Eligibility Criteria

Tenderers should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation of Tenders.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The tenderer should be a manufacturer who must have manufactured, tested and supplied the equipment (s) similar to the type specified in the ‘Schedule of Requirements’ up to at least xxxx % of the quantity required in any one of the last 3 years. The equipments offered for supply must be of the most recent series models incorporating the latest improvements in design. The models should have been released on or after xxxxx and be in satisfactory operation for xxxxx months as on date of tender opening. Certificates to be provided as per Section XII of Tender Document.

In case of authorized representative/dealer of a manufacturer - The manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per General Conditions of Contract and Special Conditions of Contract. Manufacturers Authorization Form to be provided as per Section XIII of Tender Document.

In case of authorized representative/dealer of a manufacturer - The tenderer, as authorized representative/dealer , has supplied, installed and commissioned satisfactorily at least xxxxx % of the quantity similar to the type specified in the Schedule of Requirements in any one of the last three years which must be in satisfactory operation for at least xxxxx months on the date of tender opening. Certificates to be provided as per Section XII of Tender Document.

The legal status, place of registration and principal place of business of the company or firm or partnership.

Details of experience and past performance of the tenderer on equipment offered and on those of similar nature within the past three/five years2 and details of current contracts in hand and other commitments.

A detailed description of the essential technical and performance characteristics of the goods.

A list giving full particulars, including available sources and current prices, of spare parts, special tools, etc., necessary for the proper and continuing functioning of the goods for a period of two years, following commencement of the use of the goods by the Purchaser.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

The tenderer should note that item specification should be read from tender document and should quote (excluding GST) for respective item as per specification mentioned.

The goods supplied shall be guaranteed for satisfactory performance for a period of 12 months from the date of supply. In case the goods are found defective during the above guarantee period, the supplier shall replace the goods at the cost of supplier at site otherwise security deposit will be forfeited.

The total number of Furnitures as per the contract should be supplied at once to Executive Engineer, KBJNL, NLBC Division Hunasagi within 30 days from the date of Supply Order.

The goods offered for supply must be as per specification.

The successful Tenderer should deliver to the employer a Security Deposit in the form of DD/FDR issued by a Nationalized/Scheduled bank in favour of the Executive Engineer, KBJNL, NLBC Division Hunasagi for an amount equivalent to 5% of the Contract price within 5 days in receipt of Letter of Acceptance in accordance with the conditions of contract at the time of agreement.

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will not be responsible and liable for those costs.

The tenderers are requested to abide by the instructions and conditions contained in the Standard Tender Documents K/G-1 and further orders thereon.

If the tenderer fails to supply the required Furnitures within the stipulated period, the Security Deposit will be forfeited.

If any of the dates mentioned above happen to be a general holiday, the next working day holds good.

Any Modification/clarification will be published in the kpp portal. The bidders are advised to visit the portal regularly.

Successful bidders should execute the agreement within 05 days from the date of approval intimated. If the contractor fails to enter into the agreement within the said period, the EMD of the contractor shall be forfeited and action shall be initiated for barring to participate in the tender of KBJNL.

During the time of technical evaluation, if the employer finds that any Certification/ information furnished is false, such bidders will be disqualified and barred from participation in the bid.

If the percentage quoted by the contractor for the work is below the estimated amount put to tender of the department, then the contractor shall furnish an additional performance security in the form of FDR for an amount equivalent to the difference between the cost as per quoted percentage and the estimated amount put to tender at the time of agreement. The FDR will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per the agreement.

The bids of all bidders who have uploaded the tender along with all relevant documents will be considered in the bid evaluation. However, prior to awarding of the work, the L-1 bidder would be asked to produce the original documents in support of the uploaded documents to enter into agreement. If the L-1 bidder fails to produce the original documents for entering into agreement, then his bid will be treated as non-responsive bid as per clause 26(1) of the KTTP Rules. The names of the bidders who does not produce the original documents will be removed from select list of KBJNL enrolment and barred from participation in any of the tenders to be invited by KBJNL apart from forfeiting the EMD, paid through e-cash.

The amount put to tender is exclusive of GST and the tenderer should quote without GST. However, GST will be paid at Prevailing rate during billing. The increase in GST shall not be paid in extended period of contract for which reasons for delay are attributable to the contractor as determined by the authority while granting the extension of time.

Not with standing anything stated above, KBJNL reserves right to assess the bidder capability and capacity to perform the contract, if the circumstances warrant such assessment in the overall interest of KBJNL.
