• 1. The bidder should fulfill the following eligibility criteria: -
A. The bidder, as sole bidder, must have experience of having successfully completed similar works (as defined below) of the following magnitude (including applicable taxes) during last 7 years ending last day of month previous to the one in which this tender is invited, should be any one of the following:
(i) One (1) completed similar work having value not less than INR 15/= Crores (Rupees Fifteen Crores).
OR
(ii) Two (2) completed similar works having value of each work not less than INR 10/= Crores (Rupees Ten Crores).
OR
(iii) Three (3) completed similar works having value of each work not less than INR 8/= Crores (Rupees Eight Crores).
Definition of Similar work: -
Similar work shall mean the completed work of one Flyover/Road over Bridge (ROB)/Bridge. The similar work shall include PSC girder super structure and either Pile or Well foundations.
Note: -
• In case, the bidder has completed similar work of larger value in longer duration, only the value of the completed similar work during the qualifying period shall be considered for evaluation.
• In case of completed work order or on-going work order with composite involving combination of different works, including similar works, only the value of the completed similar work during qualifying period shall be considered for evaluation.
• The bidder should clearly mention the documents/certificates which the bidder wants to rely upon for his technical eligibility requirement.
• B. The Bidder shall submit details of experience along with documentary evidence such as copies of the following in support of their meeting the above Technical eligibility requirements.
a) Copy of purchase order or letter of award.
b) Copy of complete contract agreement / detailed work order.
c) Copy of Completion Certificate from the client in support of completion date, completed value of similar work and scope of similar work.
d) Copy of Original TDS Certificates if the work completion certificate has been obtain from any private organization
C. The bidder must produce notarized photocopies of documentary evidences as proof of ownership or have right to deploy under lease or shall arrange on hire basis the following equipment till the completion of the job. (In case of hire basis, bidder shall also submit Memorandum of Understanding (MOU) or hire purchase agreement on non-judicial stamp paper not less than Rs.50/- duly signed by both parties):
I. Concrete Batching Plant and Mixing Plant of minimum 8 cu.m. per hour capacity – 1No.
II. Hot mix plant with computerized control panel (drum type) HMP of minimum 30T per hour capacity – 1 No.
III. Smooth wheeled/tandem roller 8-10T capacity - 1 No.
IV. Vibratory roller 8-10T capacity – 1 No.
• 2 Consortium bidding is not allowed.
• 3. FINANCIAL ELIGIBILITY CRITERIA: Average Annual Turn Over:
The average annual financial turnover of the bidder during last three consecutive financial years ending 31.03.2024 i.e. during Financial year 2021-22, FY 2022-23 & FY 2023-24 shall not be less than Rs.12.60 Crore (Indian Rupees Twelve Crore Sixty Lakh only).
Net Worth:
Net Worth of the bidder should be positive in the financial year ending on 31.03.2024 as per the Audited annual accounts.
Net worth mentioned herein is the sum total of paid up capital and free reserves. Free reserves mean all reserves credited out of the profits and share premium account but do not include reserves credited out of revaluation of assets, write back of depreciation provisions and amalgamation. Further, any debit balance of profit & loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus.
In compliance to ‘Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017’ of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidder shall submit certificate/undertaking regarding guidelines in the prescribed format (Annexure- 10 of Instructions To Bidders (ITB) of Section –II of SBD-Updated in September 2024 R1).
No Corporate Insolvency Resolution/Liquidation Process should have commenced in respect of the Bidder under National Company Law Tribunal (NCLT). A self-certification by the bidder as per Annexure -7 of Instructions To Bidders (ITB) of SBD 2024 (Updated in September 2024) shall be submitted.
Documents required to be submitted by Bidder towards fulfillment of Financial eligibility criteria:
Bidder shall submit copy of Audited Annual Reports (Financial Statement) including Profit & Loss Account statement for the relevant financial years, in proof of above financial credentials.
In case of non-availability of Audited Annual reports (Financial Statement) for any genuine reasons, as an alternate, with reasoned proof, the bidder may submit certified annual turnover for relevant financial years from a practicing Chartered Accountant in support of their financial credentials, in lieu of annual reports. In case of the Chartered Accountant’s Certificate, it should clearly indicate the details of the Membership No. & Firm No. of the Chartered Accountant and UDIN.

• 4. Notes w.r.t Sl.no (3):
Financial eligibility of entities participating in the tender on their own strength only shall be considered and not their related entities like holding company, parent company, subsidiaries or group companies etc. i.e., bidder shall be independent legal entity and shall have its own independent financial accounting systems as per laws of the country.
Revenue from Operations/Turnover’ shall be considered for the purpose of determining the financial eligibility.
Notes
Employer reserves its right to verify the documents/information submitted or inspect the referred projects / installations. The tenderer shall arrange necessary permission from the owner of the referred projects / installations and facilitate such inspection by Employer / Consultant without any cost to Employer.
• In compliance to "Restriction under Rule 144 (xi) in the General Finance Rules (GFRs) 2017 of Govt. of India (regarding Country of Bidder sharing a land border with India), the Bidders shall submit certificate/undertaking regarding guidelines given at Annexure-10. In cases of Consortium bidding, certificate/undertaking shall be submitted individually by each member of the Consortium.
Bidder to submit eligibility documents in line with clause 22.5 of ITB of Section-II of SBD.
