SCHEDULE A BOQ
Supply, Installation, testing and commissioning of Automatic Voltage Regulator, 11 KV, 3 Phase, 50 Hz, Oil cooled (ONAN), outdoor type, suitable for Balanced Supply and unbalanced load, designed for input variation between 9000 Volt to 13000 Volt with output voltage stabilized at 11000 V with accuracy of ± 1 % and of capacity 2000 KVA, as per IS: 2026, speed of correction not less than 1 KV per Second, including first filling of transformer oil as per IS 335, complete and comprising/compliance with the following techincal specifications of HT 11 KV AVR, including PCC foundation as per the OEM recommendation:
(a) Copper Wound step down Transformer - Double wound, Star /Delta Connected.
(b) On Load Stepless rolling Contact type regulator , Auto wound Delta Connected.
(c) Booster Transformer - Double Wound, Open/Open connected
(d) Automatic Control Gear consisting of: One electronic voltage relay, One reversing geared motor unit, Two limits switches in order to avoid over running highest and lowest positions and Chain drive, coupling device and all electrical connections.
(e) Construction Feature : (i) Transformer for Buck and Boost shall be housed inside high quality epoxy painted sheet steel tank fitted with cooling radiators as required and mounted on uni-directional wheels, other fittings include Lifting Lugs, Earthing Terminals, Drain Valve, Oil Filling Hole, Dial Type Oil Temp. Indicator, Oil Level indicators, Rating Plate, Thermometer Pocket, Filter Valve, Silica Gel Dehydrating Breather, Explosion Vents, Buchholz Relay with alarm & trip contacts, Air Release Plug, Oil conservator with oil level gauge, Marshalling Box, HV cable Box (Input/Out put).
(g) Temp rise :- 50 degree C rise of top oil over an ambient of 50 degree C.
(h) CONTROL AND MONITORING FEATURES: The Control and Monitoring System of H.T. Automatic voltage regulator shall have the Following Standard Features :-
(i) Voltmeter for output Voltage with V.S.S
(ii) Hand Control, Motor control and Automatic control
(iii) Automatic Control gear with Solid State Card and male female connectors
(iv) Solid state relay to sense Variations of more than + 1% of the rated output Voltage
(v) For automatic correction of fluctuating supply voltage electronic relay shall be provided which will sense the output voltage and provide signal to the driving motor for necessary correction.
(vi) Servo motor 60 RPM 10 Kg/cm AC synchronous reversing geared motor unit. The reversible geared motor wound of 'STEP - SYN' type.
(vii) Two limit Switches to avoid over running highest and lowest positions
(viii) Chain Drive Coupling devices and all electrical connections.
(j) Terminal Arrangement: Cable box suitable for Input & Output armoured cables of appropriate rating .Auxiliary connection Suitable for 1.1 KV Grade cable.
Note for item No 2 : (a) The rate for the following shall be deemed to be included in unit quoted rate :-
(b) Cost for one year comprehensive maintenance cum warranty including replacement of unserviceable items and dehydration/ filtering of transformer oil is deemed to be included in the item rate.
(c) Comprehensive maintenace of HT AVR will commence immediately after the one year warranty from the date of completion. The contractor shall made a MOU with the OEM or their authorised service centre to undertake the comprehensive maintenance and copy of the MOU shall be submitted to Engr-in-Charge before the completion of work.
(d) Service engineer of OEM or their authorised service centre shall visit the site to carry out maintenance/ inspection of the equipment atleast once in every 04 months during warranty and comprehensive maintenance period.
(e) Anything missing out in sch 'A' but technically required for efficent working of AVR deemed to be included in the quoted rate.
(f) Pre - commissioning test shall be carried out by the SEI/EI. It will be the responsibility of the contractor to make necessary arrangement for the testing.
(g) Cost for suitable base platform/foundation as per OEM recommendations is included in the item rate
(h) The 5% of quoted rate agaisnt item No 2 of BOQ shall be retained in the final bill towards performance guarantee of AVR. The contractor may submit FDR for the same. The retained amount will be released on satisfactory completion of the guarantee period of two years from the date of completion.
Excavation in trenches in hard/dense soil not exceeding 1.5m wide and not exceeding 1.5 metre in depth for laying of cable and not exceeding 10 Sqm on plan for poles, struts, stays etc. and not exceeding 1.5 m in depth and getting out complete all as specified and as directed.
Returning and refilling of excavated soil up to a depth of 30 cm after riddling the excavated soil for cushioning of cable and refilling of trench with normal excavated soil all as specified and directed.
