Annual Rate Contract for Printing and Supply of Numbered and Money Value Books to Stationery and Forms Depot, Secunderabad, South Central Railway On As and When Required Basis for a Period of One Year .

Special Eligibility Criteria

   (A) The tenderer with past performance of satisfactory execution of contracts to SC Railway, or Other Zonal Railways/ PUs for supply of the Same / Similar Item ( i.e. A3/A4/A5/A6 size printed pages/forms/sheets etc) for a quantity of 20 percent or more of tendered quantity against a single contract during last three years prior to, and excluding tender opening date may be considered as responsive to SC Railways requirements for placement of bulk and regular order. Tenderers are requested to submit the past performance report i.e. Copies of R Notes/CRAC/CRN/Proof of acceptance of material by consignee along with their offer; failing which offer will be summarily rejected without making any back reference. Note: Number of pages shall be calculated as per Proof of Supply submitted by the bidder indicating number of books/booklet and number of pages in each book / booklet. (B) If such past performance level is lower, then the offer may be considered as responsive to SC Railways requirements for placement of developmental order not exceeding 20 percent of the net procurable quantity. The tenderers, who have no past performance as above, may also be considered for such developmental orders, but for consideration of such developmental orders, they shall submit details of M & P, testing facilities, STR & QAP , technical manpower available, UDYAM Registration Certificate for same/similar items etc., along with their offer. (C) Only OEMs or their authorized dealers are eligible to participate in the tender. In case, the tenderer participates as an authorized dealer, then the performance as required above shall be that of Principal (OEM) authorizing the agent or bidder for the same OEM. It may so happen that the agent/dealer has credentials of past supply for a different Principal/OEM, then it will not be Considered as performance. For Authorised dealers, tender specific authorization from OEM has to be uploaded with bid.    A) In Keeping with the Public Procurement (Preference to Make in India) Order, 2017, as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of the item is restricted to Class I local suppliers only and the vendors who do not qualify to be Class I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I local supplier for the tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. B) Provisions of latest Rly Bd letter regarding Public Procurement (Preference to Make in India), Order 2017 - Revision vide Lr. No. 2020/RS(G)/779/2/Pt.1(E3322671) dt 20.08.2024 are applicable.

   Availability of Printing Press of Service Provider : Tenderer/Service Provider should have Printing Press, Designer as well as Post Printing facility like cutting, counting and packing. (a) They shall upload a copy of valid Factory license for printing press on Service Provider / tenderer name. (b) They shall upload declaration of installed printing Machine in the format specified in Annexure A uploaded with the tender. Tenderer shall download, fill the form, sign, stamp and upload with their offer.

   Firm agrees to pass on such additional set off / input tax credit as may become available in future under the GST provisions in respect of all the inputs used in the manufacture of the tendered item on the date of supply, by way of reduction in price and advise the purchaser accordingly.

   The following undertaking to be confirmed by bidder while submitting the bid. I/we hereby certify that none of our allied/sister concerns/affiliated firms have/had participated other than the current bid in this tender for item wise-consignee wise evaluation. I/we understand that as per IRS clause 2500, the involvement of the bidding firm or any of its affiliates in more than one bid for the same item/consignee in the procurement is considered a conflict of interest and a violation of the code of integrity. I/we have read and understood the special condition related to IRS clause 2500 in the tender document. If I am/we are found to violate the said clause, I/we understand that I am/we are liable to face penalties as stipulated in IRS clause 2505, which includes rejection and exclusion from the tender process, apart from other penalties.

   EMD Clause : Earnest Money Deposit (EMD) for Stores Tenders: EMD amount shall be mentioned in all tenders irrespective of the nature of the tender as per the EMD amount mentioned in Clause 1.2 below or as decided by the purchaser under the policy. There shall be no exemption from submission of EMD for any tender or by any tenderer, subject to provisions under Clause 2.6 A(i) below, except following: a) EMD shall normally not be called against Limited Tenders with estimated value upto Rs. 25 lakhs (including Single Tenders, Global Limited Tenders) and Open tenders with estimated value up to Rs. 10 Lakhs. If considered necessary, authority competent to issue tender may incorporate the condition to call for EMD even in such limited tenders, on case-to-case basis. b) MSES irrespective of relevance of product category registered with the UDYAM (UDYAM Registration Certificate) will be exempted from payment of earnest Money in terms of Rly Board letter No. 2022/RS(G)/363/1 dated 21.09.2022. c) Other Railways and Government Departments in terms of Railway Board's2004/RS(G)/779/11 dated 24.07.2007. d) Indian Ordnance Factories in terms of Railway Board's letter No. 92/RS(G)/363/1 dated 08.04.1993. e) PSUs owned by Ministry of Railways and PSUs for the group of items that are manufactured by them in terms of Railway Board's letter No. 2003/RS(G)/779/5dated 10.09.2004. f) Vendors registered with South Central Railways for the trade group of the item tendered upto their monitory limit of registration. g) Vendors appearing on the approved vendor lists of RDSO/PUS/CORE (As available on IREPS/UVAM), subject to approval status being valid on the date of tender closing. h) Vendors registered with Railway Board/SCR for supply of medicine, medical equipment and consumables shall be exempted from submission of EMD for these items. i) In the tenders issued against PAC, EMD shall be mentioned in tenders as the EMD exemption is applicable to OEMs in whose favor PAC is issued but not to the authorized agent. KVIC shall be exempted from EMD for items supplied by them. Note: (i) There shall be no exemption to such bidders from submitting EMD and SD for all tenders published during the period of time they are disqualified as per declaration signed by them. (ii) If authorized agents participate on behalf of OEM/vendors appearing on the approved vendor list of RDSO/PUs/CORE, such authorized agents can not claim EMD exemption based on its own or its

   OEM/Approved vendors MSE certificate. (iii) OEMs are not exempted from payment of EMD where the OEM has participated in the tender and requests to place order on their authorized agent.    Validity of Offer: No deviation from the offer validity period stipulated in the tender is permitted. Validity will be reckoned from the closing date of tender.
