Special Eligibility Criteria

   The purchaser reserves the right to place order on: (A) Vendor who possess STQC certification for camera & software of MNVR (Mobile network video recorder) as per requirement of RDSO specification No. RDSO/SPN/TC/106/2025, Version 3.1 on or before tender opening date. The tenderer has to submit STQC certificate for camera & software of MNVR along with bid documents. Vendor has also to submit tender specific authorization from OEM of MNVR if the vendor is not the OEM of MNVR. OR (B) Vendor possessing STQC approval of software of MNVR (Mobile network video recorder) on or before tender opening date subject to submission of STQC approval of software of MNVR along with bid document & tender specific authorization from STQC approved camera OEM of camera. Vendor has also to submit STQC approval document of OEM of camera as per requirement of RDSO specification no. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents. Vendor has also to submit tender specific authorization from OEM of MNVR if the vendor is not the OEM of MNVR. OR (C) Vendor possessing STQC approval of camera on or before tender opening date subject to submission of STQC approval of camera along with bid document & tender specific authorization from OEM of STQC approved software for MNVR (Mobile network video recorder). Vendor has also to submit STQC approval document of OEM for software of MNVR (Mobile network video recorder) as per requirement of RDSO specification No. RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents. Vendor has also to submit tender specific authorization from OEM of MNVR if the vendor is not the OEM of MNVR. OR (D) Vendor who is the OEM of MNVR (Mobile network video recorder) has to submit tender specific authorization from the OEMs of STQC approved camera and STQC approved software of MNVR. Vendor has also to submit STQC approval document of OEM for Camera and software of MNVR (Mobile network video recorder) as per requirement of RDSO specification no.RDSO/SPN/TC/106/2025, Version 3.1 along with bid documents. OR (E) System Integrator who shall submit tender specific authorization for Camera, Software of MNVR (Mobile network video recorder) & MNVR from OEMs of camera, Software of MNVR and MNVR. Tenderer has to submit STQC approval of camera and software of MNVR from OEM who possess STQC approval on or before tender opening date as per the requirement of RDSO Specification No. RDSO/SPN/TC/106/2025, Ver. 3.1 of OEMs along with bid document.

   The Authorized dealer/agent of the approved vendors/OEM must upload tender specific authorization in proper format; failing which their offer WILL BE SUMMARILY REJECTED.

   For Sub part/components of the tendered item, tender specific authorization can be issued to multiple bidders by the OEM ( of sub part/components) which will be acceptable. However, for complete tendered item only one tender specific authorization will be acceptable if OEM (of complete tendered item) is not participated in this tender.

Commercial-Compliance

   Fitment by the firm in the EMU/MEMU SHED shall be done at different locations as enclosed in Annexure-E. The delivery of the number of VSS sets to Workshop and EMU shed/MEMU shed shall be as per Annexure-E( attached with tender). However, the quantities are tentative and actual quantities at the Workshop, Coaching Depots may vary depending on the arising at the time of execution.

   COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT(CAMC):Bidder should mandatorily give consent regarding comprehensive annual maintenance contract (CMAC), for a period of five(5) years after expiry of warranty period, else offer will be SUMMARILY REJECTED. Concerned Coaching Depot may opt to execute the CAMC separately. (A) tenderer should quote a rate for the supply, installation, testing & commissioning of IP based surveillance system, EXCLUDING THE RATE OF CAMC. (B)In case CAMC is operated by a coaching depot, during maintenance period after completion of the warranty period, the contractor shall be paid for its maintenance obligation as under: "5% (Five percent) per coach per annum of the Basic rate with applicable Taxes for CAMC from the date of completion of the warranty period till completion of the maintenance period". Basic rate means the rate mentioned in the Purchase order without Taxes against which IP Based Video Surveillance System has been supplied. (C) Other details regarding CAMC will be as per CLW Spec. No. CLW/ELDO/AMC/VSS/01 Rev-0 Alt.-C or latest, where in the term (i) Locomotive to be read as Coaches, (ii) Locomotive sheds to be read as Coaching Depots/ Workshop, (iii) Locomotive Production units i.e. BLW/CLW/PLW to be read as Coach Production Units i.e. ICF/RCF/MCF (iv) Sr. DEE to be read as Dy. CME(Carr)/ Sr. DME/Sr. CDO/CDO.

   As the estimated value of this tender is more than Rs. 10 Crore,all the bidders are to upload a certificate from the Statutory Auditor or Cost Auditor of the Company (in the case of Companies) or from a practicing Cost Accountant or practicing Chartered Accountant (in respect of suppliers other than companies) giving the percentage of local content for with brief description of tendered item as offered and to be supplied by them.

   Validity of offer : Validity of offers should be minimum 120 days from the date of tender opening.

   Bidders are reminded to carefully go through IRS conditions of contract (included and uploaded along with the bid document) particularly those pertaining to Code of Integrity, Misdemeanor and penal measures. If two or more bidders are found to be sister concerns of affiliates (having common partner/director/promoter/owner/holding company decision control etc.) the offers of all such sister concerns are liable to be rejected as per relevant provisions of IRS terms and condition.

   (1) Para 23(c) of GCC is not applicable for this tender. (2) Quoted quantity by a tenderer should not be less than 20% of the tendered quantity i.e. for total 161 EMU/ MEMU set, Otherwise offer will be SUMMARILY REJECTED.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
