OUTSOURCING SERVICES FOR MANNING OPERATION FOR POWER HOUSE LIKHABALI AC PLANT RAIN WATER HARVESTING INSTALLATION UNDER GE BRICHGUNJ

Tenderer's attention is invited to the following stipulations. (a) Tenderer shall quote not less than the minimum wages as notified by Government of India/concerned state Government / Local body, whichever is higher and also not less than applicable rates for contribution of employer's towards EPF, Contribution to ESIC, Bonus and contribution of LWC under respective headings/sub items. In case the rates quoted are less than the prevailing rates/instructions under any headings/ sub headings the bid will be treated as non bonafide/invalid. (b) The percentage rate quoted at column 14 shall be inclusive of all taxes, cess, levies as applicable including GST and misc expenses mentioned in para (c) below. (c) The percentage rate quoted at column 14 shall be inclusive of all miscelloneous expenses such as uniform, protective clothing, shoes, Hat, Torch, consumables to up keep and maintatin the installation, tools and plants, transportation of workmen to work site as well as on work site etc. (d) The contractor shall pay the workmen not less than the minimum wages (higher rate as applicable) and submit the proof of payment with aadhaar linked bank account details of the workmen employed. (e) The actual amount paid towards employer's contribution towards EPF, contribution towards ESIC and Bonus shall be payable only after submission of valid & authentic support of proof of payment. (f) Rates with Nil or Zero consideration or minus percentage of over head and profit shall be considered non bonafide.

Outsourcing of services for Manning and operation of main receiving station electric supply by employing one Electrician per shift of 08 hours each including Sundays and holidays as described below for monitoring and recording of all the parameters required, operating all the incoming and outgoing electric control switches of HT switch gears i.e. VCB and power transformers and its associated switch gears on HT sides, replacing blown off fuses on HT side and communicating with AED in case of power failure complete all as specified and as directed by Engineer-in-Charge.

Notes: (i) 8 hours will be treated as one shift. Operation timings of shift will be from 0800 hrs to 1600 hrs, 1600 hrs to 2400 hrs and 2400hrs to 0800 hrs or as decided by Engineer-in-Charge. (ii) All relevant norms and IE rules provisions shall be adhered while working on electric circuits and necessary protective devices and tools required shall be inclusive of the provisions. (iii) Cleaning of installation including clearing of vegetation, wild growth and trimming of grass etc, around the installation compound shall be carried out complete all as specified and as directed by Engineer-in-Charge.

(iv) Daily log sheet for recording all the parameters of electric supply of AED & also of all HT feeders meter reading including AED/ MES shut down details shall be maintained by the contractor as directed by the Engineer-in-Charge. Any defects / short comings noticed shall be intimated to the JE & AGE immediately. (v) The contractor shall also ensure that all the provisions as laid down in contract labour Act 1970 such as payment of minimum fair wages, working conditions etc are complied. (vi) The fast consumable spares as per manufacturers manual / catalogue has to procure & kept ready for use during urgency if treated over by contractor and the same will be paid under provisional lump sum of spares is deemed to be included in unit rate of above item. (vii) The labour cost for replacement of spares is deemed to be included in unit rate of above item.

Outsourcing of services for Manning and operation of Diesel Engine driven Generating sets 500 KVA - 05 Nos, installed at Station Power house, including monitoring the auto synchronizing panel to run the sets in parallel if required, monitoring the running parameters and adjust the same as required, operating the electric control switches on LT and HT sides, and changing over of Electric supply from AED to Gen set supply after synchronisation if necessary and changing back to AED supply on restoration of supply by employing One FGM and One semi-skilled tradesman per shift of 8hrs each including Sunday and holidays for the DG Sets (DG Set No. 01, 02,03,04 and 05 of 500 KVA with Cummins engine and Stamford Alternator - 05 Nos) installed at Power house at Brinchgunj Mil Station, all as specified and as directed by Engineer-in-Charge

(iv) The consumption of diesel for peak/non-peak hours for 500 KVA sets shall be assessed through a Board of Officers convened by the Accepting Officer in the presence of contractor. The details of running and actual consumption of diesel by generators shall be recorded every hour in the log book by the contractor, failing which recovery shall be effected at the rate of Rs. 100 per shift. (v) The FGM on duty will check the DG sets as per the scheduled daily checks required before starting the engine. (vi) During the regular operation of DG sets, 500 KVA the contractor shall run two or three number of DG sets in parallel under synchronised condition and one number of 500 KVA DG set to cater for the load requirement prevailing at the time of operation of DG sets. The parallel operation shall be stopped when the load on the set is reduced and when one 500 KVA DG set is capable of taking the load. The contractor shall be responsible to monitor the load pattern closely and use the set as per load requirements. At any point of time the DG sets shall not be allowed to over load. Load shall be controlled by operation of the appropriate controls on the distribution system to avoid overloading.

