Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Adequacy of the proposed work plan & methodology in responding to the TOR

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Banker Details

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt oftenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivityissues and technical glitches at bidders end

Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-)soon after contract has been issued to bidder

As per Karnataka State Government order No.LD/300/LET/2006 Bangalore Dated 01.01.2007 and Government LetterNo.PW/134/BMS/2007 Dated 27.7.2007, a sum amounting to 1%of the bill amount will be deducted towards ConstructionLabour Welfare fund

The Tenderer shall obtain the workdone certifcate in the prescribed format from the Competent Authority not below the rankof Executive Engineer(District Level Officer)and scan the Original Certifcate and attach the scanned file to the Bid. The OriginalCertifcate/Certifcates shall be produced at the time of opening of technical Bids for physical verification

Financial Year will be reckoned as the period between first day of April and thirty first day of March of succeeding year (bothdays inclusive)

The Employer reserves the right to Reject any or all Tenders without assigning any reason

The Employer is not responsible for any delay in accessing e-procurement portal

Evidence of access to financial resources to meet the qualifcation requirement specified in ITT 3.3b cash on hand letter ofCredit etc List them and attach scanned certifcate from the banker

The tenderers are requested to abide instructions and conditions contained in the Standard Bid Documents KW1 and furtherorders thereon

PERFORMANCE SECURITY The successful tenderer shall furnish Performance Security Deposit (Achievement Guarantee) at5% of the contract price including GST with in 20 days after approve of tender as per rule 29.5 of the tender and clause 44 ofthe agreement in the form of FDR issued by any nationalized Bank in the name of EXECUTIVE ENGINEER PWD DivisionBagalkote

The item rates are excluding GST and inclusive of all other charges

GST shall be paid to the tendered amount separately

The Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible fordelays as determined by the authority while granting the extension of time

Contractors should be registered with EMPANNELED Consultancy registration (With contact number)

technical consultants should be of appropriate category who are skilled and expert.

The Technical Consultant should be included in the empaneled list of Public Works Department

Land aquation survey, Preparation of Land aquation Proposals and following the land acquisition proposals till award by department.

Shall have valid GST Registration and other Statutory Registrations.

Shall not have any Litigation History in any of their Previous Projects.

Shall not have been Blacklisted or Terminated in any of their Previous projects

The approach and methodology shall clearly define the Consultants approach to complete the assignment within the time frame and methodology adopted. Adequacy of the proposed work plan and methodology in responding to the terms of reference (TOR)

The Consultants Company should have and deploy the key personal / man power mentioned in the attached bid document for the assignment Bio data of individual key personal signed by the individual member shall be furnished. (General Qualifications, Adequacy for the project, Experience in region & language of key personal should be furnished

Completed successfully for preparation of Detailed Project Reports (DPRs)/ feasibility report cost not less than 65.40 crores (Credentials obtained from the client not below the rank of Executive Engineer shall be furnished)

Shall have minimum 7 years of experience in consultancy services. (Registration certificate/ service tax certificate must submit)

Shall have on their Payroll Highway & Structural Design Engineers and necessary staff for Preparation of DPR

Shall have valid & Licensed Highway Design Software, Auto CAD latest version, Required Printers & Plotters and other office Equipments necessary for Preparation of DPR

The Consultant shall have a Own NABL accredited Full Fledged Laboratory with all the relevant equipments in Karnataka with minimum 40 parameters

The Consultants shall mandatory pay a flying visit to 100% length of the project Roads and upload brief reports certified by Assistant Executive Engineer

The Assignment of preparation of DPR including detailed soil investigation, survey, Structural design and drawings including shall be completed within one month from the date of Agreement.

DPR shall be placed for T and ERC as per government circular, the objections arised from T and ERC committee shall be attended along with compliance by the consultant himself before technical sanction

Consultant shall take technical sanction from competent authority through proper channel

If any changes occured During Execution And also Prepare for finalization of the DTS

Proof checking of all structural drawings should be done by IIT/IISC at the cost of the consultant
