(1) This is an ISI Mark Scheme item. Item is restricted to be procured from manufacturers having valid BIS License, as on date of Tender opening not thereafter, for the tendered items IS-13774:2021 for Class-4, Gloves. But in case of downgrading / removal / suspension/ banning etc. after opening of the tender, such changes will be taken into account while deciding tenders. Firm to quote with valid BIS license along with their offer failing which their offer will be ignored. (2) Item is reserved for exclusive purchase from Micro and Small Enterprises only. MSEs must be registered with UDYAM (UDYAM Registration Certficate). Firm to submit valid UDYAM Registration Certificate only (no other document will be considered in this case). (3) The authorized agents of MSE registered & BIS LICENCE holding manufacturer may quote along with Tender Specific authorization certificate and along with the valid UDYAM certificate for MSE & BIS Licence of the OEM who have given the authority certificate, failing which their offer shall be rejected. (4) Tenderers are requested to submit the past performance report such as Copies of R Notes/CRAC/Proof of acceptance of material by consignee etc. along with their offer.

The firm other than OEM to quote with Bid specific authorization directly from OEM otherwise offer will be summarily rejected without any back reference and no representation will be entertained. The OEMs authorization certificate should be on company letter head and must contain the full name, designation, active e-Mail address & Mobile number of the authorized signatory along with company stamp. Without these the authorization certificate from OEM will not be considered as valid and offer will be summarily rejected without any back reference and no representation will be entertained. Buyer can seek the authentication of valid authorization certificate from OEM, if required.

TPI at OEM Premises.

MSE source owned by SC/ST should also upload necessary documents to get the benefits about the status in regard to their category i.e. the ownership of MSE pertains to SC/ST/Other category clearly. Absence of any such information in the registration certificate would be taken as MSE failing in the category as OTHERS.

EARNEST MONEY 1. Tenderers are required to deposit Earnest Money online equivalent to the amount mentioned in the tender document. Tenderers not submitting Earnest Money should clearly indicate in their offer the reasons for the same, and failure to do so will be taken as unwillingness on their part to deposit the Earnest Money. 2. Amount of EMD (rounded off to nearest higher Rs. 10 (ten)) to be taken in tenders, Wherever applicable. a) It will be @ 2% of the estimated tender value up to Rs. 50 Cr. subject to maximum EMD of Rs. 20 lakh. b) EMD will be Rs. 50 lakh for tenders above Rs. 50 Cr. 3. Exemption from Submission of Earnest Money: The under noted categories of tenderers need not deposit Earnest Money:- a. Firms registered with MSE for tendered item as specified in para-3(b) (I)/NSIC. b. Tender cases of value up to and including Rs. 25 lakh unless otherwise mentioned in the tender. c. Other Railways and Government departments. d. Indian Ordinance factories. e. PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them. f. Vendors registered with Railways for the trade group of the item tendered. g. Vendors appearing on the approved vendor lists of DSO/PUs/CORE, subject to approval status being valid on the date of tender closing. h. Vendors registered with Railways for supply of medicine, medical equipment and consumables shall be exempted from submission of EMD for these items. i. In tenders issued against PAC, OEM in whose favour PAC has been issued shall be exempted from submitting EMD. KVIC and ACASH shall be exempted from EMD for items supplied by them. 4. Offers of tenderers who do not submit Earnest Money, and are also not exempted from submission of Earnest Money shall be summarily rejected. 5. The purchaser reserves the right to forfeit the Earnest Money Deposit if the tenderer withdraws or revises his offer within the validity period or fails to deposit Security Money in terms of Clause6 of this document. 6. No interest shall be payable by the purchaser on the Earnest Money. EMD of unsuccessful bidders and tenderers shall be released immediately after finalization of the tender.

SD: - Firms must agree to furnish Security Deposit @ 5% of the value of contract, failing which offer of the firm will be summarily rejected except for those tenderers who are exempted from paying Security Deposit. Bidders seeking waiver of security deposit as per will have to submit requisite documentary evidence by uploading the same while submitting online bids.
