But, in case of downgrading/removal/suspension/banning etc. after opening of tender, such changes shall be taken into account while considering the offers. Bidders should submit documentary evidence failing which offer is liable to be ignored. The offers from developmental vendors" may be considered for developmental orders totalling up to 20% of the net procurement quantity.
