Provision of IP-MPLS based network for Unified communication Back-bone & VOIP based control communication system with associated LAN infrastructure at various stations of LJN, BSB, IZN Divisions & HQ Control Room over North Eastern Railway and TCP-IP based fire fighting System at Divisional Control Test Room & HQ Control Room. Provision of FXS media Gateways with associated LAN & OFC infrastructure for existing SIP Based IP Exchange in HQ Gorakhpur.

The tenderer must have minimum average annual contractual turnoverof 'V/N' or 'V' whichever is less; where, V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-18, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.

a) The tenderer must have successfully completed or substantially completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited. i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or, iii) One similar work each costing not less than the amount equal to 60% of advertised value of the tender.

Definition of Similar Work: - "Any work of supply, installation and commissioning of optical fibre-based networking equipment. OR Any work of supply, installation and commissioning of optical fibre based internet Protocol Multi Protocol Label Switching (IP-MPLS) system including networking. OR Any work of supply, installation and commissioning of Voice Over Internet Protocol (VoIP) based Train Control Communication System.) OR Any work of supply, installation and commissioning of networking equipments i.e. Routers, Switches, Servers etc for setting up LAN/WAN".

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

Tenderer(s) on award of contract will have to enter into agreement with Railway in format of above mentioned original tender documents. Tenderer(s) shall not have any right/claim to insist on signing of contract agreements in format on which tender document were forwarded by him on e-tendering website.

If during process of tender finalization, it is detected that tenderer has submitted tender documents after making any changes / additions / deletions in the tender documents on etendering website, then, the earnest money deposited by the tenderer shall be forfeited by the Railway. Further, if after award of contract, it is detected that tenderer has submitted tender documents after making any changes/additions/deletions in the tender documents etendering website then Railway will take action to remove the contract from the work in terms of clause 62 of GCC 2022 and initiate such further legal action against contractor as it considered necessary.

False/Incomplete statement: Any statement/declaration made bythe Tenderer, if proved wrong or false or incomplete or such as to withhold any information relevant to the award of the tender, at any stage of the tender or in the event of his tender having been accepted at any stage of the contract, shall tender his/their tender(s)/contractors) liable to be cancelled/rescinded, in addition to the following: (i) If such statement is found at the stage of tender his total earnest money shall be forfeited. (ii) In case such a statement is found at the contract stage rights available to the Railways under clause 62 of the GCC-2022 shall be applicable.
