Attending unserviceable/non functional street light complaints (for strret light/high mast light/flood light etc of any type/size fitted on poles/walls/post/pillars etc) by deploying technically qualified and experienced technnicians to find out defective/taking out unserviceable parts such as elctronic driver, pvc insulated copper conductor cable for connecting street light fittings etc and repairing by changing the defective parts including minor repair to cable connection/loose connection, screws, nuts & bolts and insulation tap to insulate the LT joint etc and testing complete all as specified and as directed for LCA Area roads at AF stn Sulur.

Note for item No 39 : The following items are deemed to be inclusive of quoted rate :-

(a) The above job shall be carried out by a trained electrician having ITI in electrical, documentary proof of the education of tradesman shall be produced before commencement of work.

(b) 'Supply only' items to be delivered/ supplied to AGE E/M store yard as per qty asked by Engineer-in-Charge with in one calender month from the date of commencement of contract and these items will be issued from AGE E/M store yard for attending unserviceable/ defective street light complaints.

(c) Contractor or his Authorised Representitive has to inspect all Street/ Security Lights on Daily basis at their own arrangement between 7.00 PM to 9.00 PM and maintain the record in Register which will be put up to Engineer-in-Charge/ JE on the very Next day.

(d) A Joint Inspection for Serviceability of all Street/Security Lights will be carried out from 7.00 PM to 9.00 PM on every MONDAY by Engineer-in-Charge/ JE (E/M)/ User alongwith Contractor or his authorised Representitive.

(e) Contractor has to arrange own moveable Generator of suitable capacity for repairing and testing of the Street/ Security Lights, defect rectification of Cables, etc. and to check the serviceability after repair. No Electricity shall be provided by the Department on this account.

(f) Quoted Unit Rate shall deemed to be inclusive of attending any breakdown of Street/ Security Lights during night. Contractor has to arrange Electrician and Helper and all necessary T&P and Equipments to remove the breakdown. Fault will be intimated through Telephone/ SMS.

(g) In case of any delay in attending the complaint more than 12 hrs after handing over routine/urgent work, the contractor shall be liable to pay the penalty as described in penalty clause given here as under.

(h) The penalty shall be applicable to the contractor if the delay is noticed by the Engr-in-Cahrge more than twelve hrs after handing over works of urgent nature to the contractor. The Engr-in-Charge shall handover the slip containing specification of work to the contractor by lodging the time and signature of contractor be obtained on slip. The contractor shall attend the complaint immediately and shall report to Engr-in-Charge with in 12 hrs. The contractor will keep his tradesmen in stand by for attending any routine / urgent works from the executive. If the nature of job is such that the work cannot be completed within period of 12hrs then the facts shall be brought to the notice of the GE/Engr-in-Charge and the period for the working to the complaint shall be decided by the GE/EIC. If the delay is more then twelve hrs period and the GE is not satisfied with the reason for delay then penalty at the rate of Rs 50/- per job shall be deducted from the dues of the contractor. Please note that this penalty is exclusively other then the condition 56 of IAFW - 2249 and shall be treated as interim condition of the contract and shall be enforceabove as and when delay in individual job is noticed and no claim whatsoever on this account shall be entertained by the Deptt. The decision of the Accepting Officer is this regards shall be final and binding.

(j) Contractor has to ensure serviceability of all Street/ Security Lights of DOMESTIC & TECHNICAL AREA on Daily basis in any Weather Condition at their own arrangement.

(k) Contractor shall provide conveyance to the deployed labour for maintaining the services without any extra cost to department.

(l) Vehicle mounted ladder for maintaining services shall be provided by the contractor at no extra cost to department.

(m) Materials required for the repairing of the lights shall be measured and paid separately under respective item(s). But labour required for taking down, dismantling, repairing and replacing parts and reinstalling and testing the street lights fittings shall deemed to be included in the rate quoted.

(n) Necessary T&P, Safety Belt, Vehicle, Aluminium Ladder, etc. will be arranged by the Contractor and Cost for the same shall deem to be included in the Quoted Unit Rate.

(o) All safety measures and provn of all safety devices, first aid box etc shall be provided by the contractor. Contractor will be solely responsible for full safety of the persons deployed for providing the services and department will have no liability for any type of accident/injury of any type. Unit rate quoted will be deemed to include the cost of the same and no extra payment shall be made on this part.

(p) All type of T & P, PVC insulation tapes, minor nuts/ bolts/ washers etc required for maintaining the services shall be provided by the contractor without any extra cost to department.

(q) Attending and repairing complaint for one light of any type shall be measured and paid as one Job.

(r) Earth work (if necessary at Site) for removing of any Cable Fault will be Measured and Paid under respective Items.

(s) The contractor shall maintain a record of all urgent work at and if the work is repeated due to poor workmanship, he will be liable to repair the same without any extra expenditure to the Govt.

