Providing daily minimum 1 numbers Highly skilled, 16 numbers skilled, and 11 numbers unskilled labour manpower for maintenance of electrical Sub Station ,Electrical installations of Entire campus ,Both Non-Residential & Residential Bld,Compound Light(Existing & upcoming all EI) incl Operation of All Diesel Generator Set in the Premises of DR.G.Kar Medical College & Hospital. The maintenance work should be carried out as per following scope of works and terms & conditions, Highly Skilled First Year

Rate should be quoted including the following - (1) Yearly once sub-station all equipments servicing & testing & Breakdown Solving 5% (2) Dress code 1%, (2) Tools & tackles 1.5%, and (5) Sundrys 0.5%.]

S & Delivery Pouring High Speed Diesel Oil incl Carrying charge & Container NB. Bill will drawn as per actual consumption against submission of challan/oil slip upto the amount limit specified

Agency should provide Minimum Wages as per latest Govt. Rules and regulations The agency have to do following scope of works, All transformer, HT breaker, ACB, relay, MCCB, control panel, PLC etc servicing, testing & checking once in a year by OEM / approve testing team. Minor repairing of transformer, HT breaker, ACB, panels etc are included. Cleaning, tightness checking of all electrical equipments / gadgets e.g, ACB, DG, fans, luminiaries, DBs, transformers etc as and when required or as per direction of concern JE / AE.

Day to Day Thermal Imaging and storing the image in proper format and maintaing register. Half yearly Earth resistance checking and maintain register of all electrical Panels Earth Pit and Lightning Conductors same as per direction of JE / AE. The agency has to check the condition and keep the ceiling and wall fan clean regular basis. In case of breakdown of fans the agency has to deposit te fan at the custody of JE. Agency has to reinstall the fan after repairing at its original position and checking.Annual Oiling,Overhauling and servicing are not under the scope of the agency.

Maintain Call Register, daily work register, fan register, DB/Panel chacking register, maintenance materials stock register etc as per direction & prescribed format by concerned JE / AE. PWD officers has the right to verify the register as and when required. Electrical Load balancing should be done as and when required. Checking, testing, cleaning of diesel generator sets along with AMF panels. Maintain register of same as per direction & prescribed format by concerned JE / AE. PWD officers has the right to verify the register as and when required.

The agency will have to deposit all dismantled materials to the section office / store / instruction given by JE. Handling of store materials as per instruction of JE / AE. Agency should provide petty materials like fuse wire, screws, washers, battery, small nuts & bolts etc. to ensure the smooth running of the installation as per instruction of concerned Executive Engineer, Assistant Engineer, Junior Engineer without claiming extra cost.

Daily Complains shall be attend priority-wise according to the importance of the site within reasonable time. The same complain should be rectified on the same day. During night shift, any 'emergency call' will be attended after intimating to the concerned officers of PWD for the entire site . Due to any emergency rectification / protection / prevention / preparation work, agency will liable to complete the work early. For the same agency may engage extra manpower without claiming any extra charge.

Any abnormality should be informed concern JE / AE immediately. Apart from the above scope of works agency have to do any kind different types of electrical works as per direction / instruction of concern JE / AE.

If agency does not provide the following the deductions to be made as follows- a) Yearly once sub-station all equipments servicing & testing & Breakdown Solving not done -5% will be deducted b) good tools & tackles not provided - 1.5% will be deducted c) Dress code not maintained-1 % will deducted All deductions to be made from the contract amount of item no 1 .1 to 1.3( excluding item no 2.0)

An amount Rs.100/- for each person each shift or as per given instruction about penalty amount from EIC will be deducted if staff dose not wear shoe / dress code.

If any fault(s) does not rectify and pending day by day due to negligency of the agency end then department has the right to deduct an amount of Rs.500/- each fault each day.

Mandatory Requirement of Labour from the from Directorate of Electricity, Govt of West Bengal- a.) Highly Skilled- i(a) & i(b), (ii),(iii),(iV) & (v) b.) Skilled- i(a) & i(b) and (ii) licence c. Semi Skilled- i(b) licence d. Un-Skilled- Helper having some basic knowledge of Electrical Works.

The overall day to day maintenance work to be periodically supervised by the Licensed Supervisor having SCC and part 1,2,3,4,5,6A,6B,7A,7B,10, 11,12 or National Supervisor Certificate Holder

The agency should provide Photo Identity card with name,designation & phone number which will be duly signed by the JE

The labour rates are including PF, ESI, Bonous etc as per very recent order of Labour department, Govt of West Bengal.

Electrical Call Centre will be manned from the existing manpower as perdirection of JE/AE

The agency has to provide One GPS activated smart Phone dedicated for call centre.The cost of handset and running cost i.e. phone bill have to be borneby the agency.No claimof paymentagainst any bill will be entertained.

In case of accident or physical illness of the staffs of the agency while on duty,NO claim will be entertained by this department. All the responsibility should be taken by the agency.

Weekly one holiday should be allotted to each worker.

Yearly increment of labour wages should be as per govt. rule.

Suitable replacement / substitute of worker for unavoidable absence or weekly holiday have to provide from agency's end.

Agency should provide seperate required Tools and Tackles set like screw driver, test lamp, line tester, cutter, small hacksaw etc to every Wireman so as to carry out the maintenance work smoothly - According to necessity. The condition & availibility of tools & tackles should be informed to concern JE/AE in every 15days.

At site, minimum following tools should always present in three sets- Box wrange set, double ended spanner set, ring spanner set, different sizes chisels, cable cutter, different sizes crimping tools, hammer drill machine, drill machine, concrete drill bit set, MS drill bit set, multimeter, clam-meter, infrared temperature gun, allen keys, oil can, cutter machine, concrete cutter wheel, MS grinding & cutting wheels, hole saw cutter set, square files, round files, big hacksaw, tubular spanner set, megger 500V & 1000V( DoE approved), adjustable spanners, torque wrenge and hammer,Lux Meter

During duty all the staffs have to carry valid mobile no, valid identity card, must wear dress code ( Light Blue/Orange colour Thirt/Shirt with word embossed "PWD ELECTRICAL RGK" at front & back side) and shoes.

Duty time of each worker decided as per direction / instruction of concern JE / AE.

All the same man-power should have active PF UAN account number, ESI card and mobile number.

If any damage done by the agency end, due to mishandling / wrong operation / negligency then agency will liable to rectify / replace the same in free of cost otherwise department has the right to deduct the same amount from the bill to restore the same defects.

If any manpower does not provide by the agency then same manpower charge will be deducted from the bill as per the labour commissioner rate on that day.

If any worker negligent to his duty / mis-behave to any other or authority then agency has to replace the same worker(s) immediately after getting complain.

Agency staffs have the responsibility to check and confirm that all the electrical gadgets are in shutdown beyond office hours.

If any worker(s) found in negligence in work or disobey instruction from JE/AE/EE, then he should be replaced immediately.

Agency staffs will follow the orders of his immediate officers i.e, JE / AE regarding the work.

Thumb impression attendance system (Biometric) of every month is prefarable.

The contract may be terminated by either side with a notice for Four months.

The agency should submit the identity proof of his/her working personnel with ‘Photo’ in duplicate. So that one copy of the same can be submitted to the security.

The department will not bear any responsibility for any accident and thereby no claim for compensation in any shape from this department will be entertained.

The department will not bear any travelling / tiffin / fooding / accommodation / electricity / sundries charges.
