10.2 - Financial Eligibility Criteria: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees. N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, as provided at Page 42 of tender documents, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
10.3 Financial Eligibility Criteria: For tenders having advertised valuemore than Rs 10 crore wherein eligibility criteria includes bid capacityalso, the tenderer will be qualified only if its available bid capacity isequal to or more than the total bid value of the present tender. Theavailable bid capacity shall be calculated as under: Available BidCapacity = [A x N x 2] - 0.33xNxB Where, A = Maximum value ofconstruction works executed and payment received in any one of theprevious three financial years or the current financial year (up to date ofinviting tender), taking into account the completed as well as works inprogress. N= Number of years prescribed for completion of work forwhich bids has been invited. B = Existing commitments and balanceamount of ongoing works with tenderer as per the prescribed proformaof Railway for statement of all works in progress and also the workswhich are awarded to tenderer but yet not started upto the date ofinviting of tender. Note: (a) The Tenderer(s) shall furnish the details of (i). Maximum value of construction works executed and paymentreceived in any one of the previous three financial years or the currentfinancial year (up to date of inviting tender) for calculating A, and (ii).Existing commitments and balance amount of ongoing works withtenderer as per the prescribed proforma of Railway for statement of allworks in progress and also the works which are awarded to tenderer butyet not started upto the date of inviting of tender for calculating B. Incase of no works in hand, a 'NIL' statement should be furnished. Thesubmitted details for (i) and (ii) above should be duly verified byChartered Accountant. (b) In case if a bidder is JV, the tenderer(s) mustfurnish the details of (i). Maximum value of construction works executedand payment received in any one of the previous three financial years orthe current financial year (up to date of inviting tender) by each memberof JV for calculating A, and (ii). Existing commitments and balanceamount of ongoing works with each member of JV either in individualcapacity or as a member of other JV as per the prescribed proforma ofRailway for statement of all works in progress and also the works whichare awarded to each member of JV either in individual capacity or as amember of other JV but yet not started upto the date of inviting of tenderfor calculating B. In case of no works in hand, a 'NIL' statement should befurnished. The submitted details for (i) and (ii) above should be dulyverified by Chartered Accountant. (c) Value of a completed work/work inprogress/work awarded but yet not started for a Member in an earlier JVshall be reckoned only to the extent of the concerned member's share inthat JV for the purpose of satisfying his/her compliance to the abovementioned bid capacity in the tender under consideration. (d) Thearithmetic sum of individual "bid capacity" of all the members shall betaken as JV's "bid capacity". (e) In case, the tenderer/s failed to submitthe above statement along with offer, their/his offer shall be consideredas incomplete and will be rejected summarily. (f) The available bidcapacity of tenderer shall be assessed based on the details submitted bythe tenderer. In case, the available bid capacity is lesser than estimatedcost of work put to tender, his offer shall not be considered even if hehas been found eligible in other eligibility criteria/tender requirement.

Successful tenderers are required to submit the number of labour to be employed for this particular work. Also the list showing names, along with all other details, of male and female workers employed in this work, should be submitted to office, at the time of submitting performance guarantee and before executing contract agreement. They should also ensure that 1) The payment to the contract labour should be made through bank/cheque. 2) Identity Cards should be issued to all contract workers. 3) Necessary steps should be taken to deduct provident fund from the payment made to contract labour and ensure that the same is credited to their Provident Fund account. 4)Medical facilities from ESI should be ensured, if applicable.

Advance Correction Slip No. 1, 2, 3, 4, 5, 6, 7, 8, 9, 10 and 11 to Indian Railways Standard General Conditions of Contract, April - 2022 circulated by the Railway Board vide letter No. 2022/CE-I/ CT/GCC-2022/Policy dated 14.07.2022, 13.12.2022, 26.04.2023, 07.08.2023, 20.10.2023 , 21.12.2023, 25.09.2024, 20.12.2024, 09.01.2025,04.03.2025 and 13.03.2026 are applicable to this tender.
I/We agree to carry out all works with use of modern equipments of required capacity for the work without extra payment. The decision of railway engineer shall be final and binding in this regard.
It is the responsibility of contractor to arrange the payment of the labour employed for the work through bank and to deduct PF as per the provisions of Minimum Wages Act.
The quantities shown above are approximate and to give a general guideline. Railway reserves a right to increase, decrease or to delete any of the items mentioned in schedule.
As per ACS 1 to GCC April 2022, issued vide Railway Board's letter dt. 14.07.2022, PVC Clause shall be applicable only in tenders having advertised value above Rs. 2 Crores provided to the provisions as per clause 46A-1. Tenderers should take a note and quote their rates accordingly.
In case Civil work tenders, the quantity of cement required in the items where necessary, will be used by the contractor on the same rates as accepted in tender, as per the quantity mentioned against each item in USSOR/DSR, though not mentioned in tender schedule.
Tenderers are advised to quote their rates including all type of taxes and levies etc. to be paid by them. Any extra payment will not be made on account of taxes/Levies etc., in excess of Contract Agreement Value,
In case of submission of Bid Security in the form of Bank Guarantee, a scanned copy of Original BG valid for a period of 90 days beyond the validity period of tender, and addressed in favour of Sr.DFM/WCR/BPL, shall be uploaded on IREPS portal while applying for tender. And As per ACS 2 to GCC April 2022, circulated vide Railway Board letter dt. 13.12.22, original BG should be delivered in person to the Concerned Official in Office before closing date for submission of bid (i.e. Excluding the last date of submission of bid) without fail. Any failure in this connection shall lead to summary rejection of bid.
Maintenance period will be 6 months after successful completion of work.