(t) Contractor shall provide contact details of his responsible person(s) for any emergency.

(u) Any Materials replaced which are not specified in SCHEDULE OF CREDIT will be deposited to MES STORE YARD without any extra Cost to the Department.

Note for item No 67 to 70 :- The following items are deemed to be inclusive of quoted rate :- (i) The above job shall be carried out by a trained technician having ITI in electrical and well known regarding earthing test. Documantary proof of the education of tradesman shall be produced, before commencement of work.

(ii) The aforsesaid test will be carried out in presence of user and MES represnetative. (iii) Two Party (consisting 2 x 1 No. Technician with 2 x 1 No. Helper) will report every Morning at 9 AM to JE E/M for Daily earth testing.

(iv) They will test Earth Resistance Every Day ( not more than 10 Nos earthing/day) in presence of user & MES rep and will record it in prescribed format , same will be put to Engineer-in-Charge,JE E/M duly signed by user & MES rep on very Next Day, failing which a Sum of Rs. 100.00 per Day will be recovered from the Contractor.

(v) Earth Resistance Tester will be provided by the Contractor. (Tester should be caliberated from Authorised Company/ Lab).

(vi) Contractor will be responsible for pouring of water in the Earth Pits Weekly at their own arrangement with Water Tanker, etc. (water will be provided by the contractor at his own arrangement and nothing extra will be admissible).

(vii) Checking of Earth Pits existing and improve it by watering / adding a layer of Salt/ Magnesium Sulphate/ Charcoal, etc.

(viii) Contractor will be responsible for marking of Earth check date and due date on existing Plate with paint as specified by Engineer-in-Charge.

(ix) Contractor will be responsible for cleaning of bushes and grass all around upto 1.50 Metre Area of existing Earth Pit with tightening of Strip.

(x) EP No should be mentioned on individual earth pits and ER value of installation etc all as specified and directed by Engr In Charge.

(xi) It will be the responsibility of the contractor to liase with Station authority to obtain security pass as per station rules for enetring/ working in high security tech area.

Servicing/ Periodical maintenance of following capacity DG Set of any make consisting of complete servicing and checking entire system as per manufacturer's catalogue including testing complete with replacing of minor consumables items like grease, nut bolts etc during conducting periodic servicing as per the manufacturer's recommendation at the time of routine monthly checks. Capacity 400/500 KVA DG Sets - 07 - Location :-LCA area. Maintenance Schedule of DG Sets :- The contractor shall carried out following activity during the period of contract :-

(a) Daily maintenance of DG Sets to be carried out :-

(i) Clean the external surface of the DG set.

(ii) Check engine oil level.

(iii) Check engine coolant level.

(iv) Check fuel in the tank.

(v) Check all nuts and bolts.

(vi) Check tension of fan belts.

(vii) Check batteries and battery connections.

(viii) Check fuel lines and fuel tank.

(b) Weekly maintenance of AMF Panels :-

(i) Checking all electrical connections.

(ii) Checking all contact points/ Bus bars.

(iii) Checking timers (AC/ DC).

(v) Check RPM, Voltage, Amps and Hz.

(vi) Checking indicator lamps.

(vii) Checking main auxiliary contacts and relays.

(viii) Checking contact coils.

(ix) Checking, volt/ amps/ energy/ PF/ KWH meters/ CT's.

(x) Checking auto/ manual functions.

(xi) Check and tight screws and bolts.

(xii) Check battery charger output voltage.

(xiii) Cleaning the panel.

(xiv) Checking all MCCB's and fuses.

(xv) Checking alarms and hooter.

(c) Monthly maintenance of DG Sets to be carried out :-

(i) Check oil bath cleaner oil level.

(ii) Check for proper tension in the belts.

(iii) Check starting battery electrolyte level and specific gravity.

(iv) Check the fuel lines from the tank for leakages.

(v) Check the end cover of the alternator and tighten the bolts.

(vi) Check physically the exhaust silencer for rigidness.

(vii) Check the water hoses for leakages if any.

(viii) Drain sediment from fuel filter & fuel tank.

(ix) Check dry type air filter element and clean.

(x) Check engine alternator coupling and mounting bolts.

(xi) Tight all bolts and nuts in alternator terminal box.

(xii) Check for any unusual sound during cranking of the engine.

(xiii) Check for any fuel/ water leakages.

(xiv) Check for any unusual vibrations.

(xv) Check proper charging of battery.

(xvi) Check exhaust system for any leakages.

(xvii) Check for proper circulation of coolant/ cooling of engine.

(xviii) Check physically the exhaust silencer for rigidness.

(xix) Check throttles linkage.

(xx) Checking to electric control panel throttle linkage.

