Disconnecting electric connection and taking down carefully existing electric energy meter any type and shall be deposited in AGE E/M store yard of concerned GE complete all as specified and directed by Engr-in-Charge. Note (a) The contractor would be responsible from removing the existing meter, noting down the reading and depositing it with the MES.
Material and labour for concealed sub main wiring (using colour coding such as red, black, white, green colour or as directed) with 6 Sqmm single core (03 run i.e 2 runs for main phase and neutral, 01 run for continues as earth wire) FRLSH PVC insulated unsheathed multistrand copper conductor cable drawn through and including PVC conduit 25mm dia (medium quality ISI marked), for independent circuit including all fitting arrangement i.e. PVC clamp, rawl plug, screw, PVC junction box, tee, bend etc. and including cutting of chases in wall and making good disturbed surfaces of walls as per original complete all as specified and as directed. Note :- Three runs of copper conductor cable and one run of PVC conduit including accessories shall be measured and paid as one unit (one RM length) for payment and extra length of cables required for connection to MCBs/DB shall not be measured and the cost for the same shall deemed to be included in the unit rate.

Supply, install, testing and commissioning of smart meter single phase (AC static watt hour meter ) complete all as directed and with the following specifications :- • AC Single Phase Two Wire, Tamper Proof, smart Meter (AC static watt hour meter ) of Class 1.0, 240 V, 50 Hz, 10 A-60 A and ISI marked with IS-16444 : 2015 (reaffirmed 2020) and relevant IEC standards with inbuilt RF/ Cellular communication facility with self healing Mesh network with default and on demand display, billing data generation facility, anti-tamper features, Microprocessor and LED/LCD based circuitry. • Meter Should support the following data : 30 min instantaneous data for voltage, current, power factor, power, cumulative energy and frequency, 30 Min load survey data for daily and monthly billing survey for Cumulative Energy and Max Demand • Meter should have connect / disconnect functionality operable from mdm/billing software and prepaid features would be MDM / Billing end as per IS 15959 part 2 • The meter should support open communication protocol DLMS with the software
Note:- (a) It would be possible to run the meter in both prepaid and postpaid mode. (b) The smart meter to be capable to detect any tempering with meter and to communicate the server. (c) The meters would carry 5 year warranty and contractor shall furnish 5 years replacement Guarantee for smart meter installed under this contract except damage from water and fire their service providers. (d) RF would be based on 865-867 MHz mesh based technology.The meter OEM would support both RF and Cellular technology. (e) The meter OEM would share meter password , authentication details, API, Protocols, HLS, LLS password etc. for integration with third party system alternatively, the meter OEM would share the web based service for the head integration. (f) The meter may be installed in existing metal boxes. it is expected that meter communication should work in the same.Cellular would be based on the prevalent technology provided by at least two telecom service providers. (g) The meter OEM would support both RF and Cellular tchnology. It is expected that about 5 % meters may be based on cellular communication and 95 % meters may be based on RF.techonology. (h) Cotractor will submit all type of test certificate of meter manufacturer as per IS-16444. (j) The meter communication shall work with standard metal meter panels with transparent window on it. (k) Approval of Meter will be finalise after submission of meter manufacturer cirtificate as per IS-16444 and all testing parameter as per IS-16444 by the contractor.

