Outsourcing of servces for Manning and Operation of DG Set for Security infrastructure at 82 Armd with one Operator/ FGM (skilled) per shift in 2 shifts (8 hours for each shift - first shift - 1600 hrs to 0000 hrs, second shift - 0000 hrs to 0800 hrs) for 16 hour including sundays and holiday including attending telephonic complaints, maintain necessary records and documents as per standard practices including carry out periodical maintenance of installations and day to day maintenance, complete all as specified & directed by Eng-in-charge.
The details of equipments to be handled and maintained are as under:- (a) DG set of cap 40 KVA complete with batteries - 01 No (b) Perimeter Security light/street light complete Ratnuchak Garrison (c) LT Panel/Change over switch - 01 No Note : The Contractor shall employ two (02) Operator/ FGM (skilled) per day as per above shifts, accordingly duty roster to be prepared and submitted before commencement of each month.

Outsourcing of servces for Manning and Operation of water supply installation at Birpur Pump House with one Operator/ FGM (skilled) per shift in 3 shifts (8 hours for each shift - first shift - 0600 hrs to 1400 hrs, second shift - 1400 hrs to 2200 hrs, third shift - 2200 hrs to 0600 hrs) for 24 hour round the clock including sundays and holiday including tightening of pump couplings, foundation nuts / bolts, thimbles of cables, replacement of u/s gland packing, gland ropes etc of pump set or sluice valves, operation of sluice valves and caulking of lead joints of CI pipes inside pump house area, attending telephonic complaints, maintain necessary records and documents as per standard practices including carry out periodical maintenance of installations and day to day maintenance, complete all as specified & directed by Eng-in-charge.
The details of equipments to be handled and maintained are as under:- (a) Centrifugal pump set coupled with induction motor 60HP with star delta starter - 02 Nos (b) Centrifugal pump set coupled with induction motor 25HP with star delta starter - 01 No (c) DG set of cap 30 KVA complete with batteries - 01 No (d) DG set of cap 100 KVA complete with batteries - 01 No (e) Voltage stabilizer of cap 40 KVA -01 No (f) Chlorination plant - 01 No (g) Sluices valves in header/pumping and distribution pipelines situated within Birpur Garrison. Note : The Contractor shall employ three (03) Operator/ FGM (skilled) per day as per above shifts, accordingly duty roster to be prepared and submitted before commencement of each month.
Outsourcing of servces for Manning and Operation of swimming pool at Kaluchak with one Operator/ FGM (skilled) per shift in 2 shifts (8 hours for each shift - first shift - 0600 hrs to 1400 hrs, second shift - 1400 hrs to 2200 hrs) for 16 hour including sundays and holiday including applying chemicals, charging of chlorine, cleaning of chlorination plant, cleaning of fungus, removing of floating material from swimming pool, cleaning of aeriators, chemical dosing bed, backwash the filter in each shift, cutting and removing of vegetations, maintain necessary records and documents as per standard practices including carry out periodical maintenance of installations and day to day maintenance, complete all as specified & directed by Eng-in-charge.
The details of equipments to be handled and maintained are as under:- (a) Pressure filter - 01 No (b) 5HP Centrifugal pump set - 01 No (c) Chlorinator pressure feed pump - 01 No (d) Sluice valves of different sizes (e) Notes : (i) The Contractor shall employ two (02) Operator/ FGM (skilled) per day as per above shifts, accordingly duty roster to be prepared and submitted before commencement of each month. (ii) Emergency light, tools and consumable items shall be provided by the Contractor for smooth functioning of installations. (iii) The rate considered is deemed to be inclusive of cost towards maintenance of hygenic conditions in and around the installations. The department will not take any responsibility towards the health of staff.
(iv) Cleaning materials like bleaching powder , brushes, clothes etc shall be provided by the Contractor. (v) The rate is deemed to include maintaining the log sheet and chemical consumption register on daily basis. (vi) Periodical and general maintenance of installed plant and equipment shall be the responsibility of Contractor. Cost of minor spare parts deemed necessary for smooth functioning & operation of plant and machinery is inclusive in quoted rates.
Notes for Serial Item No 1 to 6 :- (a). The provision of T&P and safety equipments including chlorine test kit complete for operating, repair, maintenace and water testing are deemed to be included in the quoted rate of items. The contractor should maintain chlorine test register duly signed by operator and JE on daily basis. The rate for testing and testing solution and testing kit required shall be included in quoted rates. (b). The contractor shall provide and maintain all the documents such as chloronome record, plant running record book, installation chart, daily records i.e log sheets, duty roaster, attendance register etc and cost thereof shall deemed to be included in rates quoted for the above items. The daily record shall be sign by the contractor or his authorised rep should be submitted to the JE concern on daily bases. (c) Contractor shall submit attendance register, duly completed in all respect to Engr-in-Charge every month.
