MANNING AND OPERATION OF DG SET ALL EM INSTALLATION AT AF STN CHANDINAGAR

Manning , Operation and maintenance to LT/HTincluding preventive maintenance of HT 33 KV Main receiving station at chandinagar round the clock (24 Hrs a day ) including sunday and gazetted holidays in three shifts consisting of the following (i) 1st shift :- 0800 hrs to 1600 hrs (ii) 2nd shift 1600 hrs to 2400 hrs (iii) 3rd shift 2400 hrs to 0800 hrs (a) One Electrician skilled in three shift (b) One Helper semi skilled in three Shift. The above Electrician and Helper will responsible for running of following equipments/accessories of the installation:- (a) Transformer step down 33KV/11KV of cap 1MVA-02 Nos (b) HT 33KV VCB with complete control and relays and cable connections etc one incoming and 2 outgoing.(c) HT 11KV VCB incomming with all controls, relays and cable connections etc - 02 Nos(d) HT 11KV VCB outgoing with all controls, relays and cable connections etc -05 Nos (e) 11000/433 v step down transformer with control panels and connections etc-04 Nos(f) All other plant /eqpt installed in the 33 KV receiving station which has not been covered under items above (g) Four pole structure with bus bar and gang operated Air break switches-2 Nos & replacement of fuses of 33KV. (h) Maintenance and cleanliness of the sub station building and surrounding area including flower plantation etc to keep the installation in presentable condition. (i) Maintenance of Battery Bank for 110 V & 24 v DC(j) The contractor has to bring cable fault locator and cable route locator during any HT and LT cable fault within 3 Hrs from the instruction of Engr in charge at no extra cost (l) The cost of minor spares required for repair/maintenance are deemed to be included in the rates quoted and no extra payment shall be admissible

Manning and Operation of water supply DG sets and all submersible tube wells and booster pumps maintained by MES at AF station Chandinagar with motor operator including attending complaints of external water supply like leakage with minor spares as required and directed by Engr-in-charge round the clock (24 hrs a day if required) including sunday and gazetted holidays incl Maintenance and cleanliness of the Pump house and surrounding area in presentable manner by (a) One skilled FGM/pipe fitter for Two shift (b) One Helper semi skilled for two shift in the shifts consisting of the following: (i) 1st shift :- 06.00 hrs to 14.00 hrs (ii) 2nd shift- 14.00 hrs to 22.00 hrs Consisting of the following equipments/accessories :- (d) operation of chlorination plant and maintain chlorine level to reqd PPM as per direction of Station medical officer Pumping & distribution of water from O/H Tank as directed by Engr-in-charge. (e) Operation / Daily maint of Diesel Engine Driven Generating Set (c) LT Panel board type floor mounted complete with all accessories (d) Generator panel with accessories 15KVA/DG set incl maintaining the log sheet of DG set .

Note applicable to srl item No 1 & 2above: - (a) Skilled Electrician should be ITI qualified with 3 yrs of experience in HT installation (b) Skilled FGM/Valve man should be ITI qualified with 3 yrs of experience in respective work. ( c) Helpers should be Matric pass with 2 yrs of experience in respective work. (d) Duty Roster to be submittedand approved by Engineer-in-Charge every month by Contractor or his supervisor. (e) The contractor has to supply printed stationary which is deemed to be incl into the contract at no extra cost like Chlorine Consumption register,TDS/PPM OF Chlorine register, register of preventive maintenance of equipment as per the the format given by MES. In case of non- compliance of the each record a recovery @ Rs. 1000.00 will be affected. (f) In case of absence of the any tradesman a recovery will be affected double of the minimum fair wages applicable for the relevant category or double the quoted rate whichever is high. (g) If the area is not maintained neat and clean recovery of Rs. 1000/- per month will be recovered. (h) Non maintaining of the log sheet daily, market Recovery of Rs. 1000/- per month will be recovered. (j) All the tradesmen deployed will be insured for accidental insurance as per the standing rule by the Government of India. No tradesmanwill be allowed deployed on installation without accidental insurance. (k) The contractor will maintain the First Aid Box. In case of non- compliance a recovery @ Rs. 1000.00 will be affected for each installation.

Note applicable to srl item No 1 & 2above: - (l) Full body protective Clothes will be provided to each tradesmen by the contractor, cost of which deemed to be included in the quoted rates, In case of non- compliance a Recovery @ Rs. 2000.00 per person will be affected. (m) The Electrician/FGM will maintain the Daily log sheet and other documents required to be maintained in the installation and as directed by Engineer-in-Charge and will be signed by the JE (E/M) daily. (n) For water supply, TDS/PPM of chlorine register will be maintained and signed by the Medical authorities daily. (o) Contractor has to provide chlorine Test kit. T&P for repairs and day to day complaints of external water supply & minor repairs for pumps starters motors are deemed to be included, In case of non- compliance a recovery @ Rs. 1000.00 will be affected for each record and each installation. (p) Necessary reliver for trademan rest will be responsibility of contractor (q) Necessery working tools and safety equipments like hands glaves, safety belts,shoues and helmets etc as required to carry out work will be provided by contractor In case of non- compliance a Recovery @ Rs. 4000.00 per shift per installation will be affected

Notes applicable for srl item No 1.00 and 2.00 above The Government of India vide their notification No F.No. 1/36(3)/2019-LS-II dt 23 Sep 2019 has notified minimum fair wages to be paid to the labour. The rate analysis has been done on minimum fair wages. A list of points to be kept under consideration while quoting rates is also provided at schedule 'A' notes here-in-before. It shall also be noted that this contract is guided by the Payment of wages Act- 1936 (revised upto date) and other Acts and laws governing engagement of contacts labour as applicable for the state of location of the work. The rate analysis has been based on above criteria. If the contractor quotes rates less than the reasonable amount as worked out through market analysis then a fixed deposit of the difference amount rounded up to near one thousand i.e amount based on Rate Analysis - (minus) quoted rate will be deposited with the Accepting officer before acceptance of the contract. The amount so deposited shall be refunded back to the contractor after two years from the date of payment of the bill to the contractor subject of fulfillment of conditions laid down vide condition 67 of IAFW 2249, provided no dues is outstanding from the contractor in terms of conditions of the contract and the contractor has furnished a No claim demand certificate on IAFA-451. The department shall be entitled to utilize the amount so deposited for making any established under payment / non payment of wages to the worksmen directly under intimation to the contractor in the event of the failure of the contractor to clear such dues within a period of 20 days from the date of providing intimation by the department through post as well as digital media (whattsapp message/e mail).
