PROVIDING SERVICES FOR MANNING AND OPERATION OF CENTRAL AC PLANT AT MANEKSHAW CENTRE (3 X 270 TR) UNDER GE UTILITY PLANT AND MACHINERY DELHI CANTT-10

Providing services for manning and operation of Central Air Conditioning Plant of Capacity 3 x 270 TR Chilled water type, Chilled water plant and Chilled water pump with 02 Refrigerator/ AC operator (Skilled Labour) installed at Manekshaw centre daily including Saturday, Sunday and Gazetted Holidays and various load centre as per requirement complete including cleaning daily all as specified and directed by Engineer-in-Charge. The Plant shall be operated in the follwing manner:- (i) 1st shift of 8 hrs i:e from 0700 Hrs to 1500 Hrs -- 02 Refrigerator/ AC Operator (Skilled Labour) per shift (i) 2nd shift of 8 hrs i:e from 1500 Hrs to 2300 Hrs -- 02 Refrigerator/ AC Operator (Skilled Labour) per shift. Total Refrigerator/ AC Operator (Skilled Labour) per day against above location = 04 Nos Refrigerator/ AC Operator (Skilled Labour)

Details of the AC Plants:- The operators are also responsible to carry out daily routine maintenance of following equipments as specified and directed by Engr-in-Charge:- (i) Condensing pump sets along with motors of 25 HP -02 Nos. (ii) Chiller pump sets along with motors of 30 HP -02 Nos. (iii) FRP cooling towers complete with motor, fan, gear box-03 Nos. (iv) Compressor water pipe lines and its control valves complete-Lot. (v) Chiller water pipe lines and its control valves – Lot. (vi) AHUs complete with accessories such as casing, chilled water coil, hot water coil, any type of air filters, drive motors control panel etc. complete-43 Nos. AHUs. (vii) Expansion tanks including their insulation for chilled water and hot water system-01 No. (viii) Electrically operated hot water generator of Capacity 2x300 KW complete with automatic and safety controls such as safety valve, purge valve, high limit cut out, automatic and manual reset, low level cut out stop controller, thermostat, heaters including its control panel-01 No. (ix) Hot water pump set along with motor and control valves pump set 30 HP - 02 Nos. (x) Hot water piping, insulation, fittings control valves connected between hot water unit to pump set and pump set to various AHUs-Lot. (xi) Controls for AHUs comprising of three way mixing valves with modulating motor, thermostat and humidistat-43 Nos. (xii) Supply air ducting complete, aluminum section grills/diffusers its dampers, fire dampers complete. (xiii) Cubical type floor mounted main LT panel complete consisting of control switch gear, starters of pump sets, cooling towers and its single phase preventors, no volt and under volt protection system, meters indication lamps complete-02 Nos. (xiv) Sub control panel provided for AHUs including controls starter meters and protection system -43 Nos. (xv) Central control panel comprising of ON/OFF push buttons and ON/OFF indication lights -01 No. (xvi) LT cables from main electrical panel to compressor motor, Pump motors, cooling tower motors, sub panels of AHUs units floor mounted and ceiling suspended and control cables of central control panel complete –One Lot. (xvii) Two numbers of earth pits and earthing strips provided for panels and motors complete-One Lot. (xviii) Air washer operated on 230 volt AC supply-02 Nos.(xix) Package chillers units- 03 Nos. each consisting of 1 No. 270TR.

Refrigerator/AC operator per person per shift as per existing rates.

Employees Provindent Fund as per existing rates as applicable.

Employees State Insurance as per existing rates as applicable.

Contribution of Bonus as per existing rates as applicable.

Over Head & Profit as applicable.

Labour Welfare Cess (LWC) as applicable.