Removing excavated material to a distance not exc 50 mtrs and depositing where directed at a level n.exc 1.5 mtr above the starting point all as specified and as directed.
Riddling Sand obtained from excavation for cable protection 8cm under the cable and 15cm above the cable in trench and get the thick layer of 18cm after ramming. Note :- In case sufficient sand not obtained from excavation, the required additional qty obtain from out side MD land as directed by the Engineer-in-Charge. The rate is deemed to be included.
S&F Fly ash cable protection cover of any size.
S&F XLPE insulated, screened, PVC Bedded, galvanised steel strip or wire armoured, electric power cable heavy duty with aluminium conductor 1100Volts grade cross sectional area 400 Sqmm 3½ core laid in trenches /ducts/fixed to wall/pole/ inside panel/ drawn through pipe including cable glands and terminal sockets, complete all as specified and directed. Note : Excavation and earth work shall be measured and paid seperately. Make : KEI/ Polycab/ Havells
Cutting existing road/PCC/Drain for laying of DI/GI or any type of pipe including necessary earth work, excavation exc 500mm depth but not exc 1mtr depth, wide 800mm including making good existing surface with PCC 1:2:4 type B1 using 20mm aggregate thickness of concrete is 150mm complete all as specified and directed.
Note for item No 34 :- The unit quoted rate is deemed to be included for the following :-
(i) Earth work excavation in any type of soil/ PCC/ BT road
(ii) Returning, filling in, including spreading, levelling, watering and well ramming in layers not exc. 25 cm thick complete all as specified and as directed.
(iii) Removing excavated material to out side MD land
(iv) Laying of any type/any bore of pipe in trenches including taking down any description. Supply of pipe will be measured and paid separately
(v) 150 mm thick PCC 1:2:4 type B1 as in road
(vi) Cost of pipe will be measured and paid separately as supply only.

M&L for Cable jointing kit for 11 KV (earthed) grade cable for indoor termination heat shrink type joint complete with jointing material and accessories suitable for 3 core XLPE armoured aluminium conductor cable of size 185 sqmm complete all as specified and as directed. Make : - Raychem, Denson, M-seal
Supply, install, testing and commissioning of Vaccum circuit breaker panel board 11 KV, 630 Amps, 25 KA, 3 Phase, 50 Hz, AC Supply system, Outdoor type metal and clad totally enclosed free standing floor mounted type suitable for housing trolly mounted vaccum circuit breaker, horizontal isolation and horizontal draw out type,cubicle should be IP 65 class degree of protection 600 Amps rated copper busbar complete and comprising of the following specification :-
(A) PANEL should be comprising trolly mounted horizontally isolated, horizontally draw out type VCB 11 KV,630 Amps capacity, 25 KA completely enclosed with provision of mechanical locking and having 3 Nos vaccum interrupters of ratings 11 KV, 630 Amps, 25 KA capacity mounted on common phase segregated epoxy body for higher elect insulation and to maintain pole discrepancy as per IEC 56 and self alligned type isolating contacts,manual and motor operating (230 volt AC spring charged mechanism, manual closing and tripping push buttons, emergency trip push button, mechanical indication for circuit breaker close/open, mechanical operation counter, 08 No +08 NC breaker operating auxillary switch, spring charged/discharged indication, circuit breaker service/test position indication etc and with the following accessories :-
(i) Floor mounted panel fabricated with 3 mm thick CRCA sheet duly powder coated with self contained air insulated compartments for bus bars and cable boxes with necessary supports.
(ii) Fixed spout insulators with effectively covered by safety shutters automatically open/close while draw in/draw out operations.
(iii) 3 Phase epoxy base isolating spout assemblies complete with isolating contacts and a pair of automatic safety shutter individually locking system in closed position for earthing/maintenance purpose.
(iv) An epoxy interupter per phase all as per manufacturers design.
(v) The breaker with self contained motor charging asembly includes 230 V AC motor and control switches. Also should have standard safety interlocks and locking facilities. (d) Resin cast current transformers, 11 KV ratio, 100/50, 5 Amp, 15 VA burden,class 1 accuracy for metering and 15 VA/5p 10 for protection - 03 Nos.
(e) Digital type volt meter. Make : AE/ MECO/ L&T.
(f) Electrical closing coil 24 volt DC operated - 01 set.
(g) Electrical shunt trip coil 24 volt DC operated - 01 set.
(h) TNC switch - 01 No.
(j) Local and remote control switch with locking arrangement - 01 No.
(k) Indicating lamps LED type for emergency tripping, spring charged, breaker ON and OFF,breaker service position,trip circuit healthy with push button - 01 set.
