ELIGIBILITY CRITERIA Mentioned Page no.
1 Manufacturers or their authorized dealers/Indian subsidiaries/direct importers having a place of business in any of the States of India are eligible to participate in this tender.
2 The bidder and manufacturer of the equipment offered should be in the business of the supply and installation of same / similar equipment for the last five calendar years.
3 (a) The manufacturer should have completed at least 05( Five ) nos. installations of the quoted items in Govt. /Pvt. Institutions /Hospitals in India. The installations mentioned by the manufacturer in their offer must be functional and performance certificate for the same issued by the user concerned also be attached with the offer.
(b) The bids quoted as the authorized representative of the manufacturer meeting the above criteria 02 (a) should have also supplied and installed at least 03( Three) nos. installations of the quoted items in Govt. /Pvt. Institutions/ Hospitals in India in last five years from the last date of submission of tender. The installations mentioned by the authorized representative in their offer must be functional and performance certificate for the same issued by the user concerned also be attached with the offer.
4 The Bidder should be public undertaking /Autonomous Body /Public Ltd./Pvt. Ltd. Company or proprietary firm /Partnership Firm and should be in medical equipment business since last five years in India. The Bidders having manufacturing facility in their name in India for the majority of the items offered by them shall be given preference.
5 The Bidder (manufacturer or their authorized agent) should have had average annual financial turnover of Rs. 50 Lakh during the last three years ending s 31st March 2025.
6 Bidders who have the capability to attend repairs of these equipment within the time mentioned in this bidding document and who are willing to provide stand by equipment or replace the faulty equipment if the repair/down time extends beyond 72 hours from the time of reporting of the fault within the next 48 hours (total down time should not exceed 5 days in one instance). The bidders who have the capability to ensure the uptime mentioned in this document (Documentary proof shall be submitted on the after sales facilities and expertise of the bidder.)
7 Bidders are not offering the equipment of a firm /company that has
been blacklisted by Indira Gandhi Institute of Medical Sciences – Patna or blacklisted/debarred by any other State / Central Government's organization.
Note: Notwithstanding anything stated above, the Institute reserves the right to assess the Bidder’s capability and capacity to perform the contract satisfactorily before deciding on award of contract, should circumstances warrant such an assessment in the overall interest of the purchaser.
The Institute reserves the right to ask for a free demonstration of the quoted equipment at a pre determined place acceptable to the purchaser of technical acceptability as per the tender specification, before the opening of the price tender.

1 X-ray Generator:
High frequency, with power output of 72 - 80 KW or more to support continuous and sustained operation. The X ray Generator should be compact and inbuilt in the Gantry
A X-ray Tube Current: range 10-600 mA with 10mA increment
B The system should have mechanism for real time mA modulation for controlling the current three dimensionally with Standard deviation preset mode
C Tube Voltage: 80-135 kV or more
D Should have anode heat storage capacity of 7.5 MHU or more.
E The X ray tube Anode should have a dissipation rate of 1300kHU/min or more.
F Filter and beam limiting devices: The Al equivalent (at least 3mm or more) and other specific features to reduce radiation dose to the patient must be specified.

