For works amounting Rs.50 lakhs and above: The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of 'total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender.
Defination of Similar Work :- Any work involving supply, Installation Testing and Commissioning of CCTV surveillance system using Fixed/Bullet/dome/PTZ type camera.

Demand for the Financial Criteria, Association of Railway Officers, List of Arbitration cases, Court cases and Mandate for NEFT are to be uploaded with a scanned copy duly filled in and signed as per annexure no. IV, V, VI, VII, VIII, IX, XI, VIA, VIB, VI and Annexure-V and Annexure- V(A) of GCC-2022 respectively. These Annexures are available in View Document menu at Home page and is downloadable. The details of the uploaded documents should be produced whenever demanded for verification on written request at any point of time of the tender and contract within 7 days.
1. Tenderer must understand the work before quoting. This work includes CCTV installation at 35 NI LC gate along with CAMC work for 05 years after expiry of warranty period of 03 years. Submission of tender shall be deemed to have been done after careful study and examination of papers as well as work site and understanding of the implication thereof. 2. Quoted rates shall include all types of taxes (including GST), duties, carrying cost of all materials for the work including loading unloading involved in the concerned work. 3. All the supply materials to be deposited at the store of SSE/Tele/Store/ASN. 4. All material supplied by Railway as well as those supplied by the contractor have to be transported from the store of SSE/Tele/Store/ ASN to the site of work by the contractor's own arrangement. 5. All released materials as well as any leftover material intact will have to be transported from the site back to the office of the SSE/Tele/Store/ASN by contractor's own arrangement. 6. Any petty material which is required for execution of the work, not mentioned in this schedule as Rly. supply, contractor has to arrange for the same as per advice of Site Engineer. 7. Items supplied by the contractor will be inspected by the authorized representative of Sr. DSTE/ASN or RDSO/Rites as mentioned in schedule of work. The product (cctv camera) should be STQC certified under the terms & condition of the IoT system certification scheme (IoTSCS). All the cost of inspection shall be borne by the contactor. 8.Contractor have to submit indemnity bond for safe custody and protection of railway materials during transportation (sample may be collected from office) 9. Work to be done as per advice of site engineer.
10.The Contractor & his supervisors, staff must take proper precaution during working in Railway area to prevent any interference with existing Rly. system, working & passengers. 11. Care should be taken to avoid damage to existing gears during the work. Any damages to the Railway property shall be made good by the contractor in his own cost. 12. Payment shall be made as per extant works contract procedure based on actual work done. 13. Latest guideline of Railway Bd.'s vide letter no. 2018/CE-I/CT/9 dated 04.06.2018 regarding "Letter of Credit" as Mode of payment in Works Tenders or Service Tenders is attached in pdf file. 14. An Eastern Railway Guidelines (ER cable cut JPO) for protection of cables while digging work in the vicinity of underground Signalling, Electrical & Telecommunication cable (ER letter No.SG.244/13/0 DT.12.08.2024) has been finalised. Accordingly, while working near underground Signalling, Electrical & Telecommunication cable, proper care should be taken to avoid the cable cut, other wise the penalty amount as per Railway Guidelines will be recovered from the erring contractors. 15. CAMC work come into effect after expiry of warranty period of 03 years.
CAMC Terms & conditions: 1.(a) Annual Maintenance contract of 5 years will start at the end of 3 years of warranty period. (b).i. The price & rates in respect of the CAMC & repairing cost are inclusive of all taxes & other levies duties, GST, carrying cost of materials & tools, etc. II. Sufficient CAMC staff with sufficient spare materials will be available for 24 hours round the clock at strategic location, so that they can easily attend the failures at respective stations.iii. Proper ID Card (approved by Railway) should be issued by to CCAMC staff by the firm.iv. The mobile Nos. of the CAMC staff along with their place of posting must be informed to the office of Sr.DSTE/ASN, Supervisor of the work & Control Test room/ASN.v. In case of leave /absence of any CAMC staff, substitute for the staff must be arranged by the firm.2. Scope of CAMC. The scope of CAMC in General covers (a) Maintenance & upkeep of all hardware, software & peripheral equipments supplied (attached as annexure B) under this contract for the items shown in schedule. (b) Attending to breakdowns. (c) Periodical preventive maintenance (monthly)(d) Repair/replacement of defective card/module/sub system/system/ part either in hardware or in software of in any form (e) Modification to software & hardware required to run the existing system satisfactorily. 3. Schedule of activity for execution of CAMC station/location wise. (a) Tendrer should provide CAMC of complete system including spare parts. (b) During the period of CAMC, the contractor shall remain 1.1.1 responsible to arrange for replacement & setting right at his own cost any equipment/sub system either in hardware or in software or any other form supplied by him which is of defective manufacture or defective design or defective material/component or becomes unworkable due to any cause whatsoever. The decision of purchaser in this regard shall be final & blinding on the contractor. (c) Fault reporting to be registered by the service provider round the clock including holidays & Sunday on telephone/mobile or otherwise. Fault shall be attended within 02 hours of reporting & shall be rectified within 12 hours of reporting time. (d) The qualified engineer of the firm will visit every month with necessary tools & equipments to check all the hardware, software & peripheral equipments covered under the Scope of CAMC. (e) The comprehensive maintenance should be carried out under the supervision of competent supervisor with good workmanship to the satisfaction of the railway officials/Administration. (f) All sorts of safety precautions should be taken before starting the work. The Railway will not responsible for any accidents caused to its labour during the execution of maintenance works. (g) All checks through servicing & maintenance of equipments carried out should be entered against each machine/equipment in the Asset Register. Signature of Railway's representative/supervisor during the check should be obtained by the contractor concerned.
