Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidder shall pay Contract Management Module processing fees of 0.025%of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2020-21, 2021-22, 2022-23 & 2023-24 & 2024-25 achieved in at least two financial years an annual financial turnover (in all classes of civil engineering construction works only) of Rs.24.30 Lakhs

To qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2020-21, 2021-22, 2022-23, 2023-24 2024-25 satisfactorily completed as prime contractor, at least one similar work such as Automatic Traffic Enumeration for Road Traffic Survey on SH and MDR work not less than Rs. 12.15 Lakhs.

Financial Year will be reckoned as the period between first day of April and Thirty first day of March of succeeding year (both days inclusive).

All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity till completion. Contractor should indemnify the client to that extent

The KPWD Code, KTTP Act/ Rules, Delegation of powers and other Government orders issued by Government from time to time will apply

Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

The Employer reserves the right to reject any or all Tenders without assigning any reason

The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the standard bid document KW2 KPWD and further orders thereon

The Item Rates quoted shall include cost of Royalty charges on constructive materials & other taxes as per the prevailing Government Orders at the time of execution and including cost and conveyance of all materials, curing, loading and unloading, with all leads & lifts, labour, hire charges of all machineries & equipments and all incidental charges etc., complete necessary for completion of work. All the Items shall be executed as directed by the Engineer-in-charge of the work

If undue delay caused by the contractor, the progressive damages caused to road will be assessed and make good at the cost and risk of the contractor. In addition, suitable action will be initiated against the contractor for the damage occurred during the undue delay period in accordance with the Karnataka Highway act 1964

The Tenderer shall obtain the required work done certificates from the Competent Authority not below the rank of Executive Engineer or equivalent. And scan the original certificates and attach the scanned file to the bid. The Original Certificate/certificates shall be produced at the time of opening of technical bids for physical verification.

Tenderer shall note that the Tenders of those found Eligible as mentioned in Clause 3 -Qualification of the Tenderer in Section 2: Instructions to Tenderers (ITT), will only be considered for evaluation

The Tenderer shall furnish required information in all prescribed formats. Scan & upload all the original documents/Formats required for this bid to the KPPP portal. The Original documents/ Formats shall be produced at the time of opening of technical bid for physical verification. If found falls action shall be taken as per rules

If the office happens to be closed on the dates notified, next working day will holds good

18%GST shall be paid to the tendered amount separately

The increase in GST shall not be paid in the extended period of Contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

Contractor should follow strictly the prevailing rules of labour act and applicable any other law as concerned to work. In case of any mishap, accidents are cause of death it is the duty of the contractor to settle the dispute at is own cost. In no way department is held responsible

Financial turn over and Financial commitments of previous years shall be given weight age of 10% per year to bring them to the price level of 2025-26 in the technical qualification criteria

The Tender period for completion of work is Three (3) Calendar month. (Including monsoon period)

The Earnest Money Deposit Rs. 49000.00 through KPPP portal

The Tenderer has to quote the rates are exclusive of GST and As per Government CIRCULAR NO:FD/447/EXPENDITUR

Therefore GST declaration certificate must be uploaded mandatory by the prospective bidders

Approved Agency Must update the in PMS and PMS Copy should be submitted to EE PWD Division Koppal office

Department Registration Details

Proof of concept, the bidder should present demo of the system

Fix a date in advance for the contractors to conduct the survey through CC cameras and ensure about the procedures to be carried out by the contractors on the said date, recording capacity of the cameras used by the said contractors (mega pixels) battery backup capacity (2 days), storage capacity (2 days) of the software used by the said contractors for counting vehicles after recording. Get details and do demonstration in the said activities Imposing conditions to allow only those contractors who are not found to have any defects to participate in the said contract.

The contractors who get the contract for Road traffic census on the State Highway and Major district Roads of the Public Works Department shall collect the longitude and latitude of the locations of installation of cameras from the Sub Divisions in advance and install the cameras only after confirming the locations in consultation with the Section officers of the Public Works Department at the time of their installation.

Installation of installed cameras only after showing demo to section officers/Assistant Executive Engineer

Dissemination of all the installed cameras live on a single website, also ensuring that the said cameras are live for two days and making arrangements to view the recording of the said cameras on the said website.

After the completion of the counting process, upload the recorded clips to the software in front of the concerned Section Officer of the Public Works Department and prepare Forms 1 to 4, Section officer, Assistant Executive Engineer and Executive Engineer. Census only after confirmation the bill will be paid to the contractor who gets the contract for the work.

After the completion of the census, the recorded clips should be submitted to the Road Traffic Census Officer (Assistant Executive Engineer) of the Office of the Chief Engineer, Public Works Department, along with the census video and report forms (Forms 1 to 4) and only after obtaining the necessary certificate from him. The contractor who has performed the work will be billed.

Vehicle facilities for the teams of Chief Engineers Office, Superintendent Engineers Office and Executive Engineers Office who come for inspection during the said mathematical work shall be provided by the contractor who has contracted the respective department.

Submitted all the traffic census reports and upload all the documents/Data in the PMS software and submit the hard copy and soft copy for the month of end April (Date 30.04.2026)

Contractors who get the contract for Road traffic census on state highways and Major District Roads of the Public Works Department at the Divisional Office to construct a help desk for Road Traffic census and ensure that there is no shortage in the census work.
