as per quality of water strucked). Pipe and Jali will be supplied by HBL. Repairing work will be done by vendor during period of CPC operation. Installation/commissioning of hand pump and its accessories supplied by HBL. The rate to include transportation, provision of tools, tackles, labor etc. complete.

Supply & construction of bamboo hut of size 20' x 10' with height approximate 2.5-3 mtr. The hut shall be constructed with cane/bamboo and compressed with hey (min. 3" thick). The roof shall be similar with additional wrapping of PVC Sheet. the hut shall have two door provision with partition inside the hut. The cost shall include preparation of foundation, ground, compacting the floor, tools/tackles, labor etc. complete. After closure of season, material of hut will be property of Contractor. Contractor may dismantle and take away the same.

Supply & construction of bamboo hut of size 8' x 8' with height approximate 2.5-3 mtr. The hut shall be constructed with cane/bamboo and compressed with hey (min. 3" thick). The roof shall be similar with additional wrapping of PVC Sheet. the hut shall have one door provision. The cost shall include preparation of foundation, ground, compacting the floor, tools/tackles, labor etc. complete. After closure of season, material of hut will be property of Contractor. Contractor may dismantle and take away the same.

Dismantling of complete set of mechanical weighbridges (Size- 6.6 M X 2.5 M), Weights, Hand Pump, trunks, petromaxes etc. and transportation back to mill premises including loading, unloading, stacking, tools, labour etc. complete. Rate to include applying used oil supplied by HBL over weigh bridge structure and plates.

Dismantling of complete set of mechanical weighbridges (Size- 4.8 M x 2.5M), Hand Pump, Weights, trunks, petromaxes etc. and transportation back to mill premises including loading, unloading, stacking, tools, labor etc. complete. Rate to include applying used oil supplied by HBL over weigh bridge structure and plates.

Service charges towards Annual Fees payment to respective dept. to take permission & Certificate of various weighbridges & dead weight including inside plant 7 Nos and CPC 17 Nos, bagging machines - 2 Nos. & Sugar bag weighing scale -1 No., Ethanol Flowmeter- 1 No. Contractor would be responsible for online payment to site thru respective weights, measurement & metrology department GoB East Champaran and get money-receipt from same. Contractor would be submitting their bill for actual amount reimbursement to HBL's. Note: Bidders have to quote their Service charge in Rupees only. Annual fee paid by contractor will be reimbursed on actual basis upon submission of money receipt/certificate. It is kindly noted that last year fee was Rs. 1.08 Lakhs.

Liasoning work with weights and Measurement dept. for stamping and renewal of certificates of various weighbridges & dead weights including inside plant 7 Nos and CPC 17 Nos, bagging machines – 2 Nos. & Sugar bag weighing scale -1 no, fertilizer weighing scale-1 No, Ethanol Flowmeter- 1 No. Job includes arranging visit of Weights and measure officers including their transportation, lodging and boarding, assisting in verification, calibration etc. It is kindly to be noted that Stamping fees will be paid by HBL at actual basis upon submission of money receipt/certificate.

Preparation of CPC Yard: Job include excavation, preparation of lining for bullock carts and approach road for bullock cart and trolley /truck from main road to CPC including removal of trees, shrubs, grass etc., earth cutting, soil filling wherever required, dressing spreading, levelling, compacting etc., Preparation of NAD/bamboo and labour involved in other miscellaneous works, complete preparation of CPC yard as per directions of HBL's Officer. Rate to be quoted on Lump sum basis for each CPC center.

PREPARATION OF CANE MARSHELLING YARD INSIDE THE GATE: Job include removal of trees, shrubs, grass etc., earth cutting, soil filling wherever required, dressing spreading, levelling, compacting etc., Preparation/Repairing of NAD, Supply and filling of 4 No. of PVC water tap/totty with 1.5-inch PVC pipe of required length and white washing of pillars, rooms, boundaries, gate of cane yard & office where lime/Chuna to be provided by HBL & as per direction of HBL’s officer in-charge. Sitting arrangement of yard staff at different location in yard will be completed by contractor with help of scrap item while rate included for collection, transportation, welding of scrap items from HBL’s premises to be done by vendor. Complete preparation of Mill Gate yard as per directions of HBL’s Officer. Job includes setting right /re-fixing/grouting with PCC laning pillars, welding of chains which are found broken etc. All R&M activity will be completed in front & back yard (langda Yard) at mill gate.

Security at CPC: Providing round O'clock security during season including Sunday/ holidays at CPC centers. Job including deploying Sipahi round O'clock for protecting HBL’s as well as farmer’s property at CPC and maintaining law and order. This shall be effective from commencement of setting up of center till its closure and shifting of all the material to plant. Contractor shall be responsible for safety and security of HBL's material/ property at center. Contractor shall quote per CPC per month.

MISC. MATERIAL: Supply of Miscellaneous Materials: The bidder shall be responsible for the timely supply of miscellaneous materials required at the CPC, effective from the start of the operational season to its closure. The bidder must ensure that all materials supplied area good quality. In case any item is found defective or lost during the season, must be replaced/purchase immediately without any delay or additional cost. Lists of Materials to be Supplied: Rechargeable torch, petromax light with gas and mantle or solar lantern, Brooms (both short and long), Tar brush, 17 Bags (to be supplied of HHT machines and record handling). The quoted price must be inclusive of Handling charges, Contractor’s profit margin, All incidental and associated costs. Contractor obligations: Ensure timely and quality supply of all items as per the CPC’s operational needs.

Liaisoning for Misc. Work: Liaisoning work for repairing of electrical wire which may damage during cane transportation between village & town by trolley/truck from CPC to mill gate Sugauli. The contractor has provide transportation & lodging/boarding facility to BSEB's electrician during visit.

