Outsourcing , maintenance and operation of Sewage treatment plant of capacity 200 Cum/day ( 200 KLD) MBBR type plant of M/s Fontus Water Ltd installed at 9CZW ( Damtal) consisting of Bar screen chamber, oil & grease trap, equilisation tank, treated water tank, chlorine contact tanks & sludge drying beds etc complete with connected equipments such as Bar screen, sewage transfer pumpsets, MBBR Reactor-I & II, Tube settler, sodium hychlorite dosing equipments with tank/pumpsets, filter feed pumpsets /tank, Dual media filter (DMF), Activated carbon filter, Air blowers , electrical control panel , connected pipeline/valves, sludge transfer pump, treated water transfer pump, arboriculture pumps, DG set, flow meters, OCEMS etc complete for treating raw sewage all as per manufacturer's instructions/recommendations for smooth and trouble free operation in two shifts including operation of DG set during power failure with deployment one Skilled operating staff (with relevant experience in this field) and one semi skill operator staff for each shift of 08 hours ( two shifts per day) including Sundays & Holidays all as specified and directed by Engineer-in-Charge.

(Outsourcing :- One skilled operator and one semi-skilled operator per shift of 08 hrs for two shifts of 08 Hrs each all as directed by Engineer-in-Charge ).

Note : (A) The rate quoted deemed to be inclusive of

(a) Keeping neat and clean of complete installation area by grass cutting and removing the debris in around premises.

(b) Keeping daily record of all pumps running all as specified and directed

(c) Rectifying minor defects such as arresting of pipeline leakage, Greasing of pumps, lubrication of air blower, Gland packing/mechanical seal, fuse wire, repairs to foot valve etc whenever required.

(d) Carrying out A check of DG set daily as per Manufacturer's manual.

(e) Replacing of distilled water/battery electrolyte and charging of batteries of DG sets as when required.

(f) The installation will be handed over in operating state on the commencement of contract though work order.

(g) The operator shall ensure by trial run and be alert to run the DG Set within 5 minutes of supply failure.

(h) Checking of engine oil, battery electrolyte and radiator water level and rectifying minor defects such as Engine Air lock, tightening of loose bolts and nuts etc, which may develop during operation and relative parameters all as specified and directed by the Engineer-in-Charge. (j) The Contractor shall provide Residual chlorine test kit and Orthodoline solution at each installation for checking/maintaining the Residual Chlorine register and quoted rate is deemed to inclusive for the same.

(k) Diesel Oil required for running the DG sets will be made available at Site by the Department for running the DG set.However, the record of consumption of oil shall be maintained by Contractor at each installation.Contractor shall have to intimate minimum 02 days in advance for requirement of diesel for DG sets.

(l) Cleaning of Bar screen cum oil & grease separation chamber daily all as directed

(m) Cleaning/slaking of sludge drying beds every week all as directed

(n) Operation of arboricuture pumpsets including control for supplying treated water as and when required.

(o) During the operation of the plant, the MLSS (Mixed liquid suspended solids) shall be maintained as per OEM instructional manual and as directed. The rate quoted deemed to be inclusive of topping of media required for maintaining the required MLSS in MBBR Reactor-I & II

(p) The quoted rate inclusive for carrying out periodicals to STP Buildings, including painting to Doors, windows, connected pipe lines etc all as per existing once during entire contract period complete all as directed.

(q) The slaking of sludge generated by the STPs will be disposed by the operator as per instructions of the Engineer-in-charge.

(r) The rate inclusive of backwashing of Dual Media filter & Active carbon filter once in a week all as directed.

(s) The rate quoted deemed to be inclusive for taking all preventive measures for maintenance & operation of STP as per norms of PPCB (State Pollution Control Board/ CPCB (Central pollution Control Board). Any lapse in failure of functionality of STP may lead to penalties from PPCB/CPCB, which shall be beared by the tenderer on NO COST BASIS without any claim from Department.

