DG SET Supply, installing, testing and commissioning complete of Manufacturer or OEM (Original Eqpt Manufacturer) Silent Diesel Engine driven generating set with Auto main failure (AMF) panel with complete accessories as per OEM, capable of delivering 62.5 KVA ( 50 KW),415 volts (AC 3 Phase, 4 wire system of supply), 50 Hz at power factor 0.8 minimum. The DG set shall consist of a diesel engine coupled through flexible coupling to a matching alternator, and mounted on common MS fabricated base frame with AVM Pads and thereafter installed in the CPCB approved acoustic enclosure (the complete set conforming to and test certified as per CPCB norms and as specified) all as specified complete, with control panel standardised by manufacturer, fuel tank with mounting arrangement and inlet, outlet, return oil arrangement, suitable capacity of cooling tower, flexible exhaust pipe complete and shall comprise of the following: -

(e) ACOUSTIC ENCLOSURE: Provision of an integral type approved / certified acoustic enclosure, as per CPCB norms, for the DG sets to restrict the noise level to 75 dbA at one metre along and temp rise within canopy shall not exceed 5º – 7º Celsius. It shall be made of 16 SWG CRCA MS sheet with powder-coated finish on outside and C type sheet metal base frame of 3.mm thick CRCA sheet steel with non igniting fire retardant foam as acoustic material. There shall be four hinged doors out of which one shall be with a glass window. It shall also include the following:- (i) Silencer: Absorption type, non-resistance, residential and exhaust pipe covered with asbestos rope lagging extending to about 2 metres outside the accoustic enclosures. The scope includes:- Services for programming, configuration and customisation of the Smart Station Platform with respect to the STP Module(2 Nos) & 6 Nos Sewage pumping station(lift wells) as per actual site conditions and engineer- in Charge / Garrison Engineer's requirement. (a) Landing Page to depict critical parameters for STPs & sewage pumping station as per Item no 1 & 4. (b) Creation of drop down tabs to monitor the operations in Each STP and Remote PLC/ RTU Panel systems individually. Also cumulative/comparison of relevant parameters/ data of STPs / SPS (lift wells ) be depicted in desired formats. (c) Creation of individual PLC Panel wise schematics and layouts for the STPs / lift wells as per the actual site including display of all relevant parameters / data as per item 1 & item 4 (d) Soft keys for remote / manual operation of all pumps / compressors and motorised valves (optional) from the Master Control station. (e) Creation of Day wise Reports for :- (i) Run hours of pumps / compressors. (ii) Pump / valve operations / failures. (iii) Active/Return status of each equipment / sensor with date and time. (iv) Configuring notifications, alerts and alarms as per preset logic. (v) Sewage /treated water parameters, sewage receipt data at diff lift wells / STPs & treated water generation Patterns - Daily, Weekly, Monthly and Annually.
(f) The application must have run time and development licence. SCADA software must be of the same vendor as RTU/ PLCs. (g) Full development and runtime version of required tags for SCADA software suitable for digital, analog and soft inputs for STP of size 300 KLD and above as well as remote monitoring and operation of 4 to 6 sewage pumping station incl. customization of software as per the requirement and specs. SCADA software application: (i) The application must have runtime and development capabilities for any monitoring and change requirements (ii) The server and system must admit the data from registered device(s) only (iii). Must have user customizable dashboards and SLD (without any coding/ scripting). The user-interface should have minimum of following tabs (all dashboards, reports must be self-configurable without any scripting or OEM intervention) (iv) Mimic functionality with static/ dynamic symbols that can get customized according to the site(s) and must include all asset symbols of STP site (v) Reporting must be user-configurable and changeable (vi) Multi-site data viewing within same interface without any physical cable connection of sites (vii) The application must have user defined SMS/ email alerts (at least 1000 alerts per site per month) (viii) All device communication with SCADA must be secured using TLS/SSL encryption. SCADA must not support non-secure connections (ix) System must work without any need of static IP. No static IP will be provided for any location All customizations, dashboards, logic modifications, reporting, etc. in software will be the responsibility of the bidder. No extra cost will be given to the bidder for any such work during the duration of this tender. (h) All device communication must be secured using TLS/SSL encryption.

NOTES FOR SERIAL ITEM NO. 138.00 & 139.00 (i) Testing of water sample shall be carried out by contractor from Govt.approved lab/registered lab monthly and the should be produced to Engineer-in-Charge for every month without fail. (ii) Contarctor shall submit ID proof, police verfication, Bank A/C deatils, Educational certificate to department and obtain approval from GE before employing person as a STP operator and helper . (iii) Payment shall be done by crossed cheque through aadhar linked bank account only and it shall not be less than minium fair wages as per act in vogue. The contractor shall submit proof of payment before claming payment. (iv) Contarctor has to submit proof of payment of ESI ( insurance ), EPF subscription made by him as applicable as per latest laws/acts before claming RAR. (v) Contarctor shall provide two set of uniform, shoes, safety belt, stationery, basic tools,log book to each employed person. (vi) STP operator should be minimum ITI qualified and done any course related to Maintanence and operation of STP from state /Govt recognised institute and having 3 years of experience in operation of STP . (vii) STP helper should be minimum 10th pass from state /Govt recognised institute. (viii) The cost of all consumables (except electricity and diesel) like media and additives, cost of monthly chemical consumption for STP laboratory etc shall be deemed to be included in the unit rate quoted. (ix) The defect liability period of STP work is two years. Therefore the rates of repair and replacement of spares etc are not included under this item. (x) Treated sludge shall be removed by the contractor free of cost outside the defence land and without any extra cost to Govt. No credit shall be taken for treated sludge from the contractor and contractor shall quopte their rates accordingly. (xi) The shift shall be maintaind as first shift - 06.00 hrs to 14.00 hrs and second shift - 14.00 hrs to 22.00 hrs.
