Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Tribe reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidder s end.

The employer reserves the rights to reject one or all tenders without assigning any reason.

The employer is not responsible for any delay in accessing Karnataka Public Procurement Portal.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected.

All the items in the tender include all lead, lifts, labour, loading, unloading, transportation, hire charges of machinery curing for concrete works, and all other incidental charges necessary for successful completion of works as per the direction of Engineer-in-charge of this work.

Contractors should follow strictly prevailing rules of labour act.

In case if the death of a contractor, after executing the agreement / commencement of the work, his legal heir, if an eligible registered contractor and is willing, can execute and complete the work, at the accepted tender rates, irrespective of the cost of the work.

The Item rates quoted shall include cost of Royalty charges on construction materials and other taxes as per rates provided in prevailing Govt orders at the time of execution

All materials required for this work shall be procured by the bidder himself and should be got tested by the quality control authorities at his own cost before use on the work. Department will not supply any materials.

The tenderer should submit proposed methodology and programme of construction backed with equipment and material planning, & deployment duly supported with broad calculation and quality management , plan, proposed to be adopted justifying their capability of execution and completion of the work as per technical specifications and within the stipulated period of completion.

Materials like bitumen, steel,cement etc., required for the work shall be procured by the tenderer themselves and should get tested by the quality control authority at his cost before used on the work.

All documents should be uploaded by the contractor is to be attested by the authorized notary or an officer not below the rank of Executive Engineer and should be produced for verification at any stage of process as and when saught for. Failure to produce original documents leads to rejection of Tender.

Financial Year will be reckoned as the period between first day of April and Thirty-first day of March of succeeding year (both days inclusive).

Units, Rates & Prices shall be quoted by the tender in Indian Rupees only

Item for which no rates or price has been entered in will not be paid for by the Employer when executed & shall be deemed covered by the other rates & prices in the bill of quantities.

GST Shall be paid at the prevailing rates

SECTION 2 ITT 3.2(a) Achieved in at least one financial year a minimum financial turnover (in all classes of Civil Engineering construction and Building works only) of Rs.39.60 Lakhs

SECTION 2 ITT 3.2(b) Satisfactorily completed as a prime contractor for at least any construction work to an extent of 25% of the cost of the work and the value not less than Rs.9.90 Lakhs

SECTION 2 ITT 3.3 Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their Available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tender capacity (AXNX5.0-B)Where, A is Maximum value of civil Engineering works executed in any one year during the last five years (updated to 2026-27 price level) taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the works for which tenders are invited.B is Value, at 2026-27 price level, of existing commitments and ongoing works to be completed during the next 6 months (period of completion of the works for which Tenders are invited)

To qualify for award of this contract, each Tenderer should be registered as Class-I, Class-II, Class-III Civil Contractor in KPWD

To qualify for award of this Contract, each tenderer should give all details and documents as per Tender document.

As per Go No. FD/611 Exp-12/2023, Bengaluru Dt: 03.02.2024, Security deposit for an amount equivalent to 5% of the Contract price payable shall be deducted in every running bill. However, in case of first and final bill the entire Security deposit will be deducted from the final bill.
