Eligibility Criteria for Placement of Bulk/Full Order. 1. Bulk/Full quantity order shall be placed only on manufacturers or their authorized agents who are either: - Registered with Indian Railways for the tendered item; or - Have successfully supplied, installed, and commissioned the tendered item or a similar item to any Zonal Railway, Production Unit (PU), CORE, PSU, Government Department, or Public Listed Company during the last three financial years and the current financial year up to the date of tender opening. 2. For similar items, any machine having a minimum pulling/pushing/lifting capacity of 10 tonnes shall be considered acceptable, irrespective of revision in specification, drawing, or size. 3. The bidder must submit supporting documentary evidence along with the offer to establish the above credentials. 4. The responsibility to prove successful supply, installation, and commissioning within the stipulated period rests entirely with the bidder. 5. Credential orders submitted without documentary proof of successful supply, installation, and commissioning are liable to be ignored, and such offers may not be considered for placement of bulk/full quantity order.

The bidder must provide clause-wise compliance to the technical specifications. Offers not accompanied by clause-wise compliance shall be summarily rejected.

Catalogue of the offered product may be attached along with submitted bid for better appreciation of offered product.

Micro and Small Enterprises firms In order to avail themselves of benefits and preferential treatments, the MSEs must be registered with any of the following: - (a) UDYAM (UDYAM Registration Certificate). (b) Udyog Aadhar Memorandum (Note :- Terminal date for consideration of this certificate was till 30.06.2022 or as extended by Ministry of Micro, Small & Medium Enterprises from time to time.

All the bidders/tenders should ensure that they are GST compliant and their quoted tax structure/rates are as per GST Law. In case the successful tenderer is not liable to be registered under CGST/IGST/UTGST/SGSTAct, The railway shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the concerned tax authority.

EMD & SD Condition: As per Clause 3.0(Section 1) & 12 (Section 2) respectively of the SBD NWR appended with this tender.

Tenderer should mention in their offer: - 1. Name of manufacture with complete address. 2. Place of inspection be indicated with complete address, option for inspections at godowns/outstation/multiple places be strictly avoided, and preferably be permitted only at manufacturers place.