Note : (a) : The rate quoted shall inclusive of Basic wages for one Skilled operator and one semi skilled operator for each shift of 08 Hrs, Contribution towards Employment State Insurance Corporation (ESIC) as per existing rules, Employer's contribution towards EPF as per exisiting rules, Contribution of Bonus, Overhead charges & profit, LWC as per existing rules, GST and other taxes, levies, as applicable & existing rules. (b) Contractor is required to quote upto two digits after decimal place in accordance with IS:02 of 1960 (Revised 2016) of BIS. (c) The Contractor shall submit proof of payment of i.e Basic wages, ESIC, EPF, Bonus, LWC with submission of valid & authentic document in support of proof of payment, before claiming payments from Department.

(i) The rate quoted includes Outsourcing for maintenance & operation of installation on all days including Sunday/Gazetted Holidays. (ii) The cost of maintenance of documents installations charts and daily records as clarified under relevent particulars,specification shall deemed to be included in the rates quoted for above items. (iii) The quoted rate deemed to be inclusive for provision of reliever duty and leave periods.(iv) The opeartor on duty should have proper uniform in light blue colour shirt and dark blue trauser duly printed name as MES and contractor with all protective arrangement during the duties like shoes/hand gloves and required tools for operation and maintenance of installation. (v) Antecedents of the Personnel engaged by the contractor to carry out the work shall be verified from police authorities and accordingly security passes shall be issued. (vi) The contractor shall be solely responsible for all personnel deployed for carrying out the above jobs and all transport required for conveyance. The rate quoted deemed to be inclusive of EPF, ESI & insurance of operator/ electrician as per norms of labour Commissioner. (vii) The labourers shall be provided with protective devices and shall wear them while working. In case any accident/ injury/ fatal or partial disability happened, the contractor shall be solely responsible for settling all claims/ compensation. Department will have a right to recover any sum indicated/ claimed by Labour Commissioner/ Court directive.(viii) Contractor will render a certificate/ confirmation every month that minimum wages act is not violated and every employee engaged have been paid their wages only through individual bank account of laborers in full and receipts there on obtained. The Contractor shall produce bank statements every month alongwith the Certificate.(ix) The cost of maintenance of fire fighting equipments/instruments and its operation to light out and fire in the installation shall deemed to be included in the quoted rate.

Material and labour for cleaning of treated water tank of RCC construction and of approx size 3.4x3.4x1.5 m of STP by bailing out the accumulated raw water at the bottom and removing the complete silt/sludge/dirt from the tank and disposing it away from site as directed, scrapping the tank inner walls and bottom with wire brush and cleaning the tank inner walls and bottom with the bleaching powder slurry completely incl applying one coat of white wash to entire tank externally complete all as directed by Engineer-in-Charge. Note: (a) The rate deemed to be inclusive of T&P and transportation required for disposal of sludge/dirt away from the site. (b) The cleaning of tank shall be performed once in three months all as directed .

M & L for carrying out chemical analysis (BOD/COD/TSS/PH) test of treated sewer water of STP from Govt authorised laboratory or PBTI lab chandigarh all as per CPCB/PPCB norms as directed . Note : The rate quoted is deemed to be inclusive of charges for testing, collection and transportation of water samples in sealed PVC container to test lab complete.

Material and labour for chlorination of treated sewage water with Sodium hypochiorite solution (Grade-I) as per IS 11673-1992 for treatment at Chlorine contact & treated water tank of STP for maintining residual chlorine all as directed by manufacturers recommendations/ instructions .

M&L for taking out existing any type pumpset/airblower of following capacity for servicing by disconnecting motor and blower/ pump set, pipe line and removing of all parts like bearing, bushes, impeller, shaft etc cleaning all surfaces and scales/ sludge/ dirt/ formed inside/out side pumpset/blower etc Lubricating/ greasing at proper places and re fixing in position with all serviceable parts with motor incl painting with one coat of anti corrosive paint over red oxide primer and writing MES /SM No and testing and commissioning all as directed by Engr-in-charge.( Note - spares like bearings will be measured and paid separately against supply only)

Supply only engine oil of SAE grade 20 W 40 in sealed container for topping up/replacement of engine oil in DG sets in AOR of GE(S) Pathankot all as directed & specified.

Supply only (Calcium based granular disinfectant for water treatment, more stable than Chlorine Gas, and stronger than bleachingpowder, and sodium Hypochlorite) with chlorine content 65 to 70 % , packing in 45 kg drum complete all as specified and directed by Engr-in-Charge.
