Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPPP portal due to internet connectivity issues and technical glitches at bidders end.

The intending Bidder/ firm/company are advised to visit the work site before submission of the tenders.

The necessary Certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e- tender document. The original certificate / documents shall be produced prior to the opening of bid for verification. Scanned signature of the Bidder/ firm/ company authorized representative of the Bidder/ firm/ company shall be attached while uploading bid document.

If any of the dates mentioned above happens to be a general holiday, the next working day holds good.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

Corrigendum will be published in the website for all modifications or corrections if any.

The contractor should mention their recent correct postal address & mail address in declaration forms.

All materials like steel, cement etc., required for the above work should be procured by the contractor only. No departmental supply of any materials shall be made by Department.

The contractor should adhere to the accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work & also Land acquisition problems if any.

Typographical errors, if any, will not be the ground for any claims by the Contractor.

The necessary Certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e- tender document. The original certificate / documents shall be produced for verification when demanded, otherwise the tender will be treated as non responsive bid and rejected.

Scanned signature of the Bidder/ firm/ company authorized representative of the Bidder/ firm/ company shall be attached while uploading bid document.

Incomplete tender documents will be rejected.

As per the Karnataka Building and other Constructions Workers Welfare Cess Act 1996, 1% of the bill amount will be deducted from the bills.

The contractor should furnish the name of the individual / firm / company with address & telephone No with place of registration, year of incorporation etc.

Original documents shall be produced for verification at the any stage of tender process, Failure to produce original documents will lead to disqualification. Work done certificate should have all the details CR no, work order issuing date, work completion date and year as asked in bid document.

Restrictions on Public Procurement from Bidders of certain countries as per Government order No. FD 455 Exp-12 2020 Bengaluru dated:25-08-2020.

During the execution of works, if any minor minerals are required, contractors have to abide by the prevailing rules and Acts applicable to Minor Minerals. As per the prevailing rules, for any use of Minor Minerals, the contractor has to submit the mineral Dispatch Permit (MDP) obtained from Mines and Geology Department. If mineral Dispatch permit (MDP) is not submitted by the contractor along with the bill, the prevailing penalty DMF contribution as per Karnataka Minor Mineral Concession Rules 1994 (as amended from time to time) will be deducted from the contractors bill.

The agencies participating in the tender shall be registered in the Construction Labor Board as per the G.O. No. LD 300 LET 2006 Dated:18-1-2007 and Addendum No. LD 95 LET 2013 Bengaluru Dt:1-4-2013. Also the contractors entrusted with the work shall employ the labors only who have registered in the Karnataka Building and Construction Workers Welfare Board failing which the contractor shall be liable for any further action as deem fit by the authority.

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms as mentioned in bid document for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause 44 of the Conditions of Contract for all works.

The Tenderer has to quote his rate by excluding GST. However contract will be concluded for the AMOUNT (Exclusive of GST) but Applicable GST will be paid extra prevailing at the time of execution If the GST rates are revised during the contract period, the Tenderer/Employer has to accept the revised GST rates for making payment/recovery.

The contractor has to make his own arrangements for procurement of all the required materials and the materials so procured shall confirm to the relevant IS Specifications and obtain necessary quality certificate from authorized quality control.

The Contractor is fully responsible for the Equipment / Material until the same is handed over to the EXECUTIVE ENGINEER in an operating condition after commissioning. The Contractor is responsible for the proper maintenance of equipment / material as well as protection of the same against theft, elements of nature, damages etc., while in his custody as well as after erection until the same is taken over by the EXECUTIVE ENGINEER under due acknowledgment in writing.

The tenderer shall also disclose if there are any bankruptcy proceedings against him.

The Work Done Certificates shall be issued by the Executive Engineer with indent number mentioned (if work done in Karnataka State), otherwise it shall be issued/counter signed by Superintending Engineer (if the work is done in other states).

Sub-Leasing/G.P.A of Work is Prohibited.

Each Item Of BOQ To be read as with all lead and lifts and including loading and unloading charges and all other charges and as per the direction of Engineer in charge.

The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the work listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.

Income Tax : Latest copy of the Income Tax Clearance Certificate and Sale Tax Clearance PAN and TAN Nos. to be uploaded.

The tender processing charges paid by the bidder/ firm/ company are not refundable even if the tenders are cancelled.

All other terms and conditions as per KW-4 tender documents.

As a third party, vigilance cell which is working under Major Irrigation is now included in Minor Irrigation and Ground Water Development Department, Vigilance cell has empowered to visit the working site often and often without any prior intimation to check the quality and quantity at any stage till completion. Any lapses with respect to quality and quantity of work, losses, the contractor is held responsible. Please Note.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

For Works estimate cost more than Rs. 100.00 Lakhs For Quality control lab to setup at site as per requirement of the work.

As per Government Order No.LD 300LET 2006, Bangalore, dated, 18.1.2007,1% of the amount of the cost of the work executed will be deducted from the contractors bill every time towards collection of Cess under the building and other Construction Workers Welfare Cess Act 1996

Past Experience

ITT 3.2b.Satisfactory completion (at least 90% of the contract value), as Prime contractor, at least one similar work such as Construction of tanks / Improvements to tank Work from Single Contract of value not less than Rs.148.69 Lakhs during the last five years (2020-21, 2021-22, 2022-23, 2023-24, 2024-25). The work done certificate should be obtained duly signed from an Officer not below the rank of Executive Engineer of the concerned division.