vii) 8 hours will be treated as one shift. Operation timings of shift will be from 0800 hrs to 1600 hrs, 1600 hrs to 2400 hrs and 2400hrs to 0800 hrs or as decided by Engineer-in-Charge. (viii) All relevant norms and IE rules provisions shall be adhered while working on electric HT/LT system and necessary protective devices and tools required shall be inclusive of unit rate quoted for above item. (ix) Cleaning of installation including clearing of vegetation, wild growth and trimming of grass etc., around the installation compound shall be carried out complete all as specified and as directed by Engineer-in-Charge.

Outsourcing of services for Manning and operation of Central type AC Plant 50TR capacity- 01 No and 200kVA DG set -01 No. installed at Likabali auditorium at Brinchgunj Mil Station, as on required basis including helping to monitoring and recording the running parameters required, operating the electric control switches on LT sides by employing One Ref Mech per shift of 8 hrs each including Sundays & Holidays all as specified and as directed by Engineer-in-Charge. Note: (i) 8 hours will be treated as one shift. Operation timings of shift will be between 0600 hrs to to 2200 hrs or as decided by Engineer-in-Charge. (ii) 'A' Check- Every day, Check Engine oil & Engine coolant level and toping up as and when required (Engine oil & Engine coolant will be issued by department), Check Belts, if there is belt slippage adjust or replace (belt wil be issued by the dept), Check engine alternator coupling and mounting bolts, Records oil pressure, water and oil temp, Records RPM, Voltage, AMPS and HZ, Check throttle linkage. Check starting battery electrolyte level and specific gravity toping up level.

(iii)All relevant norms and IE rules provisions shall be adhered while working on electric circuits and necessary protective devices and tools required shall be inclusive of the provisions. (iv) Cleaning of installation including clearing of vegetation, wild growth and trimming of grass etc, around the installation compound shall be carried out complete all as specified and as directed by Engineer-in-Charge. (v) Daily log sheet for recording all the parameters of AC Plant and DG set shall be maintained by the contractor as directed by the Engineer-in-Charge. Any defects / short comings noticed shall be intimated to the JE & AGE immediately. (vi) The contractor shall also ensure that all the provisions as laid down in contract labour Act 1970 such as payment of minimum fair wages, working conditions etc are complied. Outsourcing of services for manning and operation of water supply installations connected to rain water harvesting system at Ranjit Vihar including operation of raw water pumps and filtration plant, pumping of treated water to treated water tank and from pump house to MES colony overhead tank and para-11 pump house & then monitoring of pipe line across the length to A-II site pump house for operation of Motors & pumps, maintain log book for pumps treated water pumped ,cleaning of installations, water levels at different stages, butterfly valves ,sluice valves and LT panel including distribution network located near A-II site and carrying out routine repairs, maintenance and attending water supply complaints in raising main & distribution pipe lines from main reservoir to service water tanks of each building under the jurisdiction of GE Brichgunj, and also attending break downs, rectify defects and restoring water supply including all required tools and plants, mixing of chemicals at different stages as required basis to maintain water quality and testing and locking installation after duty hours, complete all as directed by Engineer-in-charge by employing one FGM and one Helper per shift of 8 hrs each including Sundays and holidays as directed Engineer-in-charge.

Notes:- (i) 8 hours will be treated as one shift. Operation timings of shift will be between 0400 hrs to 2200 hrs or as decided by Engineer-in-Charge. . (ii) Staff employed shall also be responsible for maintaining the general cleanliness of installations, premises of installations etc all as directed by the Engineer-in- charge. (iii) Conveyance of staff including transportation of material and T&P required shall be provided by the contractor. (iv) Proper raincoat, uniform with name plates displaying all the details shall be provided to the duty personnel by the contractor as directed by Engineer-in-Charge. If the FGM/Helper found without uniform or without raincoat & gum shoes in rainy season, a recovery of 300.00 per day per person will be recovered from dues of contractor. (v) Contractor shall provide a Mobile telephone with free incoming facility to receive call from departmental staff. vi) Contractor shall be ensured to follow all the provisions as laid down in Contract Labour Act 1970 such as payment of minimum fair wages, working conditions etc.
