Eligibility Criteria

Tenders from Joint ventures will not be acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It will be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of KPP Portal on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The department will not be responsible for non-accessibility of KPP Portal due to internet connectivity issues and technical glitches at bidders end.

The tender processing fee will not be refundable

The employer reserves the rights to reject or accept any or all the tenders without assigning any reasons.

As per Government Circular No: AE 645 EXP-12/2025 Dated:22.06.2026 additional security for unbalanced tenders is exempted and the 5% of FSD will be deducted in every running bill.

Eligible Tenderers will be qualified only if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as per formula indicated in section 2, Instructions to tenderers - 3 of K/W-3 and Government order No FD 876 EXP-12/2017, Bangalore Dated 10/10/2017. Note: For assessing bid capacity the tenderer should submit all qualification information in prescribed format. Section 3 of K/W-3 with due certificate from the bidder as well as competent authority.

Rates quoted shall be exclusive of GST, GST as applicable will be paid separately at prevailing rates during admission of the bill. The provision of present rate of GST (i.e. 18 percentage) is made in KPP Portal towards GST in lumpsum.

Regarding royalty charges the tenderers should abide by the Circular of Director, Mines and Geology Department, Bangalore. Circular No. gabhuei/dcb/23-24, Dated: 14.02.2024 and WRD/93/VBYE 2024 Dt: 18.07.2025 & also as per order/Circulars issued by GOK from Time to Time.

Conditional tenders will not be accepted.

The tenderer shall bear all costs associated with the preparation and submission of his tender. The employer will not be responsible and liable for those costs.

The Item Rate quoted shall include the Royalty Charges on construction materials and other taxes are as per prevailing Government Orders.

As per Karnataka State Government order No.LD/300/LET/2006 Bangalore Dated 01.01.2007 and Government Letter No.PW/134/BMS/2007 Dated 27.7.2007, a sum amounting to 1% of the bill amount will be deducted towards Construction Labour Welfare fund. The tenderer shall abide by the directions of Government towards recovery as modified by the Government from time to time.

All original documents should be scanned and uploaded.

The tenderers are requested to abide by the instructions and conditions contained in the Standard Tender Documents KW-3 and further orders thereon.

In the case of death of the contractor after executing the agreement/commencement of the work, his legal heir, if he/she is an eligible qualified registered contractor and is willing to execute and complete the work at the accepted tender rates irrespective of the cost of the work.

All safety precautions, warnings, signs, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity.

All materials required for the work, shall be procured by the tenderer himself and should be got tested by the quality control authorities at his own cost before use on work. If employer wishes to engage third party inspecting agency for the said work, apart from the quality control authorities, then the contractor should cooperate with the third party test.

All items in the tender include all lead and lifts, loading & unloading, transportation, labour, hire charges of machineries, curing for concrete works, cost of conveyance of all materials and all other such incidental charges necessary for successful completion of works as per detailed technical specification and direction of Engineer-in-charge of the work.

The tenderer should execute the work as per site condition & as directed by Engineer-in-charge of the work if any changes needed & The tenderer should submit quality control reports and photos in 3 stages (before, during the execution and after completion) along with the bill otherwise bill will not be accepted.

Tenderer should take all precautions to ensure that no damage is caused to the existing structures which have been constructed by other agencies during project execution. If any damages is caused it has to be rectified at his own risk and cost.

The tenderers who are participating under SC/ST Category should abide by the instructions and conditions contained in the Government Order No. FD/876/EXP-12, 2017, Bangalore dated: 10.10.2017 and further orders thereon.

The tenderer should maintain the work during the defect liability period. Defect liability period is One Year from the date of completion of the work.

Before tendering for the works the tenderer shall inspect the work site personally.

Corrigendum will be published in the KPP Portal website only for any Further/modifications and corrections.

Technical Criteria

Past Experience

The Contractor should have satisfactorily completed as prime contractor in any construction works not less than Rs.21.04 Lakhs mentioned in the table below (usually not less than 25% estimated value of contract) of the last Five Preceding Financial Years (2021-22 to 2025-26) - Work done certificate should be obtained from not below the rank of Executive Engineer. Work done certificate should be in the prescribed form as in K/W-3

Work Done Certificate

The Contractor should have executed in any one year (For a Continuous period of 12 months), the minimum quantities of work (usually 50% of the annual Requirement) in the last five preceding financial years (2021-22 to 2025-26). Quantities should be in the prescribed form as in K/W-3 (1) Embankment-3,931.50 Cum (2) WBM-714.40 Cum (3) Cement Concrete-15.30 Cum (4) Steel-424.00 Kgs

Work Done Certificate

Financial Status

Annual turnover certificate in all classes of civil engineering construction works only for last five preceding financial years i.e., 2021-22 to 2025-26 obtained from the Chartered Accountant. The tenderer shall scan the original documents and upload the same. The tenderer should have achieved in at least one financial year a minimum financial turnover not less than Rs.84.16 Lakhs (usually not less than the estimated Cost under this Contract). The tenderer shall scan the original documents for this bid and upload the same.

Audited CA Certificate of Annual Turnover

The contractor shall furnish the liquid assets and/or availability of credit facilities not less than Rs.25.25 Lakhs (Credit lines/ letter of credit/ certificates from banks for meeting the fund requirements etc. (Line of credit in the prescribed form)

Line of Credit

The Contractor who meets the above specified minimum qualifying criteria will only be qualified if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under (Assessed available tender capacity - A x N x 5 - B, Where, A - Maximum value of civil engineering works executed in any one year during the last five financial years (updated to 2026-27 price level) taking into account the completed as well as works in progress. N - Number of years prescribed for completion of the works for which Tenders are invited. (90/365 Days) B - Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 90 Days
