Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Sub-letting of the work is not allowed.

Security Deposit: The Successful bidder shall furnish a Contract performance guarantee (CPG) equivalent to 3% (three percent) of the estimated amount in the form of DD / FDR / TDR /CDR/BG from any schedule bank acceptable to the Corporation in the prescribed format within 20 days of receipt of acceptance letter from KPCL in accordance with conditions of contract.

The prospective bidder should not coerce any other bidders to derail the healthy and competitive bidding process. Such acts entail the disqualification for participating in the tender process. The prospective bidder shall not resort to anti - competitive practices like price rigging, cartelization, ring formation or adopt unfair practices both Civil and Criminal aimed at preventing other bidders from quoting for the tender. Any acts that inhibits competition or any act that will be detrimental to the interest of Karnataka Power Corporation Ltd, if the bidder is found to have resorted to such practice as specified above, he and others who act in concert with him shall be debarred from quoting for this tender and for future tenders for a further period of three years

KPCL reserves the right to verify any information/document furnished by the bidder should the circumstances so warrant in the overall interest of the Corporation. In case the information or the documents furnished are found to be incorrect or invalid, then tenders of such bidders will be cancelled and the EMD furnished by such bidders will be forfeited.

KPCL reserve the right to accept or reject all the bids without assigning any reasons thereof.

No joint venture/Consortium is permissible.

The original documents should be produced for verification at any stage of tender process as and when sought for, failing which, the bids are liable for disqualification.

Rates shall be quoted in tender in bill of quantities in the website itself.

The tender document is part and parcel of the agreement.

Conditional tenders are liable for rejection.

The Bidder shall obtain insurance coverage for all the workers deployed for this work at his own cost.

The Bidder shall quote rates Inclusive of all applicable taxes, including levies, duties and cess etc., as per the prevailing regulations of GOI and GOK. Rates shall be quoted in tender in bill of quantities in the website itself. The rates shall be quoted excluding GST charges.

As per Building and other construction workers Welfare Cess Act 1995, 1% Cess on bill amount shall be recovered in the work bills.

KPCL shall recover the statutory taxes such as Income Tax, cess, etc., at the prevailing applicable rates.

In case of the death of a contractor after executing the agreement / commencement of the work, his legal heir, if an eligible registered contractor and willing, can execute and complete the work at the accepted tender rates irrespective of the cost of the work.

Any dispute or difference or claim arising out of, or in connection with, or relating to the present contract or the breach, termination or invalidity thereof, shall be referred and settled under Arbitration center- Karnataka (domestic and international) rules 2012, by one or more arbitrators appointed in accordance with its rules.

In case the dates notified above are declared as holiday, the immediate next working day will be reckoned.

If the Bidder makes any alterations in the conditions of the contract or puts any condition of his own, such tenders are liable for rejection.

The corporation is not responsible for any delay in accessing KPP portal.

Corrigendum / modification / corrections, if any, will be published in the web site only.

Note- Cover-1 (Technical Bid) will be opened first and Cover-2 (Price bid) of those bidders who have furnished all details/ documents mentioned in Cover-1 (Technical Bid) will only be opened.

Tenders must be accompanied by earnest money deposit which will be paid online through e-Procurement portal shall have to be valid for 45 days beyond the validity of the tender.

The tenderer should be a registered KPWD-Class IV & above, should furnish a copy of registration certificate.

The prospective Bidder should have satisfactorily completed, as a prime contractor at least one Civil/similar work of value not less than Rs.0.74 Lakhs In any reputed Industry/PSU/Government organization in the preceding five years (i.e, 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26). In proof of this, the bidder should submit work done certificate (in case of state/central Government/Government under taking from officers not below the rank of Executive Engineer or equivalent cadre and in case of KPCL not below the rank of Chief Engineer) shall be furnished and corresponding work order issued by competent authority. (A weightage of 10% per year is applicable to previous work orders to bring the current price level of 2026- 27)

The bidder in his name, should have in the last five years (i.e, 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) achieved in at least two financial years an average annual financial turnover of Rs. 1.48 Lakhs In proof of this Turnover Certificate duly certified by Charted Accountant shall be furnished. (A weightage of 10% per year is applicable to previous annual turnover to bring the current price level of 2026-27).

Contract period is for TWO calendar months from the date of handing over of site. The work order will be issued for TWO months and the contract will be Foreclosed in the event of non- satisfactory performance during any time of contract.
