E-Tender responses invited from Experienced Agencies for empanelment to provide Security Ancillary services during multiple examination being conducted by BPSC throughout the State

• The bidder shall be a Public Sector Undertaking, Private Limited or Limited Company registered under the Indian Companies Act 1956 or 2013 of GOI and should be into existence in India for last 10 years as on day of bidding. The company should have at least 5 years of experience in examination based projects. Consortium / Joint venture bid is allowed only for PSU.

Consortium/ Joint venture bid is ONLY allowed for PSUs. Here it must be noted that the Lead Partner must be held responsible for the entire project execution and shall be solely responsible for ANY penal/legal actions.

Proprietorship / Partnership firms are not allowed to participate

• The Bidder should have an average annual turnover of INR 100 Cr during the last three financial years i.e.2022-23, 2023-24, 2024-25.

• The Bidder should have an average annual turnover of INR 25 Cr from examination based projects during the last three financial years i.e. 2022-23, 2023-24,2024-25.

• Bidder should have positive Net worth as of 2024-25.

• Bidder must have a valid certification of ISO 9001 & ISO 20000 and CMMI 3 or above as on day of bidding (verifiable from https://cmmiinstitute.com). PSUs are exempted from CMMI Level 3 Certificate.

• Bidder should have working experience of biometric verification of candidate

? 1 work order of more than 1,00,000 (One lakhs) candidates in single examination assignment (each shift) or 2 work orders of 50000 (Fifty thousand) candidates in single (each shift) examination in last 5 year.

AND

? 1 work order of at least 10 cities in a single exam assignment in last 5 year.

for the provision of biometric based Impersonation control and candidate authentication into Examination based projects for any Central Govt. /State Govt. / Semi-Govt. / PSU or Govt. University/ Educational Institutions/ Organization/Board/Council/Commission or by any other Government undertaking organizationduring the last 5 years as on day of bidding.

• The bidder should never have been blacklisted / debarred, even once, at any point of time, by any Central Govt. / State Govt. / Semi-Govt. / PSU or Govt. University / Educational Institutions / Organization / Board / Council / Commission or by any other Government undertaking organization. In case of a Consortium / Joint Venture bid, none of the participating members / partners of the Joint Venture should ever have been blacklisted / debarred, even once, by any of the aforesaid authorities. Furthermore, none of the bidder's sister / associate / group concerns, subsidiary or holding companies, or any other entity under the same management or common ownership / control (including any concern in which any director, partner or proprietor of the bidder holds a substantial interest) should ever have been blacklisted / debarred, even once, by any of the aforesaid authorities. Further, neither the bidder (nor any member of the Joint Venture nor any such sister / associate concern) nor any of its operators, technical resources or employees should ever have been involved in, charged with, or found guilty of any malpractice, irregularity, leakage or unfair means during the conduct of any examination. In case any document / information contradicting the above is found by the Commission at any stage, the Commission reserves the right to immediately reject the bid / terminate the contract and forfeit the EMD / Security Deposit. The Bidder shall ensure that any issue, discrepancy, or adverse action related to its blacklisting status, if any, is fully clarified and resolved before the submission of the Bid in annexure -vi

• Bidder has to bid for all the required services as part of Scope of work of this tender. Conditional / Partial bid will be rejected out rightly.

• Technical Compliance along with required documents/Certificates as per Annexure-II.
