ELIGIBILITY CRITERIA FOR VACUUM MOLDED SEATS & BERTHS:- Regular/ Bulk order :- The OEM or Bidder can be a single entity or a consortium or JV having past experience in design and manufacture of Seats with vacuum molded PU foam cushion integrated with upholstery/rexine and has supplied the same to Indian Railways or Indian PSU or International Railways. Bidder has to submit details of design capabilities; purchase order and Receipt note with performance report from User Railways. Or The OEM or Bidder can be a single entity or a consortium or JV having past experience in design, manufacture and supply of Seats with vacuum molded PU foam cushion integrated with upholstery/rexine & has supplied at least 500 nos. of seat assembly with vacuum molded cushion seats integrated with upholstery/rexine for any automobile in past 3 years from tender opening date. Bidder has to submit details of design capabilities; purchase order and Receipt note with performance report from the OEM of automotive industry. Developmental order :- Supplier of Seats & Berths of Amrit Bharat coaches who has supplied 50 coach set of of Seats & Berths of Amrit Bharat coaches. Document to be submitted along with the offer: a) In case the firm is quoting using a consortium or JV then documents establishing the relationship shall be submitted along with the offer. b) Bidder have to submit clause wise compliance on the tender specification. c) Bidder have to submit complete details of the M&P. d) CCA shall be carried out Dev orders.

Payment Terms

80% payment (excluding Installation & Commissioning Charges) shall be made on receipt of the items in satisfactory condition, against Receipted Challan duly signed by Gazetted Depot Officer and Inspection Certificate issued by the nominated Inspection Agency. Balance 20% payment (alongwith Installation & Commissioning Charges) shall be made after successful Installation & Commissioning of the equipment by firm on the basis of Certificate given by RCFs nominated Officer. In case Installation & Commissioning of the item is delayed or put-off beyond 90 days of the receipt of the item at the ultimate consignee due to written instructions of the Purchaser/Consignee, the balance 20% payment of supply portion shall be released to the Supplier on his furnishing the necessary Bank Guarantee of equal amount i.e. balance 20% valid for the period as asked by the Purchaser.

Statutory Variation Clause

Actual GST will be as applicable at the time of dispatch subject to documentary evidence. SVC Clause applicable. (ii) On reduction of rate of tax on supply of goods and services, the benefit of input Tax Credit (ITC) shall be passed on the recipient by way of reduction in prices. (iii) If firm is not liable to be registered under CGST.IGST/UTGST Act, the railways shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the concerned tax authority:

Option Clause

QUANTITY OPTION CLAUSE : THE PURCHASER SHALL BE ENTITLED TO VARY THE ORDER QUANTITY UPTO + 30 PERCENT ANYTIME WITHIN THE DELIVERY PERIOD (INCLUDING EXTENDED DELIVERY PERIOD) ON THE SAME TERMS AND CONDITIONS. THE INCREASE IN QUANTITY WITH RESPECT TO THE TENDER QUANTITY CAN BE DONE EVEN AT THE TIME OF ORDERING AND THE TENDERER SHALL BE BOUND TO ACCEPT THE QUANTITY SO ORDERED ON THE BASIS OF HIS ORIGINAL OFFER. THE PURCHASER SHALL BE ENTITLED TO EXERCISE + 30% OPTION CLAUSE IN ONE OR MORE THAN ONE INSTALMENT AS LONG AS THE TOTAL VARIATION IN QUANTITY DOES NOT EXCEED THE LIMIT OF 30 PERCENT OF ORDERED QUANTITY.

GREEN TRANSPORT POLICY:- I) SUPPLIERS SHALL NOT ENGAGE TRUCKS/ VEHICLES OF MORE THAN 15 YEARS OLD FOR TRANSPORT OF GOODS TO RCF. II) ALL VEHICLES ENTERING INTO FACTORY PREMISES SHOULD CARRY VALID PUC (POLLUTION UNDER CONTROL) CERTIFICATE AND VALID INSURANCE POLICY. III) VEHICLES MAY UNDERGO SURPRISE CHECK BY RCF FOR GENERAL CONDITIONS SUCH AS TYRES PRESSURE, TANKS etc. AND REPORT SUBMITTED TO CONCERNED CMMs. IV) SUPPLIERS SHOULD ENSURE SPEED CONTROLLERS ARE INSTALLED IN ALL NEW HEAVY VEHICLES. V) RTA NORMS SHOULD BE STRICTLY MAINTAINED FOR DRIVER'S COMPETENCE.
IRS Conditions of Contract: The contract shall be governed by latest version (along with all correction slips) of IRS conditions of contract, and all other terms and conditions incorporated in the tender documents.
