TPI at OEM Premises
EARNEST MONEY 1. Tenderers are required to deposit Earnest Money online equivalent to the amount mentioned in the tender document. Tenderers not submitting Earnest Money should clearly indicate in their offer the reasons for the same, and failure to do so will be taken as unwillingness on their part to deposit the Earnest Money. 2. Amount of EMD (rounded off to nearest higher Rs. 10 (ten)) to be taken in tenders, Wherever applicable. a) It will be @ 2% of the estimated tender value up to Rs. 50 Cr. subject to maximum EMD of Rs. 20 lakh. b) EMD will be Rs. 50 lakh for tenders above Rs. 50 Cr. 3. Exemption from Submission of Earnest Money: The under noted categories of tenderers need not deposit Earnest Money:- a. Firms registered with MSE for tendered item as specified in para-3(b)(I)/NSIC. b. Tender cases of value up to and including Rs. 25 lakh unless otherwise mentioned in the tender. c. Other Railways and Government departments. d. Indian Ordinance factories. e. PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them. f. Vendors registered with Railways for the trade group of the item tendered. g. Vendors appearing on the approved vendor lists of DSO/PUs/CORE, subject to approval status being valid on the date of tender closing. h. Vendors registered with Railways for supply of medicine, medical equipments and consumables shall be exempted from submission of EMD for these items. i. In tenders issued against PAC, OEM in whose favour PAC has been issued shall be exempted from submitting EMD. KVIC and ACASH shall be exempted from EMD for items supplied by them. 4. Offers of tenderers who do not submit Earnest Money, and are also not exempted from submission of Earnest Money shall be summarily rejected. 5. The purchaser reserves the right to forfeit the Earnest Money Deposit if the tenderer withdraws or revises his offer within the validity period or fails to deposit Security Money in terms of Clause6 of this document. 6. No interest shall be payable by the purchaser on the Earnest Money. EMD of unsuccessful bidders and tenderers shall be released immediately after finalization of the tender.
SECURITY DEPOSIT:- Firm shall deposit 10 % of the total contract value towards security deposit i.e.10% of the contract value rounded off to nearest 10. SD shall remain valid for a period of 60 days beyond the date of completion of all contractual obligations. 2.There shall be no exemption from submission of Security Deposit (SD) for any tender or by any tenderer except following: a) Other Railways and Government Departments in terms of Railway Board's letter No. 2004/RS(G)779/ 11 dated 24.07.2007. b) Indian Ordinance factories in terms of Railway Board's letter No.92/RSS(G)363/1 dated 08.04.1993. c) PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them in terms of Railway Board's letter No.2003/RS(G) 779/5 dated 10.09.2004. 3. SD must be paid within 21 days from the date of letter of advance acceptance issued in IREPS ON LINE. No extension of time of submission of SD money will be granted. For details please see Para 10.0 (SECURITY DEPOSIT), Para 11 (ACCEPTABLE FORM OF SECURITY DEPOSIT) of INSTRUCTIONS FOR TENDERERS of UNIFIED BIDDING DOCUMENTS (Rev-02 of Sept-2019), attached with the tender.
(A) Make/Brand Should be mentioned along with Offer. (B) Manufacturers or their authorized Distributor/ Dealer/Agent with Tenders specific authorization can only quote. OEMs can authorize and give Tender Specific Authorization to its Agent / dealers to quote on their behalf provided the manufacturer takes full responsibility for the quality of the material including warranty obligation and the inspection of product against Railways order is carried out at the manufacturers premises. Tenderer must submit Tender Specific Authorization letter from OEM at the time of bidding or within 15 days after issue of LOA. (C) Guarantee/Warranty will be applicable as per IRS Terms and Condition. (D) Material should be supplied as per Description and Specification of the item.

(B) Firm should quote GSTIN No. (C) Training- One week Training on operation and maintenance of equipment to be given by firm for Railway personal free of cost at the consignee site at the time of commissioning . (D) Printed literature on equipment and necessary operating maintenance manual and electric circuit diagram if any should be uploaded along with the quotation. (E) Tenderer must mention Make/Brand. (F) Commission will be Treated only after Successful Load Test Report.
Non responsive Offers with DP longer than the Tender will be liable to be summarily rejected and will be passed over. Delivery/Installation Period Offer should be within proposed Delivery Period