(l) Control wiring with copper conductor flexible cable 4 sqmm for CT wiring and 2.5 sqmm for other control wiring.
(m) Strip type heater 80 watt, with thermostat control and switch for breaker compartment and CT compartment - 01 set.
(n) Mech (caster lock) and elect inter locking sys- 01 set.
(B) BATTERY BANK WITH CHARGER FOR AUXILLARY SUPPLY - 01 SET. Battery bank 24 volt consisting of 02 Nos 100 AH, 12 volts cells, maint free lead acid alongwith Racks & connections with suitable rating copper bus bar covered with PVC sheet and suitabale rating of float cum boost battery charger of rating 230 volt AC i/p, protection for i/p & o/p. 2 core, 10 sqmm, copper conductor un-armured cable (25 RM Approx) with crocodile clamps/lugs on ends from LT Panel to charger for 230 volts AC Supply and battery charger to VCB panel. Note for item No 77 :- (a) All Joints should be joined by Exothermic Welding or Brazing. (b) After completion of work earthing shall be tested by the contractor in presence of Engineer-in-Charge, User and proper record shall be maintained. (c) Earth resistance tester shall be provided by the contractor. It should be caliberated from authorised company/ lab. (d) After testing if desired earth resistance of less than 5 Ohm is not obtained, the earthing will be redone at no extra cost to Govt till desired result is obtained.

(b) Old unserviceable refrigerator shall be deposited to MES store yard.
Supply and fix in replacement of unserviceable Refrigerator with new Refrigerator 314 Liters capacity, Curd Maestro TM, 2 Star rated, electric driven, single phase, double door complete all as specified and as directed. Make - Samsung model RT 34T4632R or equivalent in Voltas, LG. Note :- (a) The Contractor shall given a written guarantee of minimum two years from completion of work. (b) Old unserviceable refrigerator shall be deposited to MES store yard.
Repairing, overhauling, servicing & testing of Automatic Voltage Regulator, 11 KV,1500 KVA 3 Phase, 50 Hz, Oil cooled (ONAN), outdoor type, after disconnecting in coming & out going HT cable connections, and draining out the transformer oil & keep in safe custody for reuse, disconnecting the breather assembly, temperature gauge, view glass of conservator tank, and taking out the top cover of Automatic Voltage Regulator, 11 KV, 1500 KVA 3 Phase, disconnecting winding connections from Bushing and carefully taking out Bushing insulator and Brass spindle, taking out gaskets of Bushings and transformer top cover. Refixing exisiting Brass spindle with Bushing insulators after replacing Gaskets, View glass of conservator tank, refixing all cable connections, top cover with new gasket, breather/temp gauge, refilling transformer oil, including filteration of transformer oil and top up complete, for trouble free operation for Balanced Supply and unbalanced load, designed for input variation between 9000 Volt to 13000 Volt with output voltage stabilized at 11000 V +/- 1% with all standard fittings such as silical gel breather, temperature gauge, bucholz relay, complete all as directed.Make : Andrew Yule
Note for item No 94 : (a) The rate for following shall be deemed to be included in the unit quoted rate.
(i) The entire job shall be carried out through the authorised service engineers of the OEM only.
(ii) Check & Confrim the seviceability of Roller, Plain oil level gauge and conservator , filter valve, sampling valve , SiIica gel Breather , Buhholz relay & shut off valve , Pressed steel radiators and its shut off valve , Explosion vent, WTI & OTI ,trip alarm controls and all control cables all as directed by Engr-in Charge.
(iii) Check & confirm the proper functioning of remote metering Panel , Sensing Relay, reverse Geared Motor, Voltmeter for three phase input & output voltage ,Limit Switches
(iv) Checking and tightening control wiring and rectifying the defects if any.
(v) Replacement of PT Fuse
(vi) Any other minor spare parts which have not covered in the relevant items but are required to make in functional condition are deemed to be included in the quoted unit rate.
(b) Cost of transformer oil for top up, dehydration/ filtration etc work shall be deemed to be included in the unit quoted rate.
(c) Cost of labour element towards removing of unserviceable spare parts and re-fixing of serviceable spare parts for supply only items here-in-after shall be deemed to be included in quoted rate. Supply only spare parts shall be measured and paid separately.
Supply only PTs against Item No. 94 above, Suitable for 11 KV/110 Volt on 11 KV output side of AVR 1500 KVA to measure 11 KV voltage and relay sensing (set of three)
Supply only PCB (circuit Plate) against Item No. 94 above, including necessary control wiring all as directed.
