| 2.10For Civil Infrastructure:- Engineering, Procurement and Construction of Civil Infrastructure work including detailed designing, planning and obtaining all necessary statutory clearance from authority for Architectural, Structural, PHE, Electrical, Mechanical, HVAC & firefighting work alongwith drawings, construction of facility such as foundation, slab, walls, finishes, internal & external electrical work, public health engineering works, mechanical, HVAC & firefighting works, internal road, approach road & development works to use facility for the intended purpose etc. complete all as per enclosed preliminary Architectural drawings, scope of work, specifications and other provisions as detailed in the tender documents and as directed by Engineer-In-Charge. 1) The proposed site is situated in the Western part of India at Aundha, Hingoli District, Maharashtra. The site has an access from State Highway 219 (SH enroute Nanded to Hingoli). The site is at a distance of 20 kms from Hingoli town and around 65 kms from Nanded city. Tenderers are advised to visit the site of work at their own cost with prior permission of Engineer-In-Charge / authorised representative, to aquaint themselves with the nature and location of work before quoting tender.
2) All safety & security regulations shall be followed strictly as per specifications & conditions of contract.
3) The Contractor shall follow strictly the DAE safety Rules. In addition, the following security regulations shall be followed strictly while movement of labourers / workers / contractor's personnel etc.
23) Refer Prebid minutes of meeting & corrigendums for revisions, if any.
3.2) The supervisor of contractor having photo pass shall bring daily wages workers/ casual workers inside premises for work. He should prepare the list of such workers in duplicate. The original copy shall be handed over to the security or representative of the Engineer-In-Charge at the gate and obtain endorsement on duplicate copy on a daily basis.
3.3) The contractor's personnel including daily wage workers shall be in uniform with proper identification for ease in identification of such persons at unauthorised places.
3.4) The contractor shall provide sleeveless Jackets (flourescent) to the workers in required pattern/colour showing name of contractor with address and telephone number as approved by the EIC. All the workers must wear the same while on duty.
3.5) You shall follow all safety rules & security procedure that are in vogue and applicable during execution of work. You are requested to verify the character and antecedents of the labourers employed by you, through local address proof issued by competent authorities such as ration card, driving license, electricity bills, telephone bill, gas connection document etc. The nationality of contract labourers also needs due verification.
3.6) You are requested to obtain immediately Police Verification Certificate (PVC) of your regular staff deployed at site(s) in respect of works and submit the same along with necessary application to allow them to enter in premises to carry out the assigned work.
4) Contractor shall take Contractor’s All Risk (CAR) Insurance Policy in respect of entire scope of work for entire period of contract and copy of the same shall be submitted to the EIC before commencement of the work. The insurance policy shall be taken before commencement of the work and shall be renewed during the construction period till actual completion of work. The charges for issue & renewal of insurance policy shall be borne by Contractor. In event of failure of the Contractor to obtain CAR Insurance Policy, Running Account Payments of the Contractor shall be withheld till such time the same is obtained by the Contractor & submiited to the EIC. In case, CAR Insurance Policy has validity period not matching with contract period (either due to policy start date later than actual date of start of work or policy end date earlier than actual date of completion), then penalty for gap in period shall be levied at one and half times the rate of Insurance Policy premium including GST, to be computed on per day basis.
5) The workers engaged on the work shall required to be insured as per Government norms at the cost of contractor.
6) No Running accounts bill shall be paid for the work till the applicable labour license, registration with EPFO, ESIC and BOCW (Building and Other Construction Workers) Welfare Board, whatever applicable, shall are submitted by the Contractor to the EIC.
7) Quoted amount shall hold good for plain / curved /any other geometric shape & size of all structural / RCC member including formworks, masonry, flooring, doors & Windows, plastering, painting etc. at all heights, locations leads, levels, lifts and floors .
8) All the items of sub-structure include the cost of dewatering and shoring wherever necessary during the progress of work, till its completion without any extra cost to the department.
9) Contractor has to make his own arrangement for water & Electricity required for work at his own cost. The statutory clearance (if any) shall be obtained by contractor at his own cost.
10) Shop drawings for Aluminium work, structural steel, Stainless steel etc. shall be submitted by agency in advance for the approval prior
to taking of work.
11) Only Ready Mix Mortar of approved make shall be used. The ready mix mortar shall be manufactured by approved manufacturers, using cement sand in required proportion.
12) PPC / Blended cement of recommended brand shall only be used for all masonry and finishing works unless otherwise specified.
13) Fully treated dry, well graded sand conforming to IS 383 shall be used.
14) Contractor has to make his own arrangements for regulating the traffic on the surrounding roads by putting up necessary Road Sign boards for diversion, Men at work, Danger, Work in Progress, Diversion / change of directions etc. at his own cost during execution of work as directed by the Department.
15) While transporting materials from site and disposal of surplus materials, the spilled over materials / earth / debris etc. on the road should be got cleaned by the Contractor after the day's work is over.
16) Regarding disposal of Construction waste from site of work, the agency has to abide by the guidelines of Construction and Demolition (C&D) waste management plan as approved by Local Municipal authority and any other regulations issued by statutory authorities in the matter from time to time and Deparment is not responsible in any way in this regard.
16.1) Royalty for excavation, transportation, filling of earthwork etc. including obtaining permission from statutory authority shall be borne by the contractor.
16.2) Contractor shall strictly follow the statutory rules and regulations of the Construction and Demolition (C&D) Debris Management Plan of Local Municipal authority for project site.
16.3) Surplus Excavated materials and construction debris from construction site shall be disposed at approved disposal ground of Local Municipal authority including cost of necessary statutory charges, applicable.
16.4) Contractor shall submit acknowledgement of challan for each trip for unloading of Construction and Demolition waste material.
16.5) Contractor shall be responsible and liable for penalty, if any, as prescribed by the Local Authority in case of non-fulfilment of the procedure laid down in the Construction and Demolition (C&D) Debris Management Plan.
16.6) Contractor shall submit irrevocable Bank Guarantee for the amount as insisted by Local Municipal authority for the purpose of ensuing compliance of the Waste Management Plan/Debris Management Plan approved by the Local Municipal authority from time to time, till the grant /issuance of the occupation certificate and charges for same will be borne by Contractor. NOC from C&D Waste Management Department of Local Municipal authority shall be submitted by the agency after submission of Bank Guarantee.

17) Suitable area near site of work shall be allocated to the contractor for storing construction materials, site office etc. Optimum care shall be taken by the contractor to avoid disturbing the traffic and road around the site etc.
19) Agency should pay necessary charges to Local municipal authority periodically to get done pest control / anti-larva treatment at Construction site. After the completion of work, necessary NOC shall be obtained from Local municipal authority and shall be submitted to Department. The charges for same will be borne by Contractor.
20) The EPC contractor shall plan, design and execute the various civil infrastructure works (Civil, PH, Electrical, Mechanical and HVAC) complying defined interface with vacuum infrastructure works, to achieve the desired and intended outcome from the facility.
21) The work will be managed and supervised by Project Management Consultancy (PMC) agency and department staff. The EPC contractor make a note of it and shall follow the instructions issued by PMC agency & department staff during planning & execution of EPC work.
22) The quoted rates shall be inclusive of all Taxes, GST, Cess, Levy etc.