(xxi) Supply and greasing to all bearing & movable parts.

(d) Half Yearly Schedule to be carried out :-

(i) Checking of hydraulic governor oil level and toping up level.

(ii) Clean the crank case breather.

(iii) Check battery charging system & topping up electrolyte and maintenance of specific gravity.

(iv) Checking electric connection & generator control panel.

(v) Greasing to all bearing and movable parts.

Note for item No 81 to 134 :- The unit rate quoted is deemed to be inclusive of the followings :-

(a) The contractor shall visit the location of DG Sets before quoting the tender.

(b) Servicing of DG Set shall be carried out by authorised dealer/ agency of manufacturer as approved by Engineer-in-Charge and where service/ repair is being carried out at site shall be under the expert supervision of authorised service agent on quarterly basis

(c) The make of DG sets are Kirloskar/ Ashok Leyland/ Greaves Cotton/ Birla/ Cummins

(d) The contractor shall employ sufficient number of manpower required for routine maintenance of DG sets.

(e) Filling of DHPP (N) in all mentioned DG Sets at various locations will be the responsibility of the contractor. However, DHPP (N) will be issued by MES.

(f) DHPP (N) required at the time of maintenance/ testing will be issued by MES.

(g) Representative of contractor shall maintain & update the maintenance/ breakdown register regularly and same will be checked by Engineer-in-Charge periodically.

(h) The checking of DG set shall be done once in a quarter but whenever breakdown occurs in DG set, the contractor has to attend all complaint unlimitedly through authorised service agent of the equipment/ machinery.

(j) The unit rate is deemed to be included for Cleaning of the surrounding area of DG set 5 mtr from plinth protection of E/M installations including removing of accumulated earth of any width and depth upto 15cm cleaning / Cutting the grass with hand operated petrol/ kerosene driven grass cutting machine and removing the grass waste to outside MD land.

(k) In case of minor defect, entire Job shall be completed within 06 hrs from the time of registration of complaint, failing which penalty charges @ Rs. 500/- per hours shall be recovered.

(l) In case of major defect, the period for attending of complaint shall be decided by the GE/EIC by accessing extent of repair required through joint inspection by Engineer-in-Charge and authorised service agent of the equipment at the site. If complaint is not rectified within the stipulated period and the GE is not satisfied with the reason for delay, then penalty at the rate of Rs. 600/- per hours shall be deducted from the dues of the contractor.

(m) Please note that above penalty is exclusively other than the condition 56 of IAFW - 2249 and shall be treated as interim condition of the contract and shall be enforce above as and when delay in individual job is noticed and no claim whatsoever on this account shall be entertained by the Deptt.

(n) The decision of the Accepting Officer in this regard shall be final and binding.

(o) The contractor should be responsible to maintain the DG set in serviceable condition for entire contract period.

Supply only Refrigerant gas R – 407 C as and when required for various AC plants installedat at LCA Area complete all as specified and as directed:-

S&F in repair AHU fan motor including blower 230 volt,complete all as specified and as directed.

Supply and fix in repair condenser fan motor of outdoor unit of AC plant 4 x10 TR capacity at LCA Area complete all as specified and as directed.

Carrying out pressure leak test of Central/Package AC plants of capacity 10/15/25/78 TR whenever required by nitrogen gas pressure for detecting leakage in cooling/condensing unit refrigerant pipe and repairing the leakage by welding or brazing of condensing/ cooling unit, refrigerant pipe and putting under pressure for leakage checking after repair of leaking pipe flushing out by N2 and CTC/ vaccumination complete all as specified and as directed. Note :- Supply & charging of refrigerant gas R-22/R-407C will be measured and paid for separately

The unit quoted rate shall deem to be included for the following :- (i) Prior to installation of maintenance free chemical earthing, soil resistivity test to be carried out at the location where earthing work to be done in presence of Engr-in- Charge/JE (E/M),user and the report has to submit to Garrison Engineer with recommendation of manufacturer, if required additional interconnection of earthing (not more than 04 number of earthing) to achive earth result less than 1 Ohms. The arrangement done for soil resistivity testing and submission of report with recommendation deemed to be included in the quoted rate.

(ii) The description/ size/ qty of items mentioned in above are for indicating only however qty/ size may vary at site condition to maintain the earth resistance 1 ohm. The contractor shall quote rate by considering all factors.

(iii) Rate of earth energizer compound of 25 Kg of 02 bags and earth resistance reducing liquid 10 litre per cane for each pit deemed to be included in the quoted rate.

(iv) Resistivity of earth energizer compound and resistance reducing earthing liquid shall be certified by any NABL accredited lab carried out as per IEC-62561-7 read with ASTMG57-06, CI-3.4A and the certificate of same shall be submitted by the contractor before commencement of work.