(h) During the period visited any breakdown requiring repairing, the Engineer of the form will also check & clean all the system relevant system components & this includes disinfections of any virus detected. (i) All modifications required to the software & hardware for addition/deletion of any data within the scope of the system operation & as deemed fit by the Railway as & when intimated by Railway, shall be attended by the firm's engineer within 7 days & carried out free of charges, if it is not possible to carry out these modification by Railways. (j) The replacement/repair of components shall be done at Railway premises. In case any components is to be taken to contractor's premises, he should get written permission from the authorized representative of Railway & arrange a suitable standby. The standby shall be provided till the original component is replaced at no extra cost. (k) Supply of another alternate unit free of cost during the maintenance contract has to be ensured when machine is taken out for any repairing or overhauling, over & above the duplication already provided. (l) When the machine/equipment or system component is taken out of the users premises, an indemnity bond has to be executed in proper format by the firm concerned of an equivalent amount as per accepted rate of LOA/CA of tender. (m) No extra transportation charges will be paid for handling of the machine/equipment or system component from site to firm's premises & back in case of any requirement. No additional payment will be done to contractor for attending to maintenance/failure requirements or any other visit to installation over & above what is included in CAMC. (n) The necessary documentary evidence should be 1.1.2 obtained from authorized representative of Railway on rectification of the fault. (o) If required the contract may be terminated by Railways by giving 01 month notice. (p) In case of any dispute, the decision of Sr.DSTE/ASN of ASN division shall be binding on the contractor. (q) No extra payment will be made during currency of CAMC. (r) The defective part should be replaced at the earliest in the interest of the contractor to avoid penalty for down time in case a camera fails. If the repair is expected to take longer time, the contractor must provide a temporary spare from his stock with Railways, till they are able to return the original camera after repair. (s) The Railway will not be responsible for loss or damage to the contractor's materials, equipments, tools & plants due to flood, theft, or any other cause or causes whatsoever.4. Up Time: (a) The contractor must ensure proper maintenance for entire system being offered under this tender, upto the end of CAMC period of 5years.(b) Non availability of standby system shall not be considered.(c) The up time will be calculated on monthly basis. 5. Down Time: (a) Down Time is defined as duration for which system as whole or any part is not available for the purpose it is installed. (b) Non availability of stand by system shall be counted for down time. (c) The down time will be reckoned from time the contractor's representative has been informed by means of Telephone/mobile, fax, through SMS, E-Mail or any other method at the address as specified by contractor within geographical justification of Eastern Railway. The tenderer should specify details of (i) Telephone No. for calling (ii) FAX (iii) Mobile No. for calling & SMS, (iv) e-mail ID & (v) Postal Address for correspondence.
6. Working Hours: Working Hours for the system will be considered as 24hours per day. 7. Payment & deduction: (a) Payments for CAMC will be done as per date of start of the CAMC station wise. (b) Down time should not more than 12hrs for any specific camera location at each LC gate location. In case the down time exeeds more than 12 hrs Rs.500/day or part thereof will be deducted for each day until the failure is restored for each camera. In case of total failure of the central control system (hardware and software), the down time should not exceed 6 hrs at any time of day at any time of day & penalty of 1.1.3 Rs. Rs.1500/- hours for each LC gate location (Provision of 3 camera per LC gate/location) or part thereof shall be imposed for excess time taken. (c) No payment for the month of that station will be done if the down time is more than 48 Hours for each camera & 24 hours for central control system (hardware and software) for each LC gate location. (e) Annual Maintenance charges will be paid on quarterly basis at the end of the quarter, subject to deduction for down time referred above.(f) Down time will not be considered for which prior approval of Railway authority are taken in writing for preventive measure.