Note for item No 1.00 to 8.00:- (a) The manning & operation and maintanance of plant under this contract shall be done through OEMs i.e. Blue Star/Trane/Voltas/ Hitachi/Carrier. The contractor will have to submit MoU on stamp paper of Rs. 100/- duly notarized as per proforma (on serial page No. 101 & 102) within seven days from date of cammencement as per work order, failing which the contract will be liable to be cancelled and work will executed as per policy invouge of the contractors default. (b) The contractor shall monitor the duties of all Refrigerator/AC operator during change of duty and submit report to concerned JE E/M / Engr-in-Charge, the cost of the same is deemed to be included in the quoted rates. (c). The contractor shall quote the rates for deputing man power and reliever arrangement as per existing labour laws. (d) All Refrigerator/AC operator should in possession of mobile for ease of communication. (e) The mobile number to be permanently display at AC plant as directed by Engr-in-Charge and cost of the same deemed to be included in the quoted rates. (f) Recovery of the following per shift per operator/ mechanic will be effected for the less number of mechanic employed on any working day:- (i) Refrigerator/AC operator – Rs. 2000/- per shift of 8 hrs (ii) Refrigerator/AC operator – Rs. 500/- per additional hours (g) The contractor shall provide the services of trained person with 3 years experience in similar field and documents to be submit the Engr-in-Charge for approval before commancement of work. (h) Plant should be maintained to achieve temp 23 º C + 2º C and relative humidity 50 + 5% or as per plant designed for. (j) Daily log sheet & maintenance register for plant shall be maintained. Log sheet shall be signed every shift during handing taking over the shift of duly person clearly. Record of inside temperature of Deptt to be maintained shift wise.

Note for item No 1.00 to 8.00 (Contd..../) :- (k) The contractor will ensure that water is always available in make up water tank. If adequate quantity of water is not available then duty operator will lodge complaint with water supply staff/AGE E/M AC office immediately for filling of water. (l) The contractor will maintain a daily temperature record book of each AHU area rooms and to be signed by contractor rep and Engineer-in-Charge. (m) The contractor shall carry out daily general routine checking of the complete system. Cleaning of fine air filter such a way that all AHUs are cleaned once in a month and making a maintanance register for above maintanance and one seperate register to be maintained as complete register received from Deptt and taking signature from users. The contractor will arrange to clean all the grills/ ducts on regular basis with vaccum cleaner and other appliences and record to be maintained. (n) Staff engaged for operation/ maintanance of the installation will not leave the installation/ Plant under any circumstances, if during surprise check by the representative of Deptt., operation /maintanance staff found absent then penalty of Rs. 500/- per hours per person will be imposed and deducted from contractors dues (RAR/Final Bill). (o) The Plant operator should be in uniform profies with name tag. (p)The Plant operator should posses Temp & Humidity meter for inside room temp measurement, Temp & Humidity meter shall be provided by the contractor. (q) Duty roster will be submitted by the contractor before commencement of the month for obtaining the approval of JE and Engineer-in-charge. Any change in duty roster will be made by the contractor, only after approval of Engineer-in-charge. (r) The operator shall also be responible to inform any complaint of non functioning of AC Plant to the Engr-In-Charge. (s) Contractor has to carry out all minor break down/repairs pertains to complete machineries of central AC Plant & connected cooling tower AHUs and electrical panel, rates quoted is deemed to be included for all except any damage due to natural disasters such as flash, floods, earth quake, cyclone etc.

Note for item No 1.00 to 8.00 (Contd..../) :- :- (t) The rate quoted for items of outsourcing shall not be less than minimum wages as notified by Government of India/ concerned State Government/ Local Body, whichever is higher and also not less than applicable rates for contribution of employee towards Employees Provident Fund (EPF), contribution towards Employees State Insurance Corporation (ESIC), contribution of Bonus and Labour Welfare Cess (LWC) under respective headings/ sub-items. In case the rates quoted are less than the prevailing rates/ instructions under any heading(s), the bid will be treated as Non-Bonafide/Invalid, shall be disqualified and such bids will not be considered for acceptance. In such case, the lowest bidder shall be determined from amongst the valid/ bonafide bids only. The tender will be considered for financial evaluation only if the Section-1 (item Nos. 3.00 to 8.00) are found bonafied. (u) 'NIL' or 'Zero' Quoting against OH & Profit shall be render the bids as 'Non-bonafide' & will be rejected. (v) The GST is included in the rates quoted against all items. (w) Contractor is required to quote only upto two digits after decimal place (as per IS No. 2 : 1960) or otherwise it will be considered by rounding off to two digits after decimal place. (x) In case of tie amongst bidders, the criteria shall be applied to decide the lowest bidder for acceptance as mentioned in Schedule 'A' (BoQ) Notes. (y) Bonus will be applicable along with manpower requirement in the tender and as per Bonus rules. The quoted rate against bonus is to be considered for payment on actual basis. The contribution toward Bonus amount is payable only after submission of valid and authentic document in support of having paid the requisite amount of bonus to the workmen. The contractor has to submit the proof of bonus at the time of claim of RAR/Final Bill. Similarly items/ sub items of ‘contribution towards EPF’ and ‘contribution towards ESIC’ shall also be payable after submission of valid and authentic document in support of proof of payment.