Supply, Installation, testing and commissioning of 11KV Extensible Ring-Main-Unit, Outdoor type with IP65 or higher Fabrication (ensuring outdoor protection to complete RMU, including cable-boxes), SF6 gas insulated compact switchgear, comprising arrangement of 02 load break switches for incoming with suitable mechanical interlocking between two incomers and 01 VCB for outgoing, all of rating 630Amp, and Bus PT Module, cable termination from front, having short-circuit withstand capacity of 20KA/3sec, permanently enclosed in a tank made by sealing non-magnetic / non-ferritic stainless steel sheets, to provide IP67 Degree of Protection to live parts and Internal Arc protection (IAC 20kA/1-sec for tank), duly filled with SF6 gas with leakage rate less than 0.1% and partial discharge tested as per IEC 62271-200, complete with all aceesories as described below and coupling busbars for bus-coupling of two RMUs where necessary, to meet the desired configuration including disconnecting in coming/ out going HT connection and removing existing unserviceable VCB Unit. The earthing busbar should be of aluminium and provided in each cable box & through out the length of the switchgear.
(a) Each Load Break Switch module shall comprise of :-
(i) Manual operated, 11kV, three position load break switch with snap-action knife blade mechanism, suitable to break upto 630amp of rated current, along with associated earthing switch of making capacity.
(ii) True position mechanical indication of switch position ON, OFF and EARTH on the front facia of the panel.
(iii) “Live Cable “Indicating LEDs energized through Capacitive Voltage Dividers shall be permanently available on the front facia, without requiring any external instrumentation. Whereas the cable bushings shall be enclosed inside hinged door cable-box interlocked with respective Earthing switches.
(iv) Right Angle terminal protector boots for covering the cable termination.
(b) Each Vacuum Circuit Breaker Unit Module shall comprise of :-
(i) Manual operated, fixed-type 11kV Vacuum circuit breaker suitable for breaking short circuit current upto 20kA having two position double spring charging mechanism.
(ii) In-series, Three position disconnector/earthing switch on downstream side of vacuum circuit-breaker.
(iii) Mechanically latched ON/OFF Push Buttons along with True position mechanical indication of Vacuum Circuit Breaker position (ON/OFF) and Disconnector position (ON/OFF/EARTH) shall be available on the front facia of the panel.
(iv) “Live Cable “Indicating LEDs energized through Capacitive Voltage Dividers shall be permanently available on the front facia, without requiring any external instrumentation. Whereas the cable bushings shall be enclosed inside hinged door cable-box interlocked with respective Earthing switches.
(v) Right Angle terminal protector boots for covering the cable termination.
(vi) Integrated 3 O/C + 1 E/F self powered numerical protection relay with Low and High set for Over current and Earth Fault. Relay should have facility to display the maximum loaded phase current also Relay shall record minimum 5 fault records with time stamping.
(vii) Set of 03 Nos Ring Core Epoxy-cast Protection CTs having suitable ratio, 2.5VA, 5P10 directly mounted on trifurcated but sleeved portion of cable terminated.
Note for item No 106 : (a) The unit quoted rates deemed to be inclusive of the following:-
(b) The tenderer is advised to visit the site before quoting the tender.
(c) The cost of electrical and mechanical interlocking between VCBs as per site conditions shall be deemed to be included in the quoted rate.
(d) Drawings of VCB & RMU have to be approved by the accepting officer and on accord of approval only, the contractor has to place the order
(e) All other makes of components pertains to VCB & RMU not specified in the CA to be provided only reputed make as recommended by the OEM only
(f) Anything missing out in sch 'A' but technically required for efficent working of VCB and RMU deemed to be included in the quoted rate.
(g) The quoted rate shall be inclusive of PCC bedding/foundation etc required for installation of the Panel on ground as per manufacturers recommendation.
(h) The rate quoted inclusive of taking out the connection from the existing system wherever applicable and connecting incoming and outgoing HT cable with RMU. However, Cable End termination joints will be measured and paid separately under relevant item of the Schedule.
(j) The contractor will intimate th date of testing of equipments at site before installations. Copies of all documents of routine and type of test certificate of the equipments shall be furnished to Engineer-in-Charge.
(k) Pre - commissioning test shall be carried out by the SEI/EI. It will be the responsibility of the contractor to make necessary arrangement for the testing.

