i)Senchhoa - Construction of goods circulating area, approach road, Goods office, High mast tower, Merchant room/Labour room, CCTV, Furniture etc(Electrical portion) ,ii) Provision of Two Lift in connection with Amrit Bharat Station Scheme at UDPU, NKMG, DMR, KUGT, three numbers of lifts at KYQ station.(Electrical Portion) & iii) Provision of construction of PP shed at JID(12bays), CPK(16bays), HBN(6bays), HJI(6bays) & LKA(8bays) under Sr. DEN/I/LMG (Electrical Portion) . iv) Provision of minimum essential amenities such as High level platform at stations (Thakurkuchi, Jakhalabandha and Mairabari), PF shelter, drinking water facilities, Divyangjan toilet including tactile path, entrance ramp and parking for divyangjan etc. at stations (Panikhaithi, Thakurkuchi, Barlongfer, Raha, Bebejia, Rupahigaon, Dhing Bazar, Dhing, Mairabari, Purangidam & Jakhalabandha).(Electrical Portion)

The tenderer must have minimum average annual contractual turnoverof[V/N or 'V' whichever is less; where V = Advertised value of the tenderincrores of Rupees N= Number of years prescribed for completion ofworkfor which bids have been invited. The average annualcontractualturnover shall be calculated as an average of "totalcontractualpayments" in the previous three financial years, as per theauditedbalance sheet. However, in case balance sheet of the previousyear isyet to be prepared/ audited, the audited balance sheet of thefourthprevious year shall be considered for calculating averageannualcontractual turnover. The tenderers shall submit requisiteinformation asper Annexure-VIB, along with copies of Audited BalanceSheets dulycertified by the Chartered Accountant/ Certificate fromCharteredAccountant duly supported by Audited Balance Sheet.

Experience in similar nature of work:- a) The tenderer musthavesuccessfully completed any of the following during last 07(seven)years,ending last day of month previous to the one in which tender isinvited:Three similar nature of works each costing not less than theamountequal to 30% of the advertised value of the tender, or Two similarnatureof works each costing not less than the amount equal to 40% oftheadvertised value of the tender, or One similar nature of workeachcosting not less than the amount equal to 60% of the advertisedvalue ofthe tender. (b) (i) In case of tenders for composite works (e.g.worksinvolving more than one distinct component, such as CivilEngineeringworks, S&T works, Electrical works, OHE works etc. And in thecase ofmajor bridges - substructure, superstructure etc.), the tenderermusthave successfully completed any of the following during last 07(seven)years, ending the last day of the month previous to the one inwhichtender is invited: Three similar nature of works each costing notlessthan the an amount equal to 30% of the advertised value ofeachcomponent of the tender, or Two similar nature of works eachcosting notless than the amount equal to 40% of the advertised value ofeachcomponent of tender, or One similar nature of work each costing notlessthan the amount equal to 60 % of the advertised value ofeachcomponent of the tender. Note for b(i): Separate completed worksofminimum required values for each component shall also beconsideredfor fulfillment of technical eligibility criteria. (b) (ii) In suchcases, whatconstitutes a component in a composite work shall be clearlypredefinedwith estimated tender cost of it, as part of the tenderdocuments withoutany ambiguity. (b) (iii) To evaluate the technicaleligibility of thetenderer, only components of work as stipulated intender documents forevaluation of technical eligibility shall beconsidered. The scope of workcovered in other remaining componentsshall be either executed by thetenderer himself if he has workexperience as mentioned in clause 7 (a)(ii) of Part-II of GCC or throughsubcontractor fulfilling the requirementsas per clause 7 of Part-II of GCCor jointly i.e., partly himself andremaining through subcontractor, withprior approval of Chief Engineerin writing. However, if required in tenderdocuments by way of SpecialConditions, a formal agreement dulynotarised, legally enforceable in thecourt of law, shall be executed by themain contractor with thesubcontractor for the component(s) of workproposed to be executed bythe subcontractor(s), and shall be submittedalong with the offer forconsidering subletting of that scope of worktowards fulfillment oftechnical eligibility. In case after the award of thecontract or during theexecution of work it becomes necessary for thecontractor to changesubcontractor, the same shall be done withsubcontractor(s) fulfilling therequirements as per clause 7 of Part-II ofGCC, with prior approval of theChief Engineer in writing

The Similar nature of works for this instant tender shall be "Supply,installation, testing and commissioning of any LT/HT electrical work"

Tenderer must have to submit valid Electrical Contractor licenseas perIndian Electricity Rules for the respective category ofworks issued byGovernment Electrical License Board on orbefore the closing date oftender. Copy of the electricalcontractor license should be submittedalong with the tenderoffer, otherwise, the tender will be summarilyrejected.

Whether the cost of earnest money deposited

Migration to GST regime - Special Tender Conditions: The rates should clearly indicate the rate of applicable duties and taxes included in the prices quoted by them. Any variation in tax structure/ rate due to introduction of GST, shall be dealt with under Statutory Variation Clause. It should be ensure that bidders/tenderers are GST compliant and quoted tax structure/rates are as per GST Law.

Contractor should submit the GSTIN number and same should be mentioned in the bills along with a copy of GSTIN registration certificate while submitting the bills to accounts for audit and payment, As GST is scheduled to implemented wef 01.07.2017. Without GSTN, no bill will be accepted w.e.f. 01.07.2017

From 01.07.2017 GST has been implemented but the detail guideline is still not clear. Hence, new tax structure on materials and labour will be applicable to both Railway & contractor after getting proper notification