EARTH FILLING: Supplying and filling imported east of approved quality in layers not exceeding compacted thickness of 200 mm incl watering, ramming, compacting and if required, rolling and re-rolling with power roller, mechanical compactors of 80KN-100KN capacity to achieve maximum compaction, all complete as per direction of Engg.in charge. The earth should be free from weeds, grass and other objectionable debris. Black cotton soil should not be used. Measurement basis compacted thickness only. Rates shall include conducting compaction test as per the technical specification.

NEW FOUNDATION FOR WEIGH BRIDGES (SIZE-4.8 m x 2.5 m)- Making of foundation by excavation as required dimensions of foundation, providing 1st class bricks in cement mortar 1:4 (1 cement 4 clean coarse sand) and 100 mm thick PCC (1:2:4) with 3 number bar dia- 10 mm below & top of the brick wall as per the attached drawing /as per the direction of Engineer in charge, 12 mm internal plaster of foundation wall with cement mortar (1:3). The rate should include the cost of mason, labour, curing, soaking of bricks, scaffolding racking of joints, making recesses for skirting etc. complete in all respects as per specifications and direction.

REPAIR OF APPROACH ROAD: Job includes supply and filling with brick dust mixed with bricks bats in ratio 1:1 as required including spreading, leveling, watering, manual compaction, etc. completed from village to CPCs as well as mill gates, as per direction of HBL's officer-in-charge.

REPAIR/ PREPARATION OF OLD TRUCK LOADING RAMP: Repair or existing Loading pit/trench/ Ramp (30’X9’X4’) including providing and laying pieces of bricks as per requirement, use bamboo sticks to avoid the fall of the earthen wall and making the pit/ramp motor able at CPCs for Truck loading as per direction of HBL's officer-in-charge.

PREPARATION OF NEW TRUCK LOADING RAMP: Preparation of New loading pit/trench/ Ramp (30’X9’X4’) including providing and laying pieces of bricks as per requirement, use bamboo sticks to avoid the fall of the earthen wall and making the pit/ramp motor able at CPCs for Truck loading as per direction of HBL's officer-in-charge.

Preparation of old CPC Yard: Job include excavation, preparation of lining for bullock carts and approach road for bullock cart and truck from main road to CPC including removal of trees, shrubs, grass etc. earth cutting, soil filling wherever required, dressing spreading, levelling, compacting etc. preparation of NAD/bamboo and labour involved in other miscellaneous works, complete preparation of CPC yard as per direction of HBL’s officer. Rate to be quoted on Lump sum basis for each CPC.

Preparation of New CPC Yard: Job include excavation up-to 300 mm depth and 450 mm breadth, preparation of lining for bullock carts and approach road for bullock cart and truck form main road to CPC including removal of trees, shrubs, grass, earth cutting, soil filling wherever required. Dressing, spreading, levelling, compacting etc. preparation of NAD/bamboo and labour involved in other miscellaneous works, complete preparation of CPC yard as per direction of HBL’s officer. Rate to be quoted on Lump sum basis for each CPC.

Preparation of cane Marshaling Yard inside the Mill gate.: Job include removal of trees, shrubs, grass etc. earth cutting, grass cutting surrounding weigh bridge & Cane cutting, earth cutting, pieces of bricks as required, soil filling wherever required, dressing spreading, levelling, compacting etc. Preparation / repairing of NAD and labour involved in other miscellaneous works, complete preparation of yard as per directions of HBL’s officer. Job includes setting right / reflexing / grouting with PCC lanning pillars, welding chains which are broken etc. Rate shall be inclusive of preparation of bullock cart yard outside the gate at Lauriya. Cleaning debris/mud from underpass, repair and white washing of under pass walls complete as per direction of HBL’s officer.

MAINTENANCE OF WEIGH BRIDGE (BIG): Cleaning and Dewatering of Foundation thoroughly and painting of complete set of mechanical Weighbridges (Size 6.6 M x 2.5 M), Job includes handling, lifting and putting on stand, mechanical repairing including tools & tackles. Required Spare & Paints will be supplied by HBL

Job also includes Loading, unloading and transportation of Weights (Av. 1 MT per CPC), trunks, solar lights 10 qtls weights (20x 50 Kg) etc. Contractor shall acknowledge the material receipt.

Rate to include applying used oil supplied by HBL over the weighbridge structure and plates. Two (2) (Rampur Baheliya and Majhuwa CPC) side frame of weigh bridges not dismantled as it is fixed with foundation.

Dismantling of complete set of mechanical weighbridges (Size 4.8 M x 2.5 M), Weights, Hand pump, trunks, solar lights, 10 qtls weights (20x 50 kg) etc. and transportation back to mill premises including loading, unloading, stacking, tools, labor etc. as per direction of HBL's officer-in-charge. Rate to include applying used oil supplied by HBL over weighbridge structure and plates.

Supply of maintenance Tools & Paint: Providing Tapariya-made tools & Berger-made paints as per the attached annexure for repair & maintenance work of the weighbridge. Item-wise cost breakup is attached for the supply materials details. Pre-approval is required before the supply of such items from HBL’s officer-in-charge. (As per requirements)

Liaoning work with weights and Measurement department for stamping and renewal of certificates of various weighbridges including inside plant and CPC, bagging machines (List enclosed)-. The job includes arranging visit of Weights and measure officers including their transportation, lodging and boarding, assisting in verification, calibration etc. It would be responsibility of Contractor to obtain the certificates and submit the same to HBL's Officer in charge. The contractor would be responsible for payment of respective weights, measurement & metrology department, GOB, West Champaran and get money receipt. Stamping fees will be paid by HBL at actual basis upon submission of money receipt/certificate

SECURITY AT CPC: Providing round O'clock security during the season including Sunday/ holidays at CPC centers.
