Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Work should be carried out as per the direction of engineer in charge of work

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Conditional tenders will not be accepted

Tender invited only for eligible contractors registered under Karnataka Public Works Department

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

All necessary arrangements shall be made and precaution taken to prevent completely or partially, damage to the structure or labours / employees during construction period. (As per recent Labour Act) Contractor shall be fully responsible for any damage to the structure during the construction and maintainance period.Any damage caused due to any reasons shall be rectified / replaced at his own cost as per the direction of Engineer in charge. Nothing shall be payable by the Department on account of inclusive of all such arrangements/ precautions work needed.

To qualify for award of this contract, each tenderer should give all details and documents as per Technical and Financial bid attached to this tender.

The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs.

Tenderer shall obtain the Work Done Certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer( District Level Officer), scan the original Certificate and attach the scanned file to the tender. The Original Certificate shall be produced at the time of opening of Technical Bids for physical verification

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards labour welfare fund.

The employer reserves the rights to Reject one or all Tenders without assigning any reasons.

The Item Rates quoted shall include cost of Royalty charges on constructive materials

The awarded Contractor has to Submit his bills through e-MB for payment.( Billing is through e-Mb ie: Contractor has to produce Soft copy and hard Copy of RA or Final bill for payments)

Tender period for work completion is 01 Calendar Month

Contractors registered under class-1 and 2 may tender for works anywhere in the state.Contactors registered under class-3 may tender for works within the districts of the PWD circles where in they are registered. Contactors registered under-4 may tender for works within the districts or within the division whichever is applicable

The Department is not responsible for any delay in accessing KPPP portal

The contractor must provide barricades, precautionary boards and safety measures at the work site.

The item rates are excluding GST but inclusive of all other charges

GST shall be paid to the tendered amount separately

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delays as determined by the authority while granting the extension of time.

3.2(a) To qualify for award of this contract,each Tenderer in its name should have in the last five years i.e From 2020-21 to 2024-25 Achieved in at least two financial years an average annual financial turnover (in all classes of civil engineering construction works only) of Rs.1.83 Lakhs

3.2(b)To qualify for award of this contract,each Tenderer in its name should have in the last five years i.e From 2020-21 to 2024-25 Mandating satisfactorily completed, as prime contractor, at least one similar nature of work (Conduting traffic census using Ultra HD CC Camera or Automated traffic counter and classifier) of value not less than Rs.0.92 Lakhs.

EMD of Rs. 4600.00 should be paid in Single Payment

The data of the videos collected from the survey from CCTV shall be processed through software for classification of vehicles and the report in format II shall be generated automatically without manual intervention

The working and generation of report through Automatic Traffic Counter and Classifier software using video input shall be demonstrated to the employer either physically or video conference based demo during evaluation of tender , failing which the tender of such bidder is liable for rejection .

The agency shall submit relevant documents for owning such software for classification of vehicles based on video input OR shall demonstrate a tie up with suitable Firms Who Own the software for classification of vehicles based on the video (the agency shall produce a letter of intent from the firm work with agency for processing of data and generation of report for the year 2025-26

Traffic survey will be Conducted throughout the state Simultaneously, to avoid any Technical hurdles Preference will be given to the Local Contractors.

The Successful Bidder should Provide one Supervisor Up to 10 traffic survey count post

The Contractor shall on completion of the Census , generate the reports in Form 2 to Form 4 of Traffic Census by automatic means with appropriate Classification as mentioned in the formats. Manual intervention / Manual counting will not be accepted during the Generation of reports. The reports shall be duly submitted by 31.03.2026 without fail.

The Successful Bidder should submit the Collected Compiled videos during the Traffic survey by using Automatic Traffic Counter and Classifier Software.

To qualify for this tender the bidder has to attend the prebid meeting to be held at PWD DIVISION OFFICE Gadag on 12-02-2026 at 11.30 am and obtain the certificate of qualification to bid for the tender and Upload the Same in KPPP

The KPWD code, KTTP Act/Rules, Delegation of Powers, Circular of Contract Management Module and other Government orders issued by Government from time to time will apply.

Contractor Should Carry out the work by using Automated Traffic Counter and Classified Equipment/Ultra HD CCTV Cameras which shall be available for review (Working Status of equipment) during the inspection of the Census by Department officials.

During Traffic Census period, If any CC Camera or Equipment are not in the working condition, then the Contractor will be proposed for necessary actions by the department including DEBARRING / CANCELLATION OF LICENCE.

The Contractor shall upload the Traffic census information in the Department software of KPRIMS and should submit the Hard copy of the Forms in details for to submit AEE office, EE office for verification and in Soft copy (CDs).

If CCTV cameras are used for survey the agency shall be able to display the videos of real time traffic being captured to the dept officers on their devices either on mobiles or PCs at the office where they can be viewed and monitored continuously.

The contractor shall provide videos / data of the census for verification of reports, If the report is found inconsistent with the data / video the contractor is liable for action as per ktpp rules for fraudulent practices.