14 Additional requirements:
AERB approved copy of offered equipment to be attached. Offered equipment should have European CE & USFDA certification to ensure longer life cycle. Copy to be attached with bid.
AERB registration is of vendor responsibility.
15 Warranty and CMC:
The system including all components, all accessories including batteries and plastic parts, turnkey items should be under complete replacement warranty for 3 years.
Warranty period of three years followed by CAMC of Seven years (i.e. from 4th to 10th years) with terms and conditions same as warranty.
16 The unit should be quoted against buyback of old functional CT machine (128 Slice CT Scanner; Make: Toshiba Medical- Tokyo; Model: TSX-101A/TC Aquilion CXL; S/N: TCC13Y2107), buyback price to be quoted in financial bid. Reserve buyback price is 5% of book value.
17 The vendor should inspect the space available for the installation and submit installation plan and map with technical bid. No extra space will be given. Electrical supply will be terminated by the hospital near site. Rest of the electrical work will be of vendors job.
The unit to be installed will be on turnkey basis. All civil, electrical and air-conditioning work for smooth functioning will be vendors responsibility.
2: Supply, installation and commissioning of High End Ultrasound Machine
1. The system should incorporate for high resolution B mode, M-mode, PW, CW, Colour Doppler, Power Doppler, Angio, Directional Power Angio, contrast imaging, peripheral vascular, transcranial, superficial parts, duplex and triplex imaging modes. System must be offered with the following applications: abdomen, paediatric imaging and vascular imaging with latest software and nomograms (upgradable).
2. The system should have a minimum 21” monitor with articulating arm and display matrix minimum resolution of at least 1920x1080 with tilt, swivel and height adjustment facility with a 12” or more touch screen for user control.
3. The system should have broadband technology.
4. Dynamic range should be 320 dB or more.
5. The system should have 256 grey shades or more.
6. The system should have a frame rate of 1600 frames/sec or more.
7. Adequate digital processing channels.
8. The system should have imaging depth of 30 cms or more.
9. The system should have a real-time compound imaging facility.
10. The system should have less than one minute boot-up time when switched on from ‘off’ position.
11. The system should have Tissue Harmonic imaging (THI) facility. The system should have THI capability on phased linear, 3D and curved array transducers. THI should be available in color flow imaging, m- mode and 3D rendering modes with light source.
12. The system should be able to work in combined mode of harmonic imaging and real-time compound imaging. The system should have tissue harmonic imaging in power doppler mode.
13. The system should have facility for extended field of viewing, reconstruction/panoramic imaging.
14. All the transducers are broadband with multi-frequency capability. Minimum frequency should be 1 MHz and maximum frequency should be 26MHz can be selected depending on probe.
15. The system should have 4 active transducer ports.
16. The system should have Pulse Inversion Tissue Harmonic imaging for better contrast and less-side lobe artefact.
17. Contrast enhanced ultrasound should be available on the system on convex probe and linear probe along with feature of time-intensity curve for analysis.
18. The system should have auto-optimization for ease of use and automatic quantification of doppler parameters in real time and freeze modes. The system should have the possibility for color coded annotations for easy reporting.
19. The system should have a real time panoramic view imaging that operates by sweeping the transducer over the anatomy of interest.
20. System should have color coded 2D shear-wave elastography on convex and linear probe. The system should use AI algorithms to automatically acquire the best frame and launch the ROI automatically at the best location of liver parenchyma for accurate diagnosis and faster scan times.
21. One-touch image optimization should be available in 2D mode with one button automatic adjustment of TGC.
22. System Should have LGC (lateral gain compensation) .
23. Zoom facility with high resolution results and PAN capability in both real time and frozen images.
24. The system should have Cine loop review facility in individual and mixed modes with memory up to of minimum 400 images and 5 minutes of 2D cine loop.
25. System should be able to delineate needle location with performing interventions such as nerve blocks.
26. System should be upgradable to fusion imaging with other modalities (MRI & CT).
27. System should be upgradable to AI Breast - Anatomical Intelligence for Breast - AI Breast allows Visual mapping of scanned anatomy for documenting full coverage of breast during acquisition phase, Images are stored while performing sweeps to allow review on the system post examination.
28. Equipment should be offered with the following standard broad bandwidth probes:

29. Equipment should be offered with the following upgradable broad bandwidth probes which would be considered for technical evaluation and can be purchased by the department as and when required separately:

30. The system should have facility of direct storage and retrieval of B/W and color images (both frozen and cine loops) in the built hard disk drive. Inbuilt hard disk storage for images should be 1 TB or more. The system should have a transport mode for easy transportation which should last for 30 minutes or more.
31. Online 2KVA UPS for at least 30mins backup to support all functions of the unit.
32. The system should have USB archival (DICOM and PC format) facility.
33. The system should have DICOM 3.0 ready (like send, receive, print, record on CD/DVD, acknowledge, transfer of images/videos to PACS etc.)
34. Machine should be USFDA and European CE (notified body) certified. The offered model should be “Make in India” for which relevant documents should be submitted.

Scope of contrct (details as mentioned in the clause No. - 13 of "Instruction to Bidder" & Clauses No. 3,4 and 5 of Condition of Condition of Contract".)
a) The rate of Comprehensive Annual Maintenace Contract as mentioned above shoul cover the Complete system.
Complete System should include the basic unit and allied supporting components like UPS, stabilizer Computer System,
Printer, De-ionizer, dehumififer etc to be supplied by the bidder along with basic unit.
b) Preventifve maintenance visit: Four Maintenance visits at ragular interval for usual mintenance & supervision failing which
25% of the contract amount per visit would be deducted as penalty.
c) Break down maintenance visit: As & when requrd
d) Response Time: Within 48 Hours.
e) Uptime Guarantee: 95% of 365 days
f) The above-mentioned charges should includes labour charges for maifntenance and breakdown visits per year, spares,
accessories and all type of consumables requird for the maintenaed charges: it should be clearly mentiond with frequency of
replacement and with rate. The validity of rate of suchf items should also be mentioned vclearly. What will be the rate of
such item must be mentioned.
g) Payment of Comprehensive Annual Maintenance Contract would be made on half yearly basis after completion of work and
satisfctory working report . In no case, advance payment is to be considerd.