Supply and Installation of data concentrator Units (DCU)/ Gateway with IP-54 protection for indoor and IP-67/IP-65 protection for oudoor installation Gateway compatible for remote Automatic Metering Infrastructure (AMI) solution and capable of communicating with the smart energy Meter in the corresponding frequency band and with the data server through GPRS/Ethernet. It would have internal memory to store data of at least 200 numbers of any type of smart meter (single phase / three phase).It shall be comminicate with the nearest meters at a distance of at least 1000 meters depending on topographical features with other meters shall be established through mesh information.It would support auto discovery of meters and self healing mechanism for the breaks in the RF network. Make: Cyanconnode, L&T. Secure, L&T, HPL, Schneider/ Emeasure/ Anchor/ Panasonic Note:- (a) It should have inbuilt battery backup of minimum 60 minutes. (b) It should be able to configure the communication with underlying nodes / meter. (c) DCU should support on demand data from nodes. (d) It should be able to pull data of configurable frequency from the nodes/meters. It shall be able to prioritize control commands. (e) DCU shall be compatible with at least three different makes of smart meter.
Supply and Configuration of the Web based Software with following modules to integrate meters and systems of all makes with IS16444 system with proper planning and rate to be quoted in this tender only for up to 10000 meters:
Notes (i) Meter Data Management Module:- The meter data management module would be responsible for collecting the data from the concentrator and make the data available to the billing system. The meter data management system would capture and provide the following data: (a) 30 min instantaneous data from all the meters for seven parameters – Cumulative Energy, Cumulative Apparent Energy (as applicable), Power, Current, Voltage, Power Factor and Frequency (b) Monthly billing survey data for cum energy and max demand
(ii) Postpaid /Prepaid Billing Module:- The billing module would collect the data from the meter data management module, calculate the energy consumption, calculate billing determinant and make energy data / billing data available to admin and end users. The billing module would include functionalities for tariff setup, bill format setup, bill adjustment, occupation billing and vacation billing. It would allow postpaid and prepaid functionality as required. PII (Personally Indiatitable Information) like user name, Mob number, email shall not be used and stored by billing module and MDM.
(iii) Occupation and Vacation Module:- The system would support occupation / vacation and billing reports. the software would be collecting data from DCU. The software would provide access to staff as well as the occupant for the data.
(iv) Web site:- There would be a dedicated website for the AGE and BSO team to view all the data and information. The designated users in MES would have the admin access to the application. The MES staff would also have the access of the key information on an android mobiles app (for admin use). website must have only access of MES authority not to any third party or web developer and OEM team will visit regularly or on request for any bug fixing as required for amooth running of website and application software.
Customer Portal : The system would include a customer portal for the resident /occupant to log in and view their own energy / billing data. There would be android and iOS mobile apps for the user to monitor its own data and balance on regular basis.
Energy Accounting Module : The system would include features of energy accounting. The system would be able to account for total energy block wise, facility wise and would also allow calculations of unaccounted energy in case total energy meter is also available.
Communication Module : The system would provide communication of energy data and bills via print, email and sms methods.
Meter Master Data : The system would support meter master data repository. The system would support meter replacement process.
Excel Export : The system would support export of metering and billing data in excel format.
Customer Care Module : The software would include a customer care module where the user would be log in any complaints. The service provider would monitor the complaints and carry out the necessary activities for the complaints resolution.
Meter Installation Module : The software would include an app based meter installation module where the meter installation or changes can be captured on the app itself and the readings may be demonstrated to the user if required on the app itself.
Activities Communication : The software support communication of the various activities such as occupation, vacation, meter change. personal detail change etc. with the user as well as the department on email. Contractor should support MOU to provide the software & hardware update for smart meter/ data communicator/website/Mobile app/ Application software".
Note: (a) The software would be hosted on MEITY (Ministry of information techonology) approved GCC (Government community cloud) (b) The software would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. (c) Two days of onsite training would be provided to the BSO & Staff. Remote training and support should be available on demand.
(d). Application software / Mobile app, website and other connected items must be supplied as recommonded by by OEM (Manufacturar of meter) irrespective of developers and contractor should have submit MOU on 100 rupees non judicial stamp paper to provide the availability of software update / hardware spares for five years. (e) all softwares / applications must have security provisions to protect privacy data and army area security. (f) The software would be hosted on MEITY (Ministry of information techonology) approved GCC (Government community cloud) (g) One payment gateway would be installed and connected to the Govt account provided by the GE. This payment gateway should have both payment options of online payment and offline payments. (h) The software and system would contain two year defect liability including all operating expenses such as GPRS charges, hosting charges etc. (j) Software has optoin to update govt tariff structure time to time. (k) Remote server admin support - Ensuring adequate database back up and all system as well as software update (l) Software installation on any alternate / backup server if required (m) The communication network monitoring and support (n) Configuration of the repaired / replaced hardware in the system (o) Trouble shooting and bug fixing to run the system. (p) The software shall be compitable with atleat three makes of the smart meter as per IS-16444 and same shall be demonstrated by the software developer based on that approval will be given by the GE.
(q) Smart meter and software/mobile application will be in compliance with service HQ cyber security norms. (A)The software installed would be duly audited by CERT-India empaneled firm and all vulnerabilities to be removed of complete system including hardware and all software installed. Cost of audit and security clearance is to be borne by the contractor. (l) Programming for modification in tariff shall be through simple input process at servers end without any requirement of calling the representative of the firm. (II) The system of smart metering infra may be designed to include prepaid mode recovery of license fee, hire charges for furniture, water charges etc, software should have necessary fields and administarative login access for local authority to update the recovery rate from time to time. Note:- (a) Security clearance duly audited by CERT-India empaneled firm and all vulnerabilities to be removed of complete system including hardware and all software installed. Cost of audit and security clearance is to be borne by the contractor. (b) Programming for modification in tariff shall be through simple input process at servers end without any requirement of calling the representative of the firm. (c) The system of smart metering infra may be designed to include prepaid mode recovery of license fee, hire charges for furniture, water charges etc, software should have necessary fields and administrative login access for local authority to update the recovery rate from time to time.
(d) During currency of work and thereafter DLP plus three years comprehensive maintenance period, if firm is removed from approved list of 'MEITY', smart meter system shall be shifted by contractor in lieu of approved vendor of 'MEITY' without any cost to department. (e) The software should enable the features of refund calculation in cas eof house vacation. (f) Broadband charges alongwith telecom charges are included in overall cost quoted by the contractor. (g) Data shall be encrypted at System/Device/Technology level. (h) Penetration and vulnerability assessment test from certified auditors during field acceptance test (FAT) and site acceptance test (SAT) during operation and maintenance period shoud be submitted by the contractor. (j) All the hardware OS and application software should be hardened.

They would include the following items : (a) Monthly sim charges for the data concentrator units (DCU). The contractor would ensure supply of appropriate SIMs to ensure necessary single availability. The contractor would change the sim or sim provider as required. In case of network issues, the contractor would liaison with the telecom service providers for necessary resolution. (b) Recurring SMS charges. The SMS would be issued for the payments alerts, low balance alerts and disconnection / connection alerts. (c) Software AMC. This would include necessary upgradations in the software such as support to the chrome browser changes, android version changes, iOS version changes. These changes happen on frequent basis and the software would support all the changes.
(d) Changes in the government tariff structure. The government tariff structure changes may require software upgrade. The same would be included in the AMC scope of work. (e) Remote server admin support - Ensuring adequate database back up, upgradations in the operating system, anti virus updates, database upgrade etc. (f) Reports Development - The additional reports as needed for the success of the project would be developed (g) Software installation on any alternate / backup server if required (h) The communication network monitoring and support (j) Configuration of the repaired / replaced hardware in the system (k) Trouble shooting and necessary actions to run the system as required. (l) Software bug fixing as and when required
