Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

Conditional tenders will not be accepted.

Tenderers are required to read the Bid Documents carefully before submission of their bid.

Any discrepancies observed in the documents uploaded by the tenderer the tender shall liable to rejected.

Royalty on construction materials and other taxes will be deducted as per prevailing Govt., orders as may be modified from time to time.

As per Karnataka State Government order No.LD/300/LET/2006 Bangalore Dated 01.01.2007 and Government Letter No.PW/134/BMS/2007 Dated 27-07-2007, a sum amounting to 1% of the bill amount will be deducted towards Construction Labour Welfare fund.

The Tenderer shall scan Original Workdone certificates / Turnover Statements and any other documents specified by the employer and attach the scanned file to the Bid. The Original Documents shall be produced for physical verification within one week from the date of Technical bid opening.

The Employer reserves the right to reject any or all Tenders without assigning any reason or what so ever.

The scanned copy of the Bank Guarantee or Fixed Deposit Receipts shall be uploaded in the e-procurement portal at the time of submission of bid and the originals of the same shall be submitted on or before technical bid opening date at the place of tender opening.

Financial turnover of previous years shall be given a weight age of 10% per year to bring them to the price level of the 2023-24.

Technical Criteria

Past Experience

Tenderer in his name should have in the last five years i.e., 2018-19 to 2022-23, satisfactorily completed, at least one similar Work of Value not less than Rs.3.18 Lakhs as Prime Contractor.

Others -- Work done Certificate issued by the officer not below the rank of Executive Engineer or Equivalent.

Financial Status

Tenderer in his name should have in the last five years i.e., 2018-19 to 2022-23, achieved in at least two financial years a minimum annual financial turnover (in all classes of civil engineering construction works only) of Rs.6.35 lakhs (UDIN number is mandatory)

Others -- Certified balance sheet issued by Charted accountant (With profit loss statement)

Liquid assets and /or availability of credit facilities of no less than Rs.1.91 Lakhs (estimated cash flow for 3 months of peak construction period) (Format as per Bid document)

Others -- Credit lines/ letter of credit/ Banker certificates issued by scheduled banks
