Special Eligibility Criteria

   1) Material will be purchased from Original Equipment Manufacturers (OEM) or their authorized dealer/agents only who have supplied and commissioned the tender item or similar item successfully in any railway Unit or public sector undertaking or any government organization or any Public Listed Company (listed on National Stock Exchange or Bombay Stock Exchange) having average annual turnover of Rs 500 Crores and above in last three financial year excluding the current financial year.) 02. Authorised Agents must attach tender specific authorization certificate of OEM along with their offer. 03. The item shall be considered as similar, if it meets following conditions:- a) It should have same objective/purpose & same working mechanism. b) Capacity should not be less than 80% of indented item. 04. Bidders are required to attach documentary evidence of past performance with R/note or receipt challan or completion report from consignee along with copy of purchase order of same or similar item. 05. The bidders who have successfully supplied the same or similar item to the Public Listed Company should attach the Turn Over Certificate of the same Public Listed Company as defined above. 06. In case of non compliance of any of the above condition, their offer will be ignored summarily without making any further reference to them.

   This is an indigenous open tender, and thel Make in India policy is applicable. Hence, the local content can be increased through partnerships, cooperation with local companies, establishing production units in India or Joint Ventures (JV) with Indian suppliers, increasing the participation of local employees in services and training them. The bidders may bid accordingly.

   The tendered item(s) fall(s) within the ambit of clause 3(a) of Public Procurement (Preference to Make in India) Order, No.: P- 45021/2/2017-PP(BE-II) dated:16.09.2020 issued by DPIIT, Ministry of Commerce and Industry. This implies that there is sufficient local capacity and competition in supply of the tendered item(s) of required quality, and therefore public procurement of the item is restricted to Class-I local suppliers only (having local content equal to or more than 50% as defined under the Para 2 of the above order) and the vendor(s), who do not qualify to be class I local supplier(s), is/are not allowed to bid in this tender and their offer shall not be considered for any ordering. In case any vendor, who does not qualify to be class-I local supplier for the tendered item, but participates in the tender, it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.
