(1673 MM) FOR 60E1 RAIL ON PSC SLEEPERS INCLUDING ALL FITTINGS EXCLUDING SLEEPERS & NCRGRSP (DRAWING AND ITEM DETAILS AS MENTIONED IN SET DOCUMENTS ARE APPLICABLE) AS PER RDSO SPECIFICATION IRS/T-10-2025.

Special Eligibility Criteria

   Tenderers whose names are appearing in the latest List of Approved Vendors and Vendors for Developmental Orders published by RDSO for manufacture of- Thick Web Switch Expansion Joint to RDSO Drg. No. T-8822 Alt. 04, Item ID:3100582, Sub Item ID : 3100582002 - are considered eligible in this tender. The status of the firm shall be reckoned as on the date of tender opening and not thereafter unless there is a case of downgrading/removal /suspension/banning. Railway reserve the right to place entire / bulk order on RDSO approved sources only. RDSO approval status shall be reckoned as on date of tender opening and not thereafter, unless it is case of removal / suspension / banning.

   As per public procurement policy ( preference to make in India) order no P- 45021/2/2017-PP (BE-II)- Part (4) Vol II dated 19/07/2024 of Ministry of Commerce, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quantity and therefore public procurement of the item is restricted to class I local suppliers only and the vendors who do not qualify to be class I local suppliers should not quoted in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a class I local suppliers for the tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any lost or damaged caused to the vendor

   Any tenderer quoting for less than 50% of quantity consignee wise will be treated as unresponsive and such offer shall be summarily rejected. However, in case of developmental sources offered quantity shall not be less than 20% of tender quantity consignee wise for the item.

   BID SECURING DECLARATION:- I/we hereby understand and accept that if I/We withdraw or modify my/our bids during the period of validity, or if I/We are awarded the contract and on being called upon to submit the performance security/security deposit, fail to submit the performance security/security deposit before the deadline defined in the request for bid documents/notice inviting tender. I/We shall be debarred from exemption of submitting bid security/earnest money deposit and performance security/security deposit for a period of 6(Six) months, from the date I/We declared disqualified from exemption of EMD/SD for all tenders forprocurement of goods issued by any units of Indian Railway published during this period.

Letter No. (available on Rly website ) 2003/RS(G)779/5 dt.19 Sept 2004, Vendors (i.e OEM only) registered with Rlys for the Trade Group of item tendered, Vendors appearing in the approved list ofRDSO/Pus/CORE of the tendered item, Vendors registered with Rly for supply of Medicine Medical equipments and Medical consumables, tender issued againstPAC, OEM in whose favour PAC has been issued, KVIC and ACASH, are exempted from EMD. Bidders quoting with tender specific authorization from OEM are not exempted from EMD. In case, the MSEs exempted from submission of EMD failed to submit SD in stipulated time, damages shall be levied, for failure to it as per offer with regard to conditions related to SD, equal to EMD amount as would have been applicable if the offer was from a non-MSE Vendor. This damage shallbe treated as recoveries upstanding against the vendor and dealt with accordingly.
