Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs)

List of Financial Resources with Certificates
The bidder should have satisfactorily completed the works involving Supplying, Erection and Commissioning of EVSEs of value not less than Rs. 72,86,347/-(which is 50% of the amount put to tender) during the last Five Years (i.e., FY 2020-21 to 2024-25) as on the date of Bid Submission to any power utilities /PSUs /DISCOMs /CPOs or any other government/ private entities in India. Note. If the bidder is an authorised representative/ dealer / Channel partner, then the credentials of OEM can also be submitted. Either bidder or any one of the OEMs credentials shall be considered (Combined credentials shall not be considered).a)Copy of Detailed Work Award(s) (DWA)/Work Award(s), as applicable. b) Work completion certificate(s) issued by an officer not below the rank of Executive Engineer or equivalent of the concerned power utilities / PSUs / DISCOMs / CPOs or any Government or private entity in India.
The bidder should have provided minimum 11 nos. of EVSEs (which is 80% of the tendered Quantity) of type CCS-2 of 60 KW and above capacity with the IP54 and above rating and NABL/ARAI/CPRI/ICAT and PMP certification in any one year during the last Five Years (i.e. from FY 2021-22 to FY 2025-26) to any power utilities / PSUs /DISCOMS/ CPOs or any other government/private entities in India as on the date of bid submission.Note. If the bidder is an authorized representative/ dealer/ Channel partner,, then the credentials of OEM can also be submitted. Either bidder or any one of the OEMs credentials shall be considered (Combined credentials will not be considered). a)Copy of Detailed Work Award(s) (DWA)/Work Award(s), as applicable. b) Work completion certificate(s) issued by an officer not below the rank of Executive Engineer or equivalent of the concerned power utilities / PSUs / DISCOMs / CPOs or any Government or private entity in India.c)The OEM should have NABL/ARAI/CPRI/ICAT and PMP certifications for the EV Charger and the same shall be uploaded.d)The OEM should have IP54 and above certificate for the EV Charger and the same shall be uploaded.
The Bidder should be in existence as any of the following-a) Company incorporated in India under the Companies Act, 1956/2013 Including any amendment thereto. b) LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto. c) Partnership Firm under Partnership Act, 1932 in India. d) Sole Proprietorship Concern.a) In case of Company incorporated in India under the Companies Act, 1) Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company. 2) Annual filings (E-Forms AOC-4, MGT-7) filed by the Company to Registrar of Companies (Ministry of Corporate Affairs, Government of India) for preceding two Financial Years (FY 2023-24 & FY 2024-25). 3) Declaration from Directors of the Company stating that they are not disqualified to be a Director of the Company along with the list of Companies in which they are Directors as on the date of inviting tender(s).b) In case of LLP incorporated in India under the Limited Liability Partnership (LLP) Act.1) Certificate of Incorporation issued by Registrar of Companies as per LLP Act 2008. 2) Limited Liability Partnership Agreement of LLP. 3) Form 11-Annual Return filed by LLP to Registrar of Companies (Ministry of Corporate Affairs, Government of India) for preceding two Financial Years.c) In case of Partnership Firm. 1) Registered Partnership Deed, GST Registration Certificate. 2) Shops & Commercial Establishment Registration Certificate, as applicable. d) In case of Sole Proprietorship, PAN/GST Registration Certificate.
The Bidder should be original Equipment Manufacturer (OEM) Or An authorised representative/ dealer / Channel partners of the OEM of the EVSEs. a) In case of authorized representative/dealer/Channel Partner to submit Udyam/ MSME/ Trade License/ Commerce & Industries Certificate or any equivalent certificate issued by State or Central Government issued to authorized representative/dealer/Channel partner And an authorization letter issued by the OEM(s) to the bidder. b) In case of OEM, a self-declaration of bidder and company profile along with Udyam/ MSME/ Trade License/ Commerce & Industries Certificate or any equivalent certificate issued by State or Central Government issued to OEM.
a)If the bidder is OEM, then the bidder should submit an undertaking stating to support the supply of spares and services for a period of 5 years from the date of successful commissioning of the EVSEs. b) If Bidder is an authorised representative/ dealer/ Channel partners, then the bidder should submit an undertaking by the OEM stating to support the supply of spares and services for a period of 5 years from the date of successful commissioning of the EVSEs. An undertaking by OEM to support by supplying spares and services for the period of 5 years.
The bidder should not have been defaulted and blacklisted by any Government agencies / Utilities. A self-declaration on notarized stamp paper of Rs.500/-by the Bidder as per format specified to be submitted. If the bidder is an authorised representative/ dealer/ Channel partner, he shall also furnish an undertaking from OEM for not having defaulted and blacklisted by any Government agencies/Utilities.
Any Bidder from a country, which shares a land with India, will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. (As per Government Order No. FD 455 Exp-12/2020 dated 25.08.2020.).A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following formatI have read the clause regarding restrictions on procurement from a Bidder of a country, which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached). Copy of the self-declaration on notarized stamp paper of Rs.500/- as per the format in the bid document shall be uploaded. If the Bidder from a country which shares a land with India, Registration certificate issued by the competent authority shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done.
Bidders who meet the above-specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under-Assessed available tender capacity equals to (AxNx1.5 - B) Where, A is Maximum value of works executed in any one year during the last five years (i.e., from FY 2020-21 to FY 2024-25) (updated to FY 2025-26 price level) taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the works for which tenders are invited. i.e, N equals to 0.25. B is Value, at FY-2025-26 price level, of existing commitments and on-going works to be completed during the next 0.25 year. Copy of the statement of total value executed and payment received in the last five years (FY 2020-21 to FY 2024-25) as per the format in the bid document duly certified by the Chartered Account along with affixing the UDIN shall be uploaded. Copy of the statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works as per the format prescribed in the bid document. The statement shall be certified by the Employer in charge, not below the rank of an Executive Engineer or equivalent of the concerned utility shall be uploaded.
The annual turnover of the bidder should not be less than Rs. 2,91,45,389/-(which is two times the amount put to tender) in at least two financial years during the last five years (i.e., FY 2020-21 to FY 2024-25).Note-Updated to the FY in which the tenders are invited. Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the FY in which the tenders are invited. Certified copies of audited financial statements providing the turnover details for the last five preceding financial years viz. FY 2020-21 to FY 2024-25. The audited financial statement should be in Indian rupees.
The liquid assets of the bidder as on date of NIT or at a later date before submission of bid, consisting of cash at bank, term deposits, availability of fund-based credit facility in any Nationalized/ scheduled commercial bank shall not be less than Rs. 36,43,174/-(which is 25% of amount put to tender).The cash at bank, term deposits with bank and availability of fund-based credit facility as on date of NIT or at a later date but before opening of technical bid shall be supported by certificate issued by any scheduled commercial bank with whom the bidder has the banking facility.
