Notes for item No. 1.00 to 3.00: (a) The entire work mentioned in this BOQ/ Sch 'A' i.e. comprehensive, preventive and periodical maintenance of lifts/ elevators shall be got executed through OEM i.e. M/S Supriya Elevators Company India Ltd (for Srl Item No. 1.00), M/s Omega Elevators Pvt Ltd (for Srl item No. 2.00) & M/S Johnson Lifts Pvt Ltd (for Item No. 3.00). The contractor shall produce copy of MOU for maintenance within 15 days of acceptance of tender failing which the tender may be cancelled. (b) The lifts will be handed over to contractor in as and when condition and no claim in this effect will be accepted at any stage. (c) The comprehensive/ preventive/ periodical maintenance includes weekly, fortnightly, monthly, quarterly, half yearly inspection/ testing as per service manual or as per IS standard. The inspection/ test report will be submitted to Engineer-in-charge by rep of OEM. (d ) The rate quoted for the maintenance are inclusive of repairs and replacement of all items except the items:- (i) Car enclosure. (ii) Floor doors. (iii) Tube light fittings, tubes and fan.

Charges for renewal of lift license from lift inspectorate state Government of Tamil Nadu complete.

Manning & operation for smooth operation of passenger lift of any make installed at SFA Nandanam and Seven Wells Chennai in three shifts of 08 hrs each (including Sundays and holidays) by employing operator in shifts to entire satisfaction of Engineer-in-charge complete all as specified and directed (Rates to be quoted under Srl item No 5.01 to 5.06 here-in-after). Lift operator must have atleast two years practical experience in lift erection and maintenance work or worked for five years as lift operator elsewhere in private sector. During emergencies such as power failure; when lifts are trapped in between floors alongwith passengers, the operator must know how to release the passenger safely out from the lift at nearest floor landing. The lift operator must be available at lift site during his eight hours duty time as specified.

Employer's contribution towards EPF as mentioned in the tender documents.

Labour welfare cess on Srl item No. 5.01 to 5.05 mentioned in tender document.

Details of operators to be employed:- (a) SFA Nandanam- 01 operator each in 03 shifts of 08 hours each on all working days including Sundays and Holidays for 05 No. lifts. (b) Seven wells- 01 operator each in 03 shifts of 08 hours each including Sundays and Holidays for 01 No. lifts.

Notes for Item No. 5.01 to 5.06: (a) The timing of shifts of 08 hrs will be decided by the Engineer-in-charge in consultation with user, accordingly the contractor shall provide the necessary man power for operation of various lifts/ elevators. However no extra payment for the same will be entertained by department at any stage. In case of any difference of opinion between Engineer-in-charge and the Contractor in this regards, the decision of the Accepting Officer shall be final, conclusive and binding.

Notes for Item No. 5.01 to 5.06 (contd..): - (b) The minimum qualification of operator(s), employed by the contractor, shall be ITI certificate holder in relevant trade or 12th pass with minimum 03 years of experience in the operation of lift. The operator(s) must be fully trained to handle any kind of emergency condition in case of any kind of malfunctioning of lift. (c) The operator(s) should not leave the lift till the next reliever does not take the charge of lift exept for single shift operation. (d) The operator(s) will be responsible for cleanliness and necessary up keeping of lift car, including lift lobby area. (e) Lift will be operated by only one operator per shift. (f) The operator should be free from the habits of any addiction such as liquor, smoking or other drugs. (g) The contractor or his/ her representative will also visit the installations once daily and inform defects/ problems if any in writing to Engineer-in-charge. In case of any emergency/ break down of lift, the same must be informed immediately to Engineer-in-charge. (h) All lift operators shall wear uniform while operating in their respective shift duties. (j) For the purpose of payment of minimum fair wages, operator shall be considered as skilled worker.

Notes for Item No. 4.00 to 4.08 (contd..): - (k) In case of absence of any lift operator during shift duty, contractor will be penalised @ Rs. 2000/- per shift per operator irrespective of the period of absence from duty and no payment at contract rates shall be made for such shift(s). (l) The quoted rate shall be deemed to include the cost towards uniform for the staff employed for wearing during working hours. The uniform shall be Pant and shirt and the colour and pattern shall be decided by the GE.

Notes for Item No. 5.01 to 5.06 (contd..): - (m) Wages shall be paid by the contractor to the workers/ labour only online. Proof of statutory deductions in favour of workers/ labour shall be submitted by the contractor to Engineer-in-Charge alongwith each RAR/ final bill failing which the payment shall not be processed and the contractor shall have no claim on this account. (n) The rate quoted shall not be lesser than minimum wages as notified by Govt. of India/ State Govt./ Local body whichever is higher including all statutory provisions such as EPF, ESIC, bonus, Taxes etc. on the last due date of bid submission. In case, the quoted rates are lower than minimum fair wages/ subscriptions/ contribution towards EPF, ESIC, Bonus and LWC, the bid shall be treated as non-bonafide and the same shall not be considered for acceptance. In such case, the lowest tender shall be determined by the lowest amount amongst valid/ bonafide bids only. (o) 'NIL' or 'Zero' Quoting against OH & Profit shall render the bid as 'Non-bonafide'. (p) Contractor is required to quote upto two digit after decimal place or otherwise it will be considered by rounding off to two digits after decimal place. (q) Any variation in minimum wages, liability of EPF/ ESIC/ Bonus/ LWC/ GST shall be adjusted for reimbursement/ recovery as under:- (i) Variation in minimum wages including other related statutory provisions shall be adjusted in terms of condition 63 of IAFW-2249. (ii) Variation in percentage/ rate of GST and LWC shall be as per special condition 24 of these tender documents.

Notes for Item No. 5.01 to 5.06 (contd..): - (r) In case of tie amongst bidders, criteria shall be applied to decide the lowest bidder for acceptance as per instructions based upon financial soundness and work experience. The tenderer among other documents; shall submit the following documents in cover 1:- (i) Working capital certificate (not more than three months old) from a nationalised/ scheduled bank on format as prescribed for enlistment. (ii) Turn over certificate showing turn over for last three financial years ending prior to bid publication date from Chartered accountant. (iii) List of all works of similar nature completed in last three years ending prior to bid publication date. Non submission of aforesaid documents shall render the bid liable for rejection in case of tie. (s) Quoted rate against item No. 5.04 i.e. bonus shall be considered for payment on actual basis i.e. only after submission of valid and authentic document in support of having paid the requisite amount of bonus to the workmen. Similarly, EPF and ESIC shall be payable after submission of valid and authentic document in support of proof of payment.