(d) Unless until releiver report for the duty, staff on duty will not leave the installation without proper handing taking over of the same. (e) The contractor shall keep the installation and its surronding neat and clean by cutting the grass, bushes etc and remove debries from installation as directed by the Eng-in-charge with in the fencing area of the installation and the cost on account of the same shall be inclusive of the rate quoted by the contractor. (f) No payment will be made to the contractor if he fails to submit proof of payment of wages in bank account. (g). Contractor shall make payment to the employees as per minimum wages prescribed by the Dept of labour commissinor. (h) The contractor should provide skilled tradesmen having sufficient knowledge/ experience in the respective field. Experience certificate & qualification certificate as mentioned here-in-after is to be produced to Engr-in Charge at the time of commencement of the work.
(j). Contractor shall provide uniform and I-card to each tradesmen to maintain the identity of operating staff employed by the contractor. (k). Contractor shall ensure insurance of each person employed on duty. (l). Contractor should ensure that his operating staff has experience of handling the DG Set, Pump, Starter, swimming pool etc. The contractor should ensure that his operating staff shall operate pumpset/ Lifts/ Security lights on DG Set in case of main failure during supply hours. The details of running hours of DG Set should be entered in daily Log book and should be submitted to concered JE. The DG Set shall be checked and test run daily twice in morning hours and evening hours as directed by Engineer-in-Charge. (m) Contractor should ensure that his operating staff should check equipments as mentioned in respective Sch 'A' items on daily basis and inform the concerned JE incarge in case of any leakage/defect noticed.
(n). Contractor should ensure that in case of any loss/damage of Govt property occours due to negligence of his employed operating staff it will be the responsibility of the contractor to made good loss/damage at his own cost and arrangement. (o). Operator/ FGM (skilled)/ Electrician (skilled) shall be ITI passed or equivalent in relevant trade having not less than two year experience. (p). It is an express condition of the contract that tenderers are required to quote their rates based on the minimum wages applicable, as fixed by competent authority for the operators/ FGM/ staff to be deployed by them as on bid submission end date. It shall be deemed that quoted rates are based on minimum wages notified by the concerned authority for the station i.e Govt of India/ State Govt/ Union Teritory, whichever is higher including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable.
(q) . The firm/ contractor shall be solely and fully responsible to his reprsentative/ personal for any accident/ damage during maintenance/ operation/ health related liabilities/ compensation, penelty etc on this account. (r). T&P required such as spanner set, wrench, screw driver set, testing lamp, drilling machine and multimeter, tong tester, megger etc as well as protective devices (shoes, helmet etc) shall be provided by the contractor at no extra cost. (s). Rate quoted shall be deemed to include for restoration of jumpers, HT fuses, using existing resources during short circuits/ breakdown due to wind/rain or in normal conditions in the premises to restore the electric supply for incoming and outgoing feeders. (t). Contractor shall be responsible to maintain log books, duty roster attendance register and spare for repair/renewal of parts register, earth register, serviceability register of pump and motors, filteration plant, chemical dosing plant and as directed by Engr-in-charge.
(u). Shift Operator/ FGM/ Electrician/ Helper/ Lift operator (Technician) (reliever) etc shall not leave the installations without prior permission of JE/ Engineer-in-Charge & proper handing/taking over to the next operator/FGM etc. (v). Two pairs of uniform with name plate of tradesmen & firm and shoes shall be provided to each operator by the contractor. (w). Cleaning of complete lift cabin, Machine Room, DG Room, filling fuel (Diesel) in DG sets, greasing, tightening of nuts, bolts will be carried out by the operator/ FGM/ electrician/ Lift technician employed by the Contractor. (x). First Aid box will be provided by contractor at each installation.
(y). Any increase in minimum wages of labour as fixed by the Govt of India/state Govt/ union Territory, whichever is higher shall be paid to the contractor in accordance with the provision made vide condition 63 of IAFW-2249. Increased wages including all other benefits in compliance of statutory provisions shall be paid to workers by the contractor. No extra claim whatsoever shall be addmissible on this account and the bidders shall consider this aspect while quoting their rates. (z). Any consumble item shall be issued by department free for fixing/filling. The contractor shall arrange the transport and collect the same from E/M store yard to the requisite installations within 24 Hours at his own cost and arrangement. Proper record for issue & receipt for this shall be maintained by the Engineer-in-Charge & contractor.
(aa). Duty roster for detailement of operators / FGM (skilled) shall be approved by Engr-in-charge within first three days of every month and the same shall be kept on record and properly displayed at each installation. (ab). The contractor will arrange the earth tester, Megger & clamp meter for installation and will check all the earthings of pump and motors for its serviceability in presence of JE E/M, Engr-in-Charge and test report shall be submitted to the office of AGE E/M duly signed by the contractor on commencement of work for record. (ac). For any damage to the installations due to negligence of operator / FGM such as loose connections, improper routine check up/maintenance etc. the contractor shall be held fully responsible to replace the same at his own cost all as directed by Engr-in-charge.
(ad). Original certificates regarding qualifications of operators engaged in the work, police verification and identity proof shall be produced by the contractor to the Engineer-in-Charge for verification and approval.
