Supply of 25 Watt Digital VHF set as per RDSO spec.no. RDSO/SPN/TC/107-2018 vers.2.1 or latest .As per RDSO specification clause 10.0 .The following are required:- 10.1 Frequency Range 146- 174 MHZ ,10.2 -As per RDSO clause 5D 10.3- Battery type -VRLA for 25 watt set 10.4-Batterycapacity for 25 watt set : 12 V minimum 96 AH 10.5- Length of cable to be supplied is 30 mtrs 10.6- Programming Kit with software and 10.7- Hindi language required for channel no. announcement/display.

Special Eligibility Criteria

   (1) Only Manufacturers/OEM or their authorized agent/dealers/ distributors are eligible to participate in the tender. The authorized agent/dealer/distributors need to quote with Tender specific authorization from the manufacturers/OEM along with the offer failing which offer will be summarily rejected. (2)In case of participation from Traders (authorized by Manufacturer firm OEM), Bidder to quote with Bid specific authorization directly from OEM otherwise offer will be summarily rejected without any back reference and no representation will be entertained. The OEM's authorization certificate should be on company's letter head and must contain company's letter head and must contain the full name, designation, active e-Mail address & Mobile number of the authorized signatory along with companys stamp. Without these the authorization certificate from OEM will not be considered as valid and offer will be summarily rejected without any back reference and no representation will be entertained. Buyer can seek the authentication of valid authorization certificate from OEM, if required. This clause is for bidders who are not OEM of the tendered items. (3) The OEM or its authorized representative should have established in India a functioning Service Support Centre for service/repair of the offered model of VHF Sets. Proof of availability of functioning Service Support Centres with address, names & contact details of key personnel shall be submitted by the tenderer along with the offer. (4) The tenderer shall have a valid Dealer Possession License (DPL) issued by WPC to comply with all applicable WPC regulations. A copy of the valid DPL shall be submitted along with the offer. Failure to submit the required document shall lead to summary rejection of the offer. In terms of RDSO File No. RDSOELE0LKO(SPEC)/9/2019-O/o Jt.Director/Tele-1/RDSO dated 27.06.2025, it has been stated that necessary testing and " MTCTE certification process may take a few months. Hence, the bidders may be allowed to participate in tenders provided they present a valid MTCTE certificate before commencement of deliveries ". In view of above letter, the tenderer upon whom order is placed shall present a valid MTCTE certificate before commencement of deliveries. Any offer which gives deviation to or does not agree to provide valid MTCTE certificate before commencement of deliveries, in case order is placed will be summarily rejected. The bidders have to submit declaration for this at the time of bidding. ( 5 ) The tenderer shall submit an undertaking that they will submit Fitment Guarantee Certificate for accessories from OEM at the time of supply. (6) The Tenderer must enclose clause wise compliance of all clauses of RDSO Specification. Offers received without clause wise compliance of RDSO specifications shall be summarily rejected.

   (7) Only those offers shall be considered valid in which the offered make and model of the 25 Watt VHF Digital Radio Set has successfully passed RDSO Type Test as on the date of tender opening. Copy of approved Type test report to be attached with offer. (8). Make and Model of VHF set to be as per latest RDSO guidelines. Tenderer is required to clearly mention the make/model/brand and submit detailed specification/catalogue (if any) of the offered product. (9). Technical compliance:- Port should be available for recording facility in 25 Watt VHF set. (10). Offer of firms quoting unworkably low rates (for any sr no items) shall be summarily rejected. The evaluation criteria is total value wise and rates shall be quoted for all three sr no. (11). Tenderer with satisfactory past performance for the tendered item (with same/ equivalent drawing/specification) within last 3 years from tender opening date for minimum 20 percent of the tendered quantity against a single order to any Zonal Railway or railway PUs shall only be eligible for full/bulk order. The onus of submission of requisite documents (such as copies of Receipt note for stock items, receipt & acceptance for Non Stock items, capacity & capability credential, M&P required for manufacturing tendered item, T&P, Technical manpower, in house testing facilities, MSE credentials, financial credential PAN no/lrcc etc.) along with their e-offer lies with the tenderer. In case the tender do not submit the requisite documents as detailed above along with their e-offer, the tender will be decided on the basis of their past supply performance records as available with SECR [if any]. In case tenderer participate as an authorized agent, then the performance as required above shall be that of the Principal, authorizing the agent. lt may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal. (12). In terms of Railway Board letter No. 2022/RS(L)/709/I (SER-VHF Set) (E 3385444) dated: 01.10.2025, preference to Make in India order 2017 is not applicable and offer from Bidder other than local supplier (Class-1, Class -II ) will considered for suitability .

   Submission of EMD & SD is governed by SECR Tender condition 2019 and Correction slips with latest updation till the date of tender opening. (i) Submission of EMD@2% of the estimated value of the tender subject to Max. Rs.20 Lakh as per Correction Slip No.001. (ii) Submission of SD: For all tenders issued performance security/security deposit shall be 5% of total value of contract and shall be taken from all vendors for contract value above Rs.25 Lakhs subject to the applicable exemptions.

   Wherever SD has been exempted, for any reason, and the supplier fails to supply goods as per conditions of contract, as amended from time to time, purchaser shall have right to levy damages from the supplier for failing to comply with the contractual conditions, not by way of penalty, an amount equal to SD amount, as would have been applicable if the contract was with a non- exempted vendor. These damages shall be treated as recoveries outstanding against the vendor and dealt with accordingly.

   Corrigendum: Purchaser reserves the right to issue any corrigendum to the tender up to five days prior to the due date of opening of the tender, excluding the date of opening. Tenderers are also advised, in their own interest, to regularly check, till the opening of the tender, the website www.ireps.gov.in to see whether any such corrigendum to the tender has been issued or not and for submitting their e-bids or revising their e-bids