Supply, installation, testing & commissioning of maintenance free chemical earthing system comprising 17mm dia copper bonded rod 3 mtr long horizontally pre welded T-terminal rod with provision for connection size of 50 x 150mm long, 6mm thickness with equal space either side, with 12mm dia hole of 02 numbers each on either side of the terminal clamp with 250 microns (average) coating thickness, tested and certified by CPRI India alongwith 50 Kg earth energizer compound and 10 litres earth resistance reducing liquid. The earthing energizer compound and resistance reducing earthing liquid shall be tested as per IEC-62561-7 read with ASTM G57-06, CI 3.4 A by any NABL accredited lab. The above mentioned rod shall be installed in 4-6 inch bore, 12 feet depth with a distance of minimum 3 meters between each installation including taking down unserviceable earthing all as specified and directed. Make : Model HTSP 317 of safeTrode or equivalent in ISG Global/ ERICO.
The unit quoted rate shall deem to be included for the following :- (i) Prior to installation of maintenance free chemical earthing, soil resistivity test to be carried out at the location where earthing work to be done in presence of Engr-in- Charge/JE (E/M),user and the report has to submit to Garrison Engineer with recommendation of manufacturer, if required additional interconnection of earthing (not more than 04 number of earthing) to achive earth result less then 1 Ohms. The arrangement done for soil resistivity testing and submission of report with recommendation deemed to be included in the quoted rate.
(ii) The description/ size/ qty of items mentioned in above are for indicating only however qty/ size may vary at site condition to maintain the earth resistance 1 ohm. The contractor shall quote rate by considering all factors.
(iii) Rate of earth energizer compound of 25 Kg of 02 bags and earth resistance reducing liquid 10 litre per cane for each pit deemed to be included in the quoted rate.
(iv) Resistivity of earth energizer compound and resistance reducing earthing liquid shall be certified by any NABL accredited lab carried out as per IEC-62561-7 read with ASTMG57-06, CI-3.4A and the certificate of same shall be submitted by the contractor before commencement of work.
(v) Earth enhancing material should not leach into the adjacent soil or underground water channels and its PH valve should be in neutral range complete all as specified and as directed. It should solidify when mixed with water and set like concrete.
(vi) Copper strip of size 20 x 3 mm should be fixed on proper post insulator at the instrument end (copper strip will be measured and paid separately).
(vii) Testing of earth shall be carried out in presence of departmental and user representative and report shall be submitted to Garrison Engineer duly signed by all concern.
(viii) Earth resistance tester will be provided by the contractor. Tester should be calibrated from authorised company/ lab.
(ix) The electrode shall carry manufacturer's name .
(x) The connection clamp shall be permanentlly welded to the copper bounded rod to avoid any kind of connectivity loss,.The pre-welded copper bounded rod shall not need any additional clamp for termination.
(xi) The acceptable earth resistance at earth busbar/ test point shall not be more than 0.1 ohm.
(xii) The contractor shall submit CPRI India certified document for copper bonded rod to ensure genuity of material.
(xiii) Sign board of mild steel 2 mm thick duly painted with two coats of synthetic enamel paint over a coat of red oxide Zinc chrome primer showing result of earthing should be fixed near the earth pit after completion as directed by engr -in- charge.
(xiv) Earth work such as auguring and making good the surrounding area shall carried out in any type of soil.
(xv) Earthing shall be tested after completion of work by the contractor in presence of Engr-in-charge, user and proper record shall be maintened duly signed by all concerned. After testing if the desired earth resistance of less than 1 Ohm is not obtained, the earthing will be redone at no extra cost to Govt. till desired result is obtained.
(xvi) The contractor shall given a written guarantee of minimum three years for maintaining the earth resistance less than 1 Ohm after certified date of completion.
(xvii) No further maintenance or periodic watering or recharge shall be required in earthing during its guarantee period of over 03 years in all type of soil including soft/ disintegrated or hard rock.
(xviii) During the guarantee period, if earth resistance is not maintained less than 1 ohm the contractor has to redo or rectify at no extra cost to Govt till desired result is mainained.
(xix) A security deposit of value equal to 2.5 % of the rate quoted for chemical earthing per each earthing shall be retained from payment due to the contractor for the guarantee period.
S&F Copper strip 20 x 3mm thick as earthing lead fixed to wall/roofs etc all as directed. Note : All Joints should be joined by Exothermic Welding or Brazing.
S&F epoxy base insulators of suitable size 40mm height for fixing copper earth strip on wall/ ceiling/ floor/poles etc.
Earth pit cover made of heavy duty poly plastic of high grade polypropylene tested and certified by any NABL accredited lab for load bearing capacity not less than 9.2 tonnes with top dia not less than 250mm, bottom dia not less than 330 mm and height not less than 260 mm dia for each electrode pit including taking down existing one complete all as specified and directed.
