Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

The intending tenderer is instructed to note that they should abide by the detailed instructions and conditions contained in the standard tender documents KW-2 K.P.W.D. and further orders there on.

All necessary drawings, paper works, etc. and any other informations required to be observed shall be the responsibility of contractor.

Whenever executing authority insist proof of having purchased the materials (used during executing the work) for verification. The contractor has to produce the purchase bills.

As per Karnataka state Government order LD/300/LET/2006 Blore dated 01.01.07 and Government letter no PW/134/BMS/2007 dated 27.07.07, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

Conditional tenders are not accepted.

The tenderer shall obtain the work done certificate in the prescribed format from the competent Authority Executive Engineer (District level Officer) and scan the original Certificate and attach the scanned file Certificate/ Certificates, which shall be produced at the time of opening of technical Bids for physical verification.

Financial year will be reckoned as the period between first day of April and thirty first day of March inclusive

The employer reserves the rights to reject one or all tender without assigning any reason.

Tenderer shall note, that the tenderers those found Eligible to the conditions mentioned in Section-3 Qualification Instructions to Tenderers (ITT) will only be considered for further evaluation

The employer is not responsible for any delay in accessing E- procurement portal

All the items includes all Leads and Lifts, Loading and Unloading, transportation charges, Cost of all materials, Labour, HOM of machineries as per Standard specifications and as directed by the Engineer-in-charge of the work and all other incidental items which are necessary for the successful completion of the work

The bidder should upload valid KPWD Class III Civil License and above Civil Contractor with PWD, Govt. of Karnataka and should have suitable technical, financial & managerial capabilities

The contractor shall not deviate/alter/execute excess quantities or additional items without the prior approval of the employer.

The Cost of the tender form shall not be refundable.

Further particulars, if any, required by the contractor can be had from the O/o the Executive Engineer, No.1 buildings Division during office hours.

Agency Should upload Employees provident fund (EPF) & ESI registration certificate, and also should upload copy of receipt of the last six months for the payment made for the same

The Tenderer should submit Latest GST clearance certificate

The quantities shown in the schedule are approximate. The actual quantities will be executed as per site condition only. Any balance materials shall be taken back by the contractor

Tenderer should be registered in labour department & submit labour registration certificate

Tenderers must provide the address with valid proof of address along with latest photographs of all the employees who are employed in this work to the concerned authority

Tenderers must provide insurance to all the employees executing this work.

The Labours deployed shall mandatorily wear the face mask, hand gloves and take all safety measures to protect labours and staff

Bidder should upload the bid capacity calculated as per KW-2 tender condition, The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent. False representations in the statements leads to disqualification of the tender as per clause 3.1

Bidder Shall Abide by the Prevailing Labour laws and minimum wages act.

The Quoted Rates Shall be excluding GST

The labour wage rates have been adopted in accordance with Karnataka Government Notification No. Labour Department 411 LDWA 2023 dated:22.05.2026 . In respect to these rates, Writ Petition No. WP -16145/2026 is pending before the Honarable High Court of Karnataka at Bengaluru. Therefore, the said rates are subject to the final judgment /order of the honorable Court.

3.6.Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under: Assessed available tender capacity (AxNx2.5- B) Where A is Maximum value of civil engineering works executed in any one year during the last five years taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the works for which tenders are invited 12 months. B is Value, at 2026-27 price level, of existing commitments and on-going works to be completed during the next 12 months. Note The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent
