CWE/CHD-91/2024-25 COMPREHENSIVE REPAIR/ MAINTENANCE AND AMC FOR AUTOMATION AND SCADA SYSTEM OF WATER SUPPLY AND REPAIR AND MAINT OF SLUICE VALVES AND CONNECTED ITEMS AT N AREA, K AREA AND HALLOMAJRA UNDER GE CHANDIGARH

Comprehensive Repair/ maintenance, excluding spares but including regular maintenance of the Automatic water supply system installed at N, K Area and HalloMajra Chandigarh including carrying out complete maintenance/ servicing/ repairs as required of all the sub systems viz. PLC based control panels (with all the accessories), breakdown maintenance and replacement of unserviceable parts, refixing of old serviceable parts/ new parts if any, including the followings and all as specified and directed by Engineer-in-Charge:- Equipments:- (i) Automation Master Control Panel/ slave panel at Tube Well No.1, 2 & 3 (N Area), 4, 5 & 6 (K Area) and P/H No. 1 & 2 (HalloMajra).

Note:- (i) New parts, if required, shall be paid under separate items as supply only. (ii) Unit rate quoted by tenderer is of checking of system fortnightly and necessary servicing, repair and the register will be maintaned to that effect. (iii) In addition to above, specific emergency complaints from time to time shall be attended after receiving the same from Engineer-in-Charge. (iv) The scope of work includes the charges required for removing, repairing, refixing, carrying out electrical termination and fixing/ installing, testing, commissioning etc, upkeeping, cleaning of panels with blower and renewal of identity stickers (computerised) on panel complete all as specified and as directed.

Supply only PLC (Programmable Logic Controller) comprising of Main Controller, MMI with display, input/output.

Rewiring complete as per existing colour code of PLC based Slave control panel as per the existing complete all as specified and as directed.

Maint of wireless/ wired broad band internet connection with minimum speed of 50 MBPs along with static IP and any provision of other accessories as required on the Server computer including suitable the internet charges for 12 months period as per the requirement of the Engineer-in-Charge including liaisoning with the service provider to upkeep the connection for period of 12 months and supply of sim cards for panel complete all as specified and as directed by Engineer-in-Charge.

Note: (i) The scope of work includes only labour charges required for removing, repairing, refixing of serviceable old parts/ new if required, carrying out electrical termination and fixing/ installing, testing, commissioning etc. (ii) New parts if required, shall be paid under separate item as supply only.

Servicing of Motorised Butterfly Valves 08 nos. at N area, 07 nos. at K Area and 05 Nos at HalloMajra and connected items of Size 150 mm i.e. cleaning, greasing, checking for wear and tear, checking electrical termination, testing (once every One month) as directed by the Engineer-in-Charge and Breakdown maintenance and replacement of unserviceable parts, refixing of serviceable parts/ new parts if required, testing, commissioning etc and all as specified and as directed. Note :- (i) The scope of work includes only labour charges required for removing, repairing, refixing carrying out electrical termination, and fixing/ installing, testing and commissioning etc. and painting once with synthetic enameled paint after preparation of surface to valve MS sheet cover and valve pit cover. Servicing of 43 Nos. M&L for Integration, modification of the program and creation of additional screens and soft keys to facilitate remote monitoring and operation of the automation PLC base Slave Panels incorporated at Pump House. Note:- The scope of work includes modification of the SCADA system and its formats so as to include the status of the said Automation Slave Panels.

Maintaining of the communication ports, and establishing communication system, including cost of communication system for every one month and maint and controlling of the PHs through individual PLC (Programmable Logic Controller) based slave Panels and overall control through PLC (Programmable Logic Controller) based master panel complete system. The work has to be carried through OEM or any other agency dealing with the installation and maint of SCADA/ Automation system having vast experience in the relevant fields.

Maintaining of SCADA software with unlimited tags for eleven month period as per existing system, Upgration of SCADA Engineering control, scope of work includes only re-programming, library and icon creation for graphical display of the system automated water supply screen. The software shall have user defined soft keys for remote operation of pumps and valves and navigation keys for shifting between screens all as directed & specified by Engineer-in-Charge.

M&L for Locating blockage in existing distribution pipeline, 80 mm dia, any type in position by excavation work manually in any type of soil upto 750 x 500 mm upto max 2 Metre length at various locations (Maximum up to 3 location) incuding necessary cutting/ threading/ welding work & provision of required size of fittings such as union/ socket 1 no, replacement of damaged pipeline, returning filling and removal of surplus soil complete all as specified and as directed. Note :- (i) Pipe length will be measured and paid separately under approriate item of sch 'A'. (ii) Contractor shall restore supply system within 8 Hours.

M&L for Locating blockage in existing distribution pipeline, 40/50 mm dia, any type in position by excavation work manually in any type of soil upto 750 x 500 mm upto max 2 Metre length at various locations (Maximum up to 3 location) incuding necessary cutting/ threading/ welding work & provision of required size of fittings such as union/ socket 1 no, replacement of damaged pipeline, returning filling and removal of surplus soil complete all as specified and as directed. Note :- (i) Pipe length will be measured and paid separately under approriate item of sch 'A'. (ii) Contractor shall restore supply system within 8 Hours.

Excavation in trenches in soft/ loose soil, not exceeding 1.50 metre wide and not exceeding 1.50 metre in depth; for foundation, etc. and getting out complete all as specified and as directed by Engineer-in-Charge.

Returning filling in, including spreading, levelling, watering and well ramming in layers not exceeding 25 cm thick each, complete all as specified and as directed by Engineer-in-Charge.

Removing excavated soil to a distance not exceeding 50 metre and depositing where directed at a level not exceeding 1.5 metre above the starting point complete all as specified and as directed by Engineer-in-Charge.

M&L fine sand (River sand) spread in trenches for cushioning of cable 8 mm thick under the cable and 15 cm over the cable for protection complete all as specified and as directed by Engineer-in-Charge. Note: for payment purpose, only punned thickness of sand shall be measured and paid.

Supplying and laying un-reinforced precast concrete cable cover, class LV, type-1, flat, size 250 mm x 150 mm x 40 mm as in cable protection laid flat with axis of brick perpendicular to the axis of the cable complete all as specified and as directed by Engineer-in-Charge.

M&L for Fabrication and fixing mild steel black sheet 6mm thick conforming to FE 410-W (Gde-E250 quality) for valve pit chamber cover including cutting, welding, two nos holes,1 No lifting hook and grooting one side with MS fasterner/ Pes in valve pit wall/ mild steel frame, provn of locking arrangement and making good disturbed surfaces with same material complete all as specified and as directed by Engineer-in-Charge.

M&L for Arresting of water leakage from existing pipe line in position from GI pipe of size 80 mm to 100 mm bore, including excavation through Men/ Mechnical power, cutting, threading, welding as per site requirement, including jointing material and fittings such as GI (Bend, socket, reducer, tee, funnel, union, solution, thread etc) and refilling etc complete all as specified and as directed by Engineer-in-Charge. Note:- (i) Excavation up to 1 x 1 x 6 Metre will deemed to be included in quoted rates against this item. (ii) pipe length, if requird, will be measured and paid separately under appropriate item of sch 'A'.

(iii) Testing report of each visit carried out by the rep of OEM shall be submitted by the contractor to Engineer-in-Charge. The cost of the same shall deemed to be included in the quoted rate against respective items of BOQ.
