Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPPP-Portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tenderer should be a KPWD Class-4 and above registered Contractor

Work sanctioned under head of Account 3054-04-105-0-01-200-MDR Bridges/Culver Maintenance (Flood work) for the year 2024-25

Conditional tenders will not be accepted.

The Tenderer should submit the scanned copy of the last 5 years balance sheet indicating the civil work contract receipts certified by the chartered accountant. Submit the balance sheet indicating the contract receipts certified by the chartered accountant with UDIN No/Auditor & Tax consultant with their registration no, who ever is applicable. & Contractors should have Registration of GST.

Royalty on construction materials and other taxes will be deducted as per prevailing Government orders.The item rates quoted shall include cost of royalty charges on construction materials and other taxes as per the rates provided in prevailing cost & conveyance of all materials, Curing, Watering, unloading with all leads & lifts labor, hire charges of machinery equipment etc., complete including all incidental charges. All the items shall be executed as directed by the Engineer in charge of the work.

To qualify for award of this contract, each tenderer should furnish qualification information as per section 3 of Standard Tender Document attached to this tender.and also upload Scan copy of pan card, Valid GST registration certificate & also upload address proof certificate(Aadhar Card/DL/Pass port etc..) contractor should mention valid Email ID, communication Address, Phone Number properly

The bidder shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs. The tender fee is non-refundable and The employer is not responsible for any delay in accessing KPPP portal.

Only Original documents to be scanned and uploaded, Executive Engineer reserves the right verify the Original Documents before approval, original documents/Certificate for qualification shall be produced when called for during evaluation of tender.

All the Formats prescribed in the bid Documents shall be filled in Complete manner.

The materials like bitumen, Steel, Cement etc., required for the work shall be procured by the tenderer themselves and should be got tested by the Quality Control Authority before use on the work and contractor should carryout additional test required if insisted by Engineer in charge of work at his own cost.

The item rates quoted shall include cost of royalty charges on construction materials & other taxes as per the rates provided in prevailing cost & conveyance of all materials, Curing, Watering, unloading with all leads & lifts labour, hire charges of machinery equipment etc., complete including all incidental charges. All the items shall be executed as directed by the Engineer in charge of the work.

As per Government order FD 447 EXP-12 2022 dated 30/07/2022, 18% GST will be added to the Contract amount seperately. And Increase in GST shall not be paid in the extended period of Contract for which the Contractor alone is responsible for delay as determined by the authority while granting the extension of time.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund and Contractors should Follow strictly prevailing rules of labour act.

Estimate rates are excluding GST as per Common SR 2023-24 and prevailing GST (18% of Amount Put to Tender) amount is kept in form of Lump sum in sanctioned estimate accroding to guidelines in Common SR (GO:PWD 51 RDF 2019 Bangaluru Dt:18.03.2022). Therefore amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Seperately at stage of Draft Tender Schedule Process for Over ALL amount put to tender, tender has been inviting through an Option with INCLUSIVE. but the item wise rates do not include GST. Hence, GST will be paid seperately for the quoted amount accrodingly. Declaration Certificate must be attached mandatorily.

The Employer reserves the rights to accept any Tender and to reject any or all Tenders as per Standard Tender Document Clause 22.

The Tenderer should maintain the Bridge/Culvert during defective liability period of upto 1 years

Tender shall obtain the work done Certificate in the prescribed format from the Competent Authority no below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the Tender. The Original Certificate shall be produced at the time of Opening of Technical Bids for Physical Verification, If sought.

Bidder should upload the bid capacity calculated as per KW-1,KW-2 tender condition, The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent. False representations in the statements leads to disqualification of the tender as per clause 3.1

In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.

Contractor should take all precautionary measures to avoid any damage to the utilities during excavation as well as utility shifting. To that extent the contractor should indemnify the client.

The Successful bidder has to follow the prevailing Government orders regarding Royalty charges. The Contractor has to submit an MDP Certificate along with the running contractor bills. Otherwise the Department will take necessary action as per the government Orders/Circulars.

Any deviation/erroe/mistakes found in units of items, they should be read as unified SR 2023-24 (Continued to 2024-25) and the rates shall be quoted accordingly

Contractor should take all precautions to ensure that no damage is caused to the existing structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost.

The contractor should be responsible for all deduction of the labours wages as per the Labour Act.The Public Works Department will not be held responsible for the same.

Contractors has to upload the EPF Registration with September -2024 Challan Copy. Contractors has to submit their labour EPF details with every Running Bill

Materials like steel, cement etc., required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work at their own cost.

EMD for Rs. 0.42 Lakhs shall be paid through e-procurement only.

To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e. 2019-20, 2020-21, 2021-22, 2022-23 & 2023-24 (a) achieved in at least two financial years an Average of annual Financial Turn over (in all Clauses of Civil Engineering Construction Works only) of Rs.21.18 Lakhs, (in all classes of Civil Engineering Construction works only)

To qualify for Award of this contract, each Tenderer in its name should have in the last five years i.e., 2019-20, 2020-21, 2021-22, 2022-23 & 2023-24 satisfactorily completed as prime contractor, at least one similar work such as Repair work/road work of value not less than Rs.10.59 lakhs. Work done Certificate issued by competent Authority of rank not less than Executive Engineer.
