Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees. N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of 'total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VI B, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet Note: the financial turnover of 2024-25 of the bidder has not been audited then certificate of C.A. is required that the balance sheet of financial year has not been audited. If the bidder have not submitted the certificate then the financial turnover of the 2024-25 will be taken as Nil and average of three financial year will be considered for conractual reciept 2022-23 & 2023-24 as per factual based on Audited balance Sheet and for 2024-25 as Nil.

Financial Eligibility Criteria:For tenders having advertised value more than Rs 20 crore wherein eligibility criteria includes bid capacity also, the tenderer will be qualified only if its available bid capacity is equal to or more than the total bid value of the present tender. The available bid capacity shall be calculated as under: Available Bid Capacity = [A x N x 2] - 0.33xNxB Where, A= Maximum value of construction works executed and payment received in any one of the previous three financial years or the current financial year (up to date of inviting tender), taking into account the completed as well as works in progress. N=Number of years prescribed for completion of work for which bids has been invited. B = Existing commitments and balance amount of ongoing works with tenderer as per the prescribed proforma of Railway for statement of all works in progress and also the works which are awarded to tenderer but yet not started up to the date of inviting of tender.

Technical Eligibility Criteria: (a) The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender.

The "Similar Work" is defined as "Fabrication and erection/launching of steel bridges/FOB".

Tenderers are advised to visit the site of work to ascertain all aspects of thesite conditions viz accessibility, availability of approach road, nature of the soil, availability of material, availability of labour etc. that may be encountered incourse of execution of work

Before quoting rates tenderers are to read and understand all theclause/condition/free provisions incorporated in tender document and quotetheir rates accordingly

Please furnish list of Works on hand indicating Description of Work, Contract Value, Approximate value of balance work yet to be done and Date of award

Please furnish list of Works completed in last seven financial years giving Description of Work, Organization for whom executed, approximate value of contract at time of award, Date of award and Date of Completion. Date of actual Start, Actual Completion and Final value of Contract shall also be given.

Please furnish list of personal, organization available on hand and proposed to be engaged for the subject work.

An undertaking by all partners of the partnership firm that they are not blacklisted or debarred by Railways or any other Ministry / Department of the Govt. of India from participation in tenders / contracts as on the date of opening of bids, either in their individual capacity or in any firm in which they were / are partners. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract.

The contractor shall have the option to take payment from Railway through a letter of credit(LC) arrangement. This option has to be exercised IREPS by the tenderer at the time of bidding itself and the tenderer shall affirm having read over and agreed to the terms and conditions of the LC option. In case tendereropts for payment through LC the procedure to deal release of payment through LC will be as per Railway Board's letter No. 2018/CE-I/CT/9 dated04.06.2018. The option so exercised , shall be an integral part of the bidder'soffer. Option of taking payment through LC arrangement, once exercised by the tenderer at the time of bidding, shall be final and no change shall be permitted, thereafter, during execution of contract.

As per Advanced Correction Slip no. 2 to IRGCC and up to date, April 2022, in case of other than Company/Proprietary firm, Annexur-V(A) shall also be submitted by each member of a Partnership Firm/ Joint Venture(JV)/ Hindu Undivided Family(HUF)/ Limited Liability Partnership(LLP) etc. as the case may be. Non submission of these Certificate(s) by the bidder shall result in summarily rejection of his/ their bid.

Bid Security to be submitted in terms of para 5 of Tenders for works. If Bid security is not submitted and exemption claimed than relevant doc. in support of exemption should be submitted. The Bid shall be summarily rejected if it is not accompanied by the prescribed amount of Bid security. The Bid Security should be President of India, acting Through Dy. CE/GSU/GWL, North Central Railway, Beneficiary Dy. FA & CAO/Jhansi, North Central Railway.