(v) Earthing shall be tested after completion of work by the contractor in presence of Engr-in-charge, user and proper record shall be maintened duly signed by all concerned. After testing if the desired earth resistance of less than 1 Ohm is not obtained, the earthing will be redone at no extra cost to Govt. till desired result is obtained.

(vi) Earth resistance tester will be provided by the contractor. Tester should be calibrated from authorised company/ lab.

(vii) The contractor shall give a written guarantee of minimum three years for maintaining the earth resistance less than 1 Ohm after certified date of completion.

(viii) No further maintenance or periodic watering or recharge shall be required in earthing during its guarantee period of over 03 years in all type of soil including soft/ disintegrated or hard rock.

(ix) During the guarantee period, if earth resistance is not maintained less than 1 ohm the contractor has to redo or rectify at no extra cost to Govt till desired result is mainained.

(x) A security deposit of value equal to 2.5 % of the rate quoted for chemical earthing per each earthing shall be retained from payment due to the contractor for the guarantee period.

(xi) Earth enhancing material should not leach into the adjacent soil or underground water channels and its PH valve should be in neutral range complete all as specified and as directed. It should solidify when mixed with water and set like concrete.

(xii) The electrode shall carry manufacturer's name .

(xiii) The connection clamp shall be permanentlly welded to the copper bounded rod to avoid any kind of connectivity loss,.The pre-welded copper bounded rod shall not need any additional clamp for termination.

(xiv) Copper strip of size 20 x 3 mm should be fixed on proper post insulator at the instrument end.

(xv) The acceptable earth resistance at earth busbar/ test point shall not be more than 0.1 ohm.

(xvi) The contractor shall submit CPRI India certified document for copper bonded rod to ensure genuity of material.

(xvii) Sign board of mild steel 2 mm thick duly painted with two coats of synthetic enamel paint over a coat of red oxide Zinc chrome primer showing result of earthing should be fixed near the earth pit after completion as directed by engr -in- charge.

(xviii) Earth work such as auguring and making good the surrounding area shall carried out in any type of soil.

Comprehensive maintenance of Air cooled package type air-conditioning plant , capacity 2X5 TR with scroll compressor micro processor control refrigeration pipe line air cooled condenser safety control and electrical panel with control meter etc at LCA Area all as directed. Note: Room temperature to be maintained 22 + - 3°C and RH 55% +- 5% in all seasons complete all as specified and directed.

Note for item No 194 to 196 : (a) Before quoting the unit rate, it is advised that the contractor/firm shall visit the site by making prior appointment with the Engineer-in-Charge who is the executing agency of the work, where control/package type AC plants are installed to get fair idea about the condition of AC plant. No extra payment consequent to any mistake or misunderstanding or otherwise on this account will be allowed.

(b) Comprehensive maintenance of AC plant and machinery shall be carried out on a quarterly basis as specified and recommended by the original manufacturer / Engineer-in-Charge.

(c) Checking of any loose connections in the panels, plants and equipments, tightening of terminal block connections, replacement of blown off fuses, checking of leakage in Compressor etc, shall be carried out.

(d) All major repairs required for efficient and uninterrupted functioning of plants and equipments shall be brought to the knowledge of the Engineer-in-Charge for timely rectification of defects.

(e) Materials such as cotton waste, grease, gland packing, fan belts, etc for engines and compressors as well as tools required for working shall be provided by the contractor.

(f) Complete care of plant and equipments shall be ensured including maintaining a hygienic condition of installations.

(g) Replacement of major items like scroll compressor, blower and condenser fan motor etc will be measured and paid seperately as supply only. Labour element for taking down and refixing shall be deemed to be included.

(h) Major repairs to AC plant such as major over hauling, winding etc are not included in the scope of work. The decision of Accepting officer is final and binding in deciding, whether the repair work is major or minor in nature.

(j) In case of any delay in attending the complaint after handing over routine/urgent complaints, the contractor shall be liable to pay the penalty as described in penalty clause given here as under.

(k) In case of minor defect, entire Job shall be completed within 12 hrs from the time of registration of complaint, failing which penalty charges @ Rs. 500/- per hours shall be recovered.

(l) In case of major defect, the period for attending of complaint shall be decided by the GE/EIC by accessing extent of repair required through joint inspection by Engineer-in-Charge and authorised service agent of the equipment at the site. If equipment is not rectified within the stipulated period and the GE is not satisfied with the reason for delay, then penalty at the rate of Rs. 1000/- per hours shall be deducted from the dues of the contractor.

(m) Please note that above penalty is exclusively other than the condition 56 of IAFW - 2249 and shall be treated as interim condition of the contract and shall be enforce above as and when delay in individual job is noticed and no claim whatsoever on this account shall be entertained by the Deptt.

(n) The decision of the Accepting Officer in this regard shall be final and binding.
